ART. 45. To see if the Town will vote to authorize the Planning Board to act as a Park Commission in accordance with Chapter 45, Section 2 of the General Laws of Massachu- setts, or to see what action the Town will take in the matter, agreeable to the petition of Bertram C. Farnham and others.


ART. 46. To see if the Town will vote to set aside and locate that plot of land now being a portion of the so-called Town Infirmary Woods owned by the Town, containing one hundred and eighty-five acres, more or less, as per plans, Sheet 1025,

Lot A-31 on file in the Assessors' Office, excepting that part usually cultivated and separated from the woods by a stone wall, as a public park, or to see what action the Town will take in the matter, agreeable to the petition of Bertram C. Farnham and others.


ART. 47. To see if the Town will vote to name any public park established under the provisions of the preceding article, the Major George Clarence Parcher Memorial Park in memory of a citizen of this Town who served suffering humanity through the years, or to see what action the Town will take in the matter, agreeable to the petition of Bertram C. Farn- ham and others.


ART. 48. To see if the Town will vote to appropriate the sum of twelve hundred dollars ($1200) for the purpose of changing the heating plant in the Public Library, or to see what action the Town will take in the matter, agreeable to the petition of the Trustees of the Public Library.


ART. 49. To see if the Town will vote to accept the layout of a Town way on Tuttle Street in accordance with a report of Selectmen and plan filed in the office of the Town Clerk, or to see what action the Town will take in the matter.


The polls will be open at 12 o'clock noon, and will; close at 8 o'clock P.M., and you are hereby directed to serve this WARRANT, by posting attested copies thereof at the usual places seven days, at least, before the time of holding said meeting.


Hereof, fail not, and make due return of this WARRANT, with your doings thereon, to the Town Clerk, at the time and place of said meeting.

The meeting was called to order by the Moderator, Honor- able Frank P. Bennett, Jr. at 8:04 P. M.


The salute to the flag was given.

The reading of the records of the previous meeting was waived.


The reading of the warrant was dispensed with.


All town meeting members not previously qualified were at this time sworn in by the Moderator.


Chairman Ernest M. Hatch of the Board of Public Welfare was granted unanimous permission to offer to the meeting the following resolution :


"Whereas it has pleased Almighty God in his infinite wis- dom to remove from our midst, by his death, on December 29th, 1934, George H. Ames, Chairman of the Board of Public Welfare, and, whereas, Mr. Ames was born in Saugus, October 5th, 1858, living in the town practically all his life, a member of the Board of Public Welfare for (34) thirty-four years and Chairman of the Board for (31) thirty-one years, giving of his time and energy without restraint. Always doing his; ut- most to see that no deserving citizen or family went without the necessities of life, doing whatever lay in his power to al- leviate the sick and distressed, supervising the welfare of the widow and the orphan, always faithful to the obligation com- mensurate with his duties as a member of the Board of Public Welfare.


"Be it therefore resolved that we, the members of the Lim- ited Town Meeting, here assembled recognizing that in the passing of Mr. Ames, Saugus has lost one of its most useful and respected citizens.


"His place in our Community will be hard to fill. His was a life of service not only to the less fortunate citizens of the town but a life of real service and many times self-sacrifice given unstintingly to all the citizens of the town.


"We the members of the Town Meeting, here record our sincere regrets at his passing and extend to his sorrowing widow and daughter our deepest sympathy.


"And be it further resolved that a copy of these resolutions be spread upon the records of this town meeting and a copy sent to the family of the late George H. Ames."

A motion was offered and it was voted that the meeting stand for one minute in silent tribute to John Husler.


The Finance Committee Report was filed with the Town Clerk, subject to the action of the meeting.


Report of the Finance Committee to the Representative Town Meeting and Citizens of The Town of Saugus


To the Citizens of Saugus:


In submitting our report for the Annual Town Meeting of 1935 we would first point out the fact that all appropriations made at the Annual Town Meeting should be considered as being the complete amounts to be available for the entire current year. This is due to the property assessment date being changed this year, and to the subsequent changing of the date on which the tax rate should be declared. The Finance Committee has been advised by the Commissioner of Corpora- tions and Taxation of the Commonwealth of Massachusetts to the effect that the tax rate should be declared in April. This of course means that no money may be raised by direct ap- propriation after the tax rate has been declared. It is with this fact being carefully considered that the Finance Com- mittee has recommended the raising of the Reserve Fund from $6,000 to $12,000 to provide against any emergencies which may ensue during the year, and which in past years would have been taken care of by Special Town Meetings. This new procedure will in all probability do much to eliminate the all too numerous Special Town Meetings which we have had in the past.


It will again be necessary for the Emergency Finance Board of the State to review the Budget appropriations made, with the possibility of their further action.


The Finance Committee in order to arrive at its final recom- mendations as set forth in this report have given each depart- ment full consideration of its needs, and the requests of many departments have been reduced in the recommendation as shown, largely due to the necessity of bringing the total bud- get within the limit of the tax payer's purse. In many in-

stances the Committee is agreed that certain items deleted are of desirable nature. However, the Committee has been con- fronted also with the fact that the tax payers are finding it difficult in most instances to meet their taxes and that any increase is bound to add further to their burden.


The Committee is agreed that we need an adequate fire and police alarm and signal system, but after full consideration is unable to recommend the Special Articles calling for an appropriation of $50,000 at this time.


The Town Meeting is faced with the fact that on January 3, 1935, we appropriated the total sum of $24,660, which is applied toward the total appropriations of the year and direct- ly bears on the tax levy of this year.


We are confronted with requests in the combined General and Special Budgets of $852,797.96 and the Committee has endeavored to eliminate every item of unnecessary expendi- I ture, recommending a total including both Budgets, General and Special of $666,168.13, which brings the yearly total in- cluding the $24,660 appropriated at the Special Town Meeting of January 3, 1935, to $690,828.13.


The Committee calls attention to the members of the Limited Town Meeting that your action on the various items in this Warrant is a deciding factor in the Tax Rate for this year and points out where substantial savings may be effected from the total amounts requested.
