Article 26-We recommend the sum of $500 be appropriated for the proper observance of Fourth of July to be spent by a committee of five to be appointed by the Moderator.
Article 27-We recommend the sum of $300 be appropriated for the observance of Armistice Day as recommended by the American Legion.

Article 33-The town should be very proud of the manner in which the committee in charge of following the construction of the new High School has carried out its functions. Rarely, if ever, is a municipal building remodeled and added to, that large amounts for extras are not asked for. We believe that the items asked for by the High School Committee are necessary for the completion of the High School and we recommend that the sum of $2500 be ap- propriated as requested by the High School Committee.
Article 34-As the equipment of this department is inadequate, and if the town is to be kept free from tree and foliage pests, we recommend the sum of $1350 be appropriated for the purchase of a power sprayer as requested by the Moth Superintendent.
Article 35-In view of the fact that the Government is contin- uing Recreational Projects No. 5123 and provided money for same, we recommend the sum of $750 be appropriated to provide quarters and buy necessary equipment.
Article 36-There is talk of the town constructing a Commun- ity Center. Some believe the police station, town hall and fire sta- tion should be located in the same group. A move of this kind would make for economies which cannot now be accomplished. Until such time as a comprehensive study and complete plans have been sub- mitted, we believe it unwise to attempt to construct any one unit which might not later fit into the plans. It seems illogical to make a move now which might cost the town considerable more later on. We recommend that action on this article be indefinitely postponed.
Article 37-For reasons set forth in Article 36, we recommend that action on this article be indefinitely postponed.
Article 38-We recommend that action on this article be in- . definitely postponed.

Article 42-The acceptance of this avenue would spoil the en- trance to several garages. We recommend that action on this article be indefinitely postponed.
Article 43-As the town cannot accept a street entering on an unaccepted street, we recommend that action on this article be in- definitely postponed.
Article 44-As the town would have to rebuild a private wall, we recommend that action on this article be indefinitely postponed.
Article 45-We recommend that action on this article be indefin- itely postponed.
Article 46-As there is no Board of Survey plan, we recommend that action on this article be indefinitely postponed.
Article 47-We believe that the town should finish the resurfac- ing of Farragut Road from Ellis Road to Paradise Road; therefor, we recommend the sum of $4800 be appropriated to resurface a piece of road approximately 900 feet long as above mentioned, using bi- tuminous macadam, and we further recommend that the Board of Selectmen be authorized to incorporate in the contract for the work, that all excavations shall be removed by the contractor to Phillips Park to be used for fill-in purposes and deposited as directed by the Park Board.
Article 48-While this work should be taken care of at some future date, it is not urgent and we recommend that action on this article be indefinitely postponed.
Article 49-As this work is not urgent, we recommend that ac- tion on this article be indefinitely postponed.
Article 50-We recommend the sum of $700.00 be appropriated for material for the laying of 600 feet of surface water drain, with necessary catch basins, on Ocean Avenue. Said work to be done by the Highway Department.
Article 51-We recommend that after easements are obtained which are satisfactory to the Water and Sewerage Board, that the sum of $3400 be appropriated for the laying of a sewer in Lincoln Circle a distance of approximately 1035 feet.
Article 52-We recommend that the sum of $2000 be trans- ferred from the Water Available Surplus to the account of Water Construction for the purpose of laying a water main in Lincoln Circle a distance approximately 880 feet. Waivers are to be first obtained from the owner as well as guarantee of payment of inter- est until the water rate shall equal same. Said arrangements to meet the satisfaction of the Water and Sewerage Board.
Article 53-As this drain is not necessary, we recommend that action on this article be indefinitely postponed.
Article 54-The installation of this water main would give the residents of the lower part of the town a better water supply and protection in case of fire. We recommend that the sum of $26,000 be transferred from the Water Available Surplus to the account of Water Construction for the purpose of laying a water main from the Stand pipe on State Road to Salem Street a distance of approx- imately 4300 feet as recommended by the Water and Sewerage Board.
Article 55-We recommend the sum of $2600 be appropriated to extend the Sewer in Atlantic Avenue, a distance of approximate- ly 625 feet as recommended by the Water and Sewerage Board.
Article 56-The Federal Government has approved the project to continue work on Hawthorne Brook Culvert by extending it to Humphrey Street. We recommend the sum of $11,000 be appropri- ated for materials to continue the project as recommended by the Water and Sewerage Board.

Article 57-The amount called for in this article has been cared for under article 9. We recommend that action on this article be indefinitely postponed.
Article 58-We recommend that after waivers are first obtained from the owner as well as a guarantee of the payment of interest until the water rate shall equal same, that the sum of $2,000 be transferred from the Water Available Surplus to the account of Water Construction for the purpose of laying about 500 feet of water main in Catalpa Circle. Said arrangements to meet the satisfaction of the Water and Sewerage Board.
Article 59-There is no necessity for a sewer at the present time. We recommend that action be indefinitely postponed.
Article 60-There are only two houses on this street. We rec- ommend that action on this article be indefinitely postponed.
Article 62-This beach is used by the citizens of Swampscott and it seems they are entitled to receive proper protection from nuisances and unlawful acts. We recommend the sum of $400 be appropriated for the services of a full time special uniformed police officer during the bathing season to patrol the public part of Fisher- man's Beach.
Article 63-We believe that the proposed widening of Humph- rey Street from Atlantic Avenue, to Palmer Avenue would tend to make the thoroughfare a speedway. The discontinuance of street cars in June will give approximately eight more feet in width.
It seems that the painting of white lines on both ends of the approaches to the hill where the view is obscured along with a sign requiring motorists to keep single line and to the right of the white line would remove any hazard of an accident.
We recommend that our above suggestion be tried out until the next Annual Town Meeting, and believe that no appropriation is necessary at this time.
Article 64-We believe that it is not necessary to take this land at this time and recommend that action on this article be indefinitely postponed.
Article 65-The toilet facilities are not only inadequate but unsanitary in the Clarke School. We recommend the sum of $4,800 be appropriated to install new toilets as recommended by the School Committee.
Article 66-While we believe that office space is wholly inade- quate in the Town Hall and feel that some changes are necessary, in view of the amount of money recommended this year, we recom- mend that action on this article be indefinitely postponed.
Article 70-As asphalt sidewalk construction is cared for by the Highway Department, we recommend that action on this article be indefinitely postponed.
Article 71-This piece of property would be of absolutely no use to the town. We recommend that action on this article be indefinite- ly postponed.
Article 72-The view of motorists is greatly impaired from the northly direction of Humphrey Street. We recommend the sum of $175 be appropriated to remove the ledge at the northly side of Millett Road.

Voted under Article 3. That a by-law committee of five mem- bers be appointed by the Moderator to consider and hold hearings on changes or additions to the by-laws, said committee to cause articles to be inserted in the warrant for 1938 for consideration by the town meeting.

That the Town Clerk be required to furnish a bond in the amount of one thousand dollars and the custodian of the Trust Funds be required to furnish a bond in the sum of ten thousand dollars for the ensuing year.
