In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus qualified to vote in Town Elections and Town affairs to assemble in the Town Hall on Wednesday Evening, April 17, Nineteen Hundred and Thirty-Five, at Eight O'Clock to hear and act on the following articles, viz :
ARTICLE 1. To hear and act on reports of Committees.
ART. 2. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money for general municipal purposes under authority of and in accordance with the provisions of Chapter 49 of the Acts

of 1933; or take any action relative thereto, agreeable to the petition of the Town Treasurer and the board of Selectmen.
ART. 3. To see if the Town will vote to amend Article IX of the By-laws of the Town by adding thereto the following sections to be designated as Sections 23, 24 and 25, respective- ly :
Sec. 23. No dog shall be permitted to run at large in the Town of Saugus unless said dog shall have been vac- cinated against rabies during the preceding twelve months.
Sec. 24. The owner or keeper of a dog who violates the provisions of the preceding section shall be subject to a fine not exceeding $10.00 for each offense.
Sec. 25. The dog license fee as required under Section 139, Chapter 140 of the General Laws shall be increased by fifty cents (50c) to be paid into the Town treasury ; or otherwise to amend or adopt by-laws with reference to the keeping of dogs, the vaccination of dogs against rabies or the dog license fee, or to see what action the Town will take in the matter.
ART. 4. To see if the Town will vote that beginning in 1936 the Town Clerk, Collector of Taxes and Town Treasurer, or any of them, shall each be elected for a term of three years, or to see what action the Town will take in the matter, agree- able to the petition of Arnold F. Hoen and others.
ART. 5. To see if the Town will vote to rescind that part of its action under Article 4 of the Annual Town Meeting of nine- teen thirty-five, whereby it voted-"It is the sense of the Town Meeting that the Recreational Projects be dispensed with," agreeable to the petition of Benjamin Q. Belonga and others.
ART. 6. To see if the Town will appropriate the sum of $64.00 for unpaid bills of the Gypsy Moth Department. Town Accountant.
ART. 7. To see if the Town will vote to change the Zoning By-Laws and Zoning Map so that land of Yvonne Porter at 718 Broadway, shown as lot A-267 on Plan 2027 on file in the Assessors' Office and containing 10,039 square feet of land,

RESOLUTIONS
Whereas, it is the constitutional perogative of all American citizens justifiably aggrieved at the action of their public officials to present public resolutions and petitions of censure, and whereas this right is not only guaranteed by the Consti- tution of the United States but hallowed and revered as the essence of the Democratic form of government under which we abide.
And whereas, the Massachusetts House of Representatives, hearing the petition of Frederick B. Willis of Saugus that he had reason to believe that he had been elected a Representa- tive to the General Court from the 10th Essex District, did refer the same for hearing to the House Committee on Elec- tions.
And whereas, said committee also, on the petition of James M. McElroy of Lynn, who was seated as a result of a recount, did recount in executive session all of the votes cast for Repre- sentative in the 10th Essex Distsrict.
And whereas, said committee, by unanimous vote, did present to the House of Representatives, following its recount, the following resolution :
"That Frederick Bancroft Willis of Saugus was duly elected one of the Representatives of the General Court from the 10th

Essex District at the election held on November 6, 1934, and that he is entitled to and is hereby given the seat now oc- cupied by James M. McElroy."
And whereas, this report was signed by the entire seven members of the Committee, consisting of four Republicans and three Democrats, and they found that Mr. Willis had 51 votes in excess of that given to Mr. McElroy of Lynn.
And whereas, the House of Representatives, casting aside those principles of Democratic government for which the State of Massachusetts has long been proud and ignoring the rights and privileges of the people of the 10th Essex District, did vote 117 to 115 to reject the report of the Committee and to refuse to seat the chosen delegate of the people, and did, on the following day, refuse to reconsider their arbitary and unprecedented action by a vote of 116 to 116.
We, therefore, the members of the Saugus Limited Town Meeting, being duly called in special session, and being citizens and voters of the Town of Saugus and the Commonwealth of Massachusetts, do express our censure of the highhanded political chicanery by which certain members of the House of Representatives, so-called, sitting for this Commonwealth, did flout the wishes and expressed desires of the voters of the 10th Essex Representative District.
We feel that they have attacked the most essential right of a free people, that of selecting the men and women to whom they desire to entrust the right to make their laws and to govern the Commonwealth, that they have with malice afore- thought deliberately and with undisguised motives deprived the people of the 10th Essex Representative District, of which the Town of Saugus is a part, of their constitutional right to elect whom they will to public office, that they have been untrue to the fine traditions of a Commonwealth second to none in the Nation, and that they have created a disrespect for their own body which can only merit the contempt of a free people.
We, therefore, members of a disenfranchised electorate, represented in the General Court by a man holding office not by mandate of the people but by the mis-representation of his colleagues, do resolve:

THAT it be the sense of this meeting that the Moderator appoint a committee of three to wait upon the Speaker and Clerk of the House of Representatives and His Excellency, James M. Curley, Governor of the Commonwealth of Massa- chusetts, and present certified copies of these Resolutions, with a request that they be presented and read in the House of Representatives and made a part of the record thereof, and that certified copies be sent to Representative William A. Landergan of the 10th Essex District, whose vote alone could have brought re-consideration of the adverse vote of the House of Representatives, to James M. McElroy of Lynn, to the press, and that they be made a part of the records of this meeting. Yeas 119. Nays 0. 9:27 P. M.
ARTICLE 2.
Voted : That the Treasurer, with the approval of the Select- men, be and he hereby is authorized to borrow for general maintenance expenses of the Town the sum of $100,000.00, but in no event a sum in excess of the amount of tax titles taken or held by the town at the time the loan is approved by the Emergency Finance Board, and to issue a note or notes of the town therefor, all in accordance with the provisions of Chapter 49 of the Acts of 1933. The said sum is hereby appropriated for the use of the Assessors in fixing the tax rate to meet the general expenses of the town. Yeas 117. Nays 0. 8:52 P. M.

Voted: To amend Article IX of the By-Laws of the Town by adding thereto the following sections to be designated as Sections 23, 24 and 25, respectively :

The dog license fee as required under Section 139, Chapter 140 of the General Laws shall be increased by fifty cents (50c) to be paid into the Town treasury; payment of this additional fee shall entitle the owner to have the dog vaccinated free of charge at a clinic established by the Board of Health, except kennel owners licensees who shall be re- quired to pay a fee of 50c for each dog vaccinated.
