Essex, ss. To either of the Constables in the Town of Swampscott in said County, GREETING ·
In the name of the Commonwealth of Massachusetts you are hereby directed to notify the inhabitants of the Town of Swampscott, qualified to vote in elections and in town affairs, to assemble in the Town Hall in said Swampscott on Thursday, the seventh day of Oc- tober, at 8.00 P.M., then and there to act on the following articles, viz.
Article 1. To see if the town will vote to ratify, confirm and approve the vote passed at the adjourned annual town meeting held on March 1, 1937, under Article 75 of the warrant for said meeting whereby it was voted:
To accept the report of the Finance Committee and adopt their recommendations as amended, viz: That upon receiving proper ap- proval from the Commissioner of Corporations and Taxation, there be transferred from the Excess and Deficiency fund of the Town to the account of current revenue to be used and applied by the Asses- sors in reduction of the tax levy, such sum as they may deem ad- visable; that the sum of $750.00 be appropriated to be used by the Planning Board for the preparation of plans and specifications for a Police Station and a municipal building referred to in Articles 36 and 39; that for the purposes specified in Articles 50, 51, 55, 56 and 59 relating to the appropriation of $20,000. for the laying of sewers and drains as specified therein, that $6,000. thereof be raised from the tax levy of the current year in accordance with the provisions of statute laws, and that the treasurer with the approval of the Select- men be authorized to borrow a sum not to exceed the remainder, viz, $14,000. and to issue bonds or notes of the town therefor; said bonds or notes to be signed by the Treasurer and countersigned by a ma- jority of the Selectmen, and shall be issued and payable in accor- dance with provisions of Chapter 44 of the General Laws and any acts in amendment thereof or in addition thereto, so that the whole loan shall be paid in not more than thirty years from the date of the issue of the first bond or note or at such earlier dates as the Treasurer with the approval of the Selectmen may determine. Said bonds or notes shall be denominated on the face thereof "Swampscott Sewer and Drain Loan 1937" and shall bear such rates of interest as may be fixed by the Treasurer with the approval of the Selectmen, and ratify, confirm and approve all acts done or performed under authority of said vote,-or take any action in relation thereto.
Article 2. To see if the Town will vote to ratify, confirm and approve the vote passed at the adjourned special town meeting held on April 13, 1937, under Article 28 of the warrant for said meeting

whereby it was voted to accept the report of the Finance Committee and adopt their recommendations as amended:
For the purpose of erecting, equipping and furnishing a new police station on substantially the same site of the present police station on Burrill street, Swampscott, as related in Articles 2 and 3 of the warrant for the Special Town Meeting, March 29, 1937, and relating to the raising and appropriating of $25,000. for this pur- pose, as specified in the vote on said Articles 2 and 3, that the sum of $6,000. be appropriated from the tax levy; and that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow a sum not to exceed $19,000. and to issue bonds or notes of the Town therefor, said bonds or notes to be issued and payable in accordance with the provisions of Massachusetts Acts of 1935, Chap- ter 404, in case the proper Federal authorities have approved a grant therefor of Federal money, but otherwise in accordance with Massa- chusetts General Laws Chapter 44, and amendments thereof, and additions thereto, and any other act or acts relating to borrowing for such purpose, the whole loan to be paid in such period as may be fixed by the Emergency Finance Board in case of such approval of grant, or if no such approval, in not more than 20 years from the date of the issue of the first bond or note, or at such earlier period as may be determined by the Treasurer with the approval of the Selectmen. All moneys received from the Federal Government under any act authorizing the grant of money to towns for this purpose shall be applied to meet the cost of building and originally equipping and furnishing said police station, or to payment of the loan herein authorized, or the money to be borrowed to be reduced by the amount of the grant received and applied to the cost of the project, or in any or all of said ways, and all action done or performed under au- thority thereof, or take any action in relation thereto.
Article 3. To see if the Town will vote to authorize and direct the continuance of the sewing project, so-called, and appropriate money therefor, or authorize any transfer of funds for the same, or take any action relative thereto.
Article 4. To see if the Town will vote to extend the Hawthorne Brook culvert from Humphrey street to Salem street and the Tedesco Club property, a distance of approximately 1800 feet, and appropri- ate money for the same, or provide the necessary funds by a transfer from the Excess and Deficiency Fund, with the approval of the Commissioner of Corporations and Taxation or take any action rel- ative thereto, as recommended by the Water and Sewerage Board and the Board of Public Welfare.
Article 5. To see if the Town will vote to transfer the sum of $300 from Police Wages to the account of Police Others, or take any action relative thereto.
Article 6. To appropriate and raise by borrowing or otherwise, under any general or special law which authorizes the Town to raise money by borrowing or otherwise, such sum or sums of money as may be necessary for any or all of the purposes mentioned in the foregoing articles.
And you are directed to serve this Warrant by posting attested copies thereof at the Town Hall, Post Offices, and in at least two public and conspicuous places in each precinct of the Town and at or in the immediate vicinity of each railroad station in the Town not less than seven days before the day appointed for said meeting.

I submit herewith my report of an audit of the accounts of the town of Swampscott for the period from July 1 to December 31, 1936, made in accordance with the provisions of Chapter 44 of the General Laws. This report is in the form of a report made to me by Mr. Herman B. Dine, Assistant Director of Accounts.

Sir:
In accordance with your instructions, I have made an audit of the books and accounts of the town of Swampscott for the period from July 1 to December 31, 1936, the following report being sub- mitted thereon.
The financial transactions, as recorded on the books of the sev- eral departments receiving or disbursing money for the town or committing bills for collection, were examined, checked, and verified by a comparison with the books of the town accountant and the treasurer.
The books and accounts in the town accountant's office were ex- amined and checked. The receipts as recorded on the ledger were checked with the records of the several departments making pay- ments to the treasurer and with the treasurer's books, while the recorded payments were checked with the treasury warrants issued by the selectmen and with the treasurer's cash book. The necessary correcting and adjusting entries resulting from the audit were made, a trial balance was taken off, and a balance sheet, which is appended to this report, was prepared showing the financial condition of the town as of December 31, 1936.
The books and accounts of the town treasurer were examined and checked. The recorded receipts were compared with the records in the departments collecting money for the town and with the other sources from which money was paid into the town treasury, while the payments were checked with the selectmen's warrants au- thorizing the disbursement of town funds. The cash balance on Jan- uary 16, 1937, was proved by a reconciliation of the bank balances with statements furnished by the banks of deposit.
The payments of maturing debt and interest were checked with the amounts falling due and with the canceled securities on file.
The savings bank books representing the investments of the various trust and investment funds in the custody of the town trea- surer were examined and listed, the income being proved and the transfers to the town being verified.

The records of tax titles held by the town were examined and checked with the deeds on file. The amounts added to the tax title account were compared with the collector's records, the reported redemptions were checked with the receipts as recorded on the trea- surer's cash book, and the tax titles on hand were listed and proved.
The books and accounts of the town collector were examined and checked. The poll, property, and motor vehicle excise taxes, spe- cial assessments, departmental, and water accounts receivable out- standing at the time of the previous examination were audited, and all subsequent commitments were checked to the warrants for their collection. The collections as recorded on the cash books were checked in detail to the commitment book postings, the payments to the treasurer were checked to the treasurer's cash book, the recorded abatements were compared with the records of abatements granted, and the outstanding accounts were listed and reconciled with the respective ledger accounts.
Verification of the outstanding accounts was made by sending notices to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the accounts, as listed, are correct.
The records of licenses and permits issued by the selectmen, town clerk, building and plumbing inspectors, and the health depart- ment were examined, and the payments to the State and the town were verified.
The accounts of the sealer of weights and measures, and the school, library, and cemetery departments, as well as of all other departments collecting money for the town or committing bills for collection, were examined, checked and reconciled with the treasur- er's and the accountant's books.
In addition to the balance sheet mentioned above, there are ap- pended to this report tables showing a reconciliation of the treasur- er's and of the collector's cash, together with summaries of the tax, assessment, tax title, departmental, and water accounts, as well as tables showing the transactions of the trust and investment funds.
While engaged in making the audit, co-operation was received from the officials of the town, for which, on behalf of my assistants and for myself, I wish to express appreciation.
