ART. 31. To see if the Town will accept Columbus avenue, beginning at a point on Central street about 121 feet south of the old Cemetery wall and running westerly to land now or for- merly of Edward Brewer, as per plan and specifications filed with the Town Clerk.

Annual Town Meeting to act on Articles in Town Warrant was held Monday evening, March 10, 1913, at eight o'clock.
The meeting was called to order by the Town Clerk, Henry A. Parker, who read the Warrant, omitting the reading of the articles as upon motion of Horace H. Atherton, Jr., which was carried that the reading of the articles be dispensed with.
ARTICLE I. To choose a Moderator to preside at said meeting.
Chose Thomas P. Parsons, who, after being duly qualified by the Town Clerk, took charge of the meeting.
ART. 2. To hear report of Committees.
Voted, To accept the report of the Committee appointed at the Special Town Meeting held October 11, 1912, to investigate the school recommendations, whereby they found the accommoda- tions sufficient.
ART. 3. To choose all other Town Officers which Towns are, by law, required to choose in the months of March and April annually.
Board of Selectmen to act as appraisers on Town property.
Chose, Carl F. Koch, Pound Keeper; Willie M. Penney, Charles L. Putney, Daniel S. Bannon, Field Drivers ; John P. Chesley, Hervey Upham, Frank H. Coburn, Fence Viewers ; Herbert O. Pratt, Frederic Stocker, Frank H. Coburn, Meas- urers of Wood and Bark.

The Moderator appointed and swore in the following citizens as tellers, viz. : Charles E. Putnam, Charles L. Davis, Frank E. Parker, Francis V. Learoyd.
ART. 5. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money in antici- pation of taxes of the municipal year beginning January 1, 1913, to an amount not exceeding $130,000, and issue notes of the Town therefor.
Voted, That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time, in anticipation of taxes of the municipal year begin- ning January 1, 1913, to an amount not exceeding in the aggre- gate one hundred thirty thousand dollars ($130,000) and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the taxes of said municipal year. Yeas, 146; nays, 4.
Voted, To take up Article 14.
ART. 14. To see if the Town will vote to instruct the Water Commissioners to issue bonds to the amount of three thousand dollars ($3,000) for the purpose of laying a water main from Western avenue, southerly through Oceanview avenue, a dis- tance of five hundred (500) feet ; from there, southerly to a point in front of P. Coscia's house, a distance of two hundred twelve (212) feet; also, from the junction of Oceanview avenue and Beacham avenue to a point in front of T. Coyne's house, a dis- tance of one hundred (100) feet ; also from the aforesaid junc- tion of Oceanview avenue and Summit avenue, northeasterly through Summit avenue to Sapphire road, and through Sapphire road to a point in front of D. Cunningham's house, a distance of seven hundred sixty-seven (767) feet ; also, from the junction of Sapphire road and Bayview road to a point in front of W. Rob- bins house, a distance of seven hundred fifty-eight (758) feet ; also from the junction of Bayview road and Beacham avenue, easterly through Beacham avenue to a point in front of E. J. Dougherty's house, a distance of three hundred eight (308) feet ; a total distance of two thousand seven hundred fifteen (2,715) feet, or to see what action the Town will take in the matter, agreeable to the petition of Willard A. Robbins and others.

Voted, To refer Art. 14 to a committee of five, to be nom- inated and elected from the floor, the following citizens were duly elected, viz. : William H. Small, George Quarmby, Robert J. Murphy, Charles E. Putnam and John H. Parker.
ART. 6. To see if the Town will appropriate the sum of $7,000 to purchase a Gasoline Pump Engine with a capacity of six hundred gallons a minute and a thirty-five gallon Chemical Tank, machine geared to sixty miles an hour, capable of holding 1,500 feet of regulation hose and 250 feet of chemical hose, and all the equipment of a first-class Pump Engine. The same machine to be purchased by a committee of five, as follows : Chief of the Fire Department, Chairman of Board of Selectmen, one from Cliftondale, one from Saugus, one from East Saugus. The machine to be installed in Cliftondale not later than Sep- tember 1, 1913, agreeable to the petition of Walter C. Perkins and others.
Voted, To refer to same committee that was appointed under Art. 14.
ART. 7. To see if the Town will appropriate the sum of $3,900 for the following equipment for the Board of Health, the same to be managed by them ; the equipment to be installed at the Town Farm by December 15, 1913, ready for business ; the Board of Health to purchase the outfit : one garbage wagon, $200; one ash wagon, $250; one tip cart, $100 ; three horses, $1,000 ; twelve barrels, iron strapped, $60; three harnesses, $125 ; one Edson pump for use in vaults, $75 ; one dozen gar- bage buckets, $8; two men, one for $15, one $13, per week, $1,482 ; keeping three horses, $600 ; total $3,900, agreeable to the petition of Walter C. Perkins and others.
Voted, To refer Art. 7 to a committee of three, to be nom- inated and elected from the floor, and to report at the next annual Town meeting. The following citizens were elected, viz. : Walter C. Perkins, John H. Parker, Dana B. H. Walker.
ART. S. To see if the Town will appropriate the sum of twelve hundred dollars ($1,200) for the grading of a part of Main street, from the point where the Massachusetts Highway Com- mission left off work under the appropriation of 1912, under the provision known as the "Small Town Act," on condition that the State pay a like amount to the Town, agreeable to the petition of Frank P. Bennett and others.

ART. 9. To see if the Town will appropriate the sum of $2,500 for the renewal and extension of Water Pipes, or to see what action the Town will take in the matter, agreeable to the petition of John H. Parker and others.
Voted : That the sum of $2,368.34 together with the unexpen- ded balance of Water extension amounting to $131.66 be and is hereby appropriated for the renewal and extension of the water system, including the extension of water pipes on Laconia avenue and Westford street, a distance of about 460 feet as called for under Article II, also to include the extension of the water pipes from Harlow street through Venice avenue, a distance of about 500 feet as called for under Article 13.
ART. 10. To see if the Town will authorize the Treasurer, with the approval of the Water Commissioners to make a water loan of twenty-five hundred dollars ($2,500) for the purpose of extending and improving the water system of Saugus, Mass., under Chapter 91, Section 2, of the Acts of the Massachusetts Legislature of the year 1911, and to define the terms and the time of payment of said loan, agreeable to the petition of John H. Parker and others.
Voted : That the Town Treasurer with the approval of the Water Commissioners be and he hereby is authorized to issue Bonds of the Town under Chapter 91, Section 2, of the Acts of the Massachusetts Legislature of 1911, for the purpose of im- proving and extending the Water System, said Bonds to be Serial Coupon Bonds, two of $1,000 each and one of $500 dated May 1, 1913, bearing interest at the rate not exceeding 4 per cent and bear on their face the words "Town of Saugus Water Loan Act of 1911." The coupons attached to said Bonds to bear the facsimile signature of the Treasurer. One Bond number 16 of $1,000, payable May 1, 1920, and one Bond number 17 of $1,000 payable May 1, 1920, and one Bond number 18 of $500 payable May 1, 1920. Yeas 101. Nays o.

Butler and others.

ART. 13. To see if the Town will appropriate the sum of $750 for the extension of the water pipes from Harlow street through Venice avenue, or to see what action the Town will take in the matter, agreeable to the petition of Ranson E. Smith and others.

ART. 15. To see if the Town will appropriate an amount not to exceed $2,000 to provide a Contingent Fund, as author- ized by Chapter 347 of the Acts of 1912, agreeable to the peti- tion of William H. Small and others.
Voted, That the sum of $2,000 be and is hereby appropriated to provide a Contingent Fund as authorized by Chapter 347 of the Acts of 1912.

To see if the Town will appropriate the sum of $1,000 to be expended by the School Committee in increasing the salaries after September 1, 1913, of those teachers of the public schools who were in the employ of the Town during the school year which ended June 30, 1913, and in establishing salaries to be paid hereafter on the basis of length of service in the schools of this Town agreeable to the petition of Frank P. Bennett, Jr., and others.
Voted, to indefinitely postpone, acted on under Article 34.
ART. 19. To see if the Town will vote to appropriate the sum of $640 for the purpose of installing a Commercial course in the Saugus High School, agreeable to the petition of Horace H. Atherton, Jr., and others.
