ART. 20. To see if the Town will vote to equip a room in the Saugus High School building as a Domestic Science room and make an appropriation of $300 for the same, agreeable to the petition of Horace H. Atherton, Jr., and others.

ANNUAL TOWN MEETING.


ART. 23. To see what compensation the Town will give the Collector for collecting the taxes of 1913.


Voted, That the Tax Collector be paid three-fourths of one per cent on all 1913 taxes collected.


ART. 24. To see if the Town will authorize the various Town Officers, authorized to spend money, to expend during the interval between the thirty-first day of December and the time of making the next annual appropriations, an amount not exceeding the amount expended for a like purpose for a corre- sponding period of time for the preceding year, and authorize the Treasurer to pay the same from any moneys in the treasury not otherwise pledged.


Voted, To authorize the various Town officers, authorized to expend money, to expend during the interval between the thirty- first Day of December and the time of making the next annual appropriations, an amount not exceeding the amount expended for a like purpose for a corresponding period of time for the preceding year, and to authorize the Treasurer to pay the same from any moneys remaining in the treasury not otherwise pledged.


ART. 25. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow on and after Jan- uary 1, 1914, in anticipation of taxes of the year beginning Jan- uary 1, 1914, an amount not exceeding in the aggregate one hundred thirty thousand dollars ($130,000) and issue notes of the Town therefor.


Voted : That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow from time to time, on and after January 1, 1914, in anticipation of taxes of the municipal year beginning January 1, 1914, an amount not exceeding in the aggregate one hundred thirty thousand dollars ($130,000), and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the taxes of the said municipal year beginning January I, 1914. ART. 27. To see if the Town will vote the sum of thirty cents an hour as a minimum rate of wage for men employed on the Highway and Bridges Department, the Water Department, the Moth Department and Forest Warden Department, or to see what action the Town will take in the matter.

ART. 28. To see if the Town will vote to increase the number of its School Committee to six, or to see what action the Town will take in the matter.

ART. 32. To see if the Town will accept the remainder of Prospect street, beginning at a point opposite the residence of L. Green and running westerly to Summer street, a distance of about 435 feet, according to plan and specifications filed with the Town Clerk.


Voted, That Prospect street be accepted as per plan and speci- fications filed with the Town Clerk.


ART. 33. To see if the Town will appropriate the sum of $1,481.43, to cover the amount due on unpaid bills January 1, 1913, as follows, viz. : Hydrant service, $644; street lighting, $597.43 ; salary of Treasurer, $190; salary of Secretary of School Committee, $50; agreeable to the petition of Granville A. Clark and others.


Voted, That the sum of $1,481.43 be and is hereby appropri- ated, from the unexpended balances of 1912, to be taken from the treasury, for the payment of the following unpaid bills, viz. : Hydrant service, $644 ; street lighting, $597.43 ; salary of Treas- urer, $190 ; salary of Secretary of School Committee, $50.


ART. 35. To see if the Town will vote to authorize the use of the Selectmen's room as the office of the Finance Committee.

To W. Charles Sellick, Constable of the Town of Saugus, GREETING :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus qualified to vote in Town affairs to meet at the Town Hall on Monday evening, June thirtieth, A. D. 1913, at eight o'clock, to hear and act on the following articles, viz. :


ARTICLE I. To choose a Moderator to preside at said meeting.


ART. 2. To hear reports of Committees.


ART. 3. To see if the Town will vote to appropriate the sum of $625.05 to pay for material used on Central street in the year 1912, or to see what action the Town will take in the mat- ter, agreeable to the petition of George Quarmby and others.


ART. 4. To see if the Town will appropriate the sum of $800 to replenish the Sinking Fund, agreeable to the petition of William F. Belcher and others.


ART. 5. To see if the Town will make an appropriation of $600 for the use of the Fire Department, or to see what action the Town will take in the matter, agreeable to the petition of Alfred F. Sachsse and others.


ART. 6. To see if the Town will make an appropriation of $100 for repairs on Fire Department Houses of the Town, or to see what action the Town will take in the matter, agreeable to to the petition of Alfred F. Sachsse and others.

ART. 8. To see if the Town will make an appropriation for four incandescent lights, three to be located on Oakhill road and one on Briggs court, agreeable to the petition of A. E. Briggs and others.


ART. 9. To see if the Town will make an appropriation for two incandescent lights to be located on Johnston terrace, agreeable to the petition of Wallace A. Johnston and others.


ART. IO. To see if the Town will vote to appropriate the sum of $7,000 to purchase a gasolene pump engine with a capac- ity of 600 gallons a minute, and equipped with a 40 gallon chemical tank, the machine to be geared to sixty miles an hour, be capable of carrying 1,500 feet of regulation hose and 250 feet of chemical hose, and all other equipment of a first-class pump engine, the same to be purchased by the Board of Fire Engineers, agreeable to the petition of Walter C. Perkins and others.


ART. II. To see if the Town will vote to rescind the vote appropriating the sum of $1,500 for Public Buildings and Grounds under Article 34 of Annual Town Meeting held March 10, 1913.


ART. 12. To see if the Town will vote to appropriate the sum of $700 for the care of Town Hall, or to see what action the Town will take in the matter, agreeable to the petition of Granville A. Clark and others.


ART. 13. To see if the Town will vote to appropriate the sum of $300 for Public Grounds, or to see what action the Town will take in the matter, agreeable to the petition of Granville A. Clark and others.


ART 14. To see if the Town will appropriate the sum of $100 for repairs on the Saugus Home buildings, or to see what action the Town will take in the matter, agreeable to the petition of George H. Ames and others.


ART. 15. To see if the Town will appropriate the sum of $1,000 for outside repairs of school buildings and care of grounds, or to see what action the Town will take in the matter, agree- able to the petition of Charles L. Davis and others.

ART. 16. To see if the Town will appropriate the sum of $1,000 to be used for oiling streets, or to see what action the Town will take in the matter, agreeable to the petition of George Quarmby and others.


ART. 17. To see if the Town will vote to instruct the Selectmen to sell to the highest bidder and give a quitclaim deed in the name of the Town for the same, all property taken into the Town by the Collector of Taxes at his final sales, under Chapter 490, Part 2, Sections 68, 69, 70, of the Acts of 1909, or to see what action the Town will take in the matter.


ART. 18. To see it the Town will vote to appoint a com- mittee of five to examine into the question of the advisability of extending Woodbury avenue to the Lynn line, or to see what action the Town will take in the matter.


ART. 19. To see if the Town will authorize the Treasurer, with the approval of the Water Commissioners, to make a water loan of five thousand dollars ($5,000) for the purpose of extend- ing and improving the water system of Saugus, Mass., under Chapter 91, Section 2, of the Acts of the Massachusetts Legis- lature of the year 1911, and to define the terms and the time of payments of said loan, agreeable to the petition of John H. Parker and others.


ART. 20. To see if the Town will appropriate the sum of $200 for the Assessors' Department, agreeable to the petition of E. L. Noera and others.


ART. 21. To see if the Town will appropriate the sum of $2,000 for the Highway Department, or to see what action the Town will take in the matter.


ART. 22. To see if the Town will appropriate the sum of $300 for the building of a foot bridge over Saugus River at the foot of Woodbury avenue, agreeable to the petition of George Quarmby and others.


And you are hereby directed to serve this warrant by posting attested copies at the usual places seven days at least before the time of holding said meeting, and to distribute copies as provided by the By-Laws at least four days before.

Following are the articles that were acted upon at the Special Town Meeting, held June 30, 1913.


The meeting was called to order by Town Clerk Henry A. Parker. After the reading of the Warrant by the Town Clerk, Article I was taken up.


ARTICLE I. To choose a Moderator to preside at said meeting.


Chose Thomas P. Parsons, who, after being qualified by the Town Clerk, took charge of the meeting.


ART. 2. To hear reports of Committees.


Voted, To lay on the table, after the reading of, the Finance Committee report.

Voted, That the sum of $625.05 be and hereby is appropri- ated to pay the unpaid bills of the Highway Department for the year 1912, as called for under Article 3.


ART. 4. To see if the Town will appropriate the sum of $800 to replenish the Sinking Fund, agreeable to the petition of William F. Belcher and others.


Voted, That the sum of $800 be and hereby is appropriated or the Sinking Fund of the Cliftondale Schoolhouse "new." ៛

Voted, that the sum of $100 be and hereby is appropriated for the repairs of the Fire Department houses.


ART. 7. To see if the Town will make an appropriation of $400 for the purchase of Fire Hose, or to see what action the Town will take in the matter, agreeable to the petition of Alfred F. Sachsse and others.


Voted, That the sum of $400 be and hereby is appropriated for the purchase of Fire Hose.

ART. 8. To see if the Town will make an appropriation for four incandescent lights, three to be located on Oakhill road and one on Briggs court, agreeable to the petition of A. E. Briggs and others.


Voted, That the Board of Selectmen be directed to install three incandescent lights on Oakhill road and one on Briggs court, same to be installed in September, 1913, to be paid for out of the street lighting appropriation.


ART. 9. To see if the Town will make an appropriation for two incandescent lights to be located on Johnston terrace, agree- able to the petition of Wallace A. Johnston and others.


Voted, That the Board of Selectmen be directed to install two incandescent lights, located on Johnson terrace in September, 1913, same to be paid for out of the street lighting appropriation.


ART. 10. To see if the Town will vote to appropriate the sum of $7,000 to purchase a gasoline pump engine with a capacity of 600 gallons a minute and equipped with a 40 gallon chemical tank, the machine to be geared to 60 miles an hour, be capable of carrying 1,500 feet of regulation hose and 250 feet of chemical hose and all other equipment of a first class pump engine, the same to be purchased by the Board of Fire Engineers, agreeable to the petition of Walter C. Perkins and others.


Voted, To indefinitely postpone.


ART. II. To see if the Town will vote to rescind the vote appropriating the sum of $1,500 for Public Buildings and Grounds under Article 34 of the Annual Town Meeting held March 10, 1913.


Voted, That the Town hereby rescinds the vote whereby it appropriated the sum of $1,500 for Public Buildings and Grounds, under Article 34 of the Annual Town Meeting held March 10, 1913.


ART. 12. To see if the Town will vote to appropriate the sum of $700 for the care of Town Hall, or to see what action the Town will take in the matter, agreeable to the petition of Granville A. Clark and others.

ART. 17. To see if the Town will vote to instruct the Select- men to sell to the highest bidder and give a quitclaim deed in the name of the Town for the same, all property taken into the Town by the Collector of Taxes at his final sales, under Chapter 490, Part 2, Sections 68, 69, 70, of the Acts of 1909, or to see what action the Town will take in the matter.


Voted, That the Selectmen of the Town of Saugus and their successors in office are hereby authorized to sell the land now owned or hereafter acquired by the Town of Saugus for the non- payment of taxes and to execute, in the name of the Town, deeds therefor.

ART. 18. To see if the Town will vote to appoint a Com- mittee of five to examine into the question of the advisability of extending Woodbury avenue to the Lynn line, or to see what action the Town will take in the matter.


Voted, That a committee of five be appointed from the floor, and the following persons were appointed, viz. : Frederick S. Mitchell, John E. King, Horace A. Nowell, Charles N. Worm- stead, and Levi G. Hawkes.


ART. 19. To see if the Town will authorize the Treasurer, with the approval of the Water Commissioners, to make a water loan of five thousand dollars ($5,000) for the purpose of extend- ing and improving the water system of Saugus, Mass., under Chapter 91, Section 2, of the Acts of the Massachusetts Legis- lature of the year 1911, and to define the terms and the time of payments of said loan, agreeable to the petition of John H. Parker and others.


Voted, That the Town Treasurer, with the approval of the Water Commissioners, be and hereby is authorized to issue Bonds of the Town, under Chapter 91, Section 2 of the Acts of the Massachusetts Legislature of 1911, for the purpose of improving and extending the Water System. Said bonds to be Serial Coupon Bonds, No. 19 for $500.00 payable August Ist, 1920; No. 20 for $1,000.00, payable August Ist, 1920 ; Nos. 21 and 22 for $1,000.00 each, payable August Ist, 1921 ; No. 23 for for $1,000.00, payable August Ist, 1922, bearing interest at the rate not exceeding 5 per cent, and bear on their face the words "Town of Saugus Water Loan Acts of 1911," the coupons attached to said bonds to bear the facsimile signature of the Treasurer. Yeas 52. Nays I.


ART. 20. To see if the Town will apropriate the sum of $200 for the Assessors' Department, agreeable to the petition of E. L. Noera and others.


Voted, That the sum of $200.00 be and hereby is appropriated for the office expenses of the Asseessors' Department.


ART. 21. To see if the Town will appropriate the sum of $2,000 for the Highway Department, or to see what action the Town will take in the matter.
