2. NEW POST OFFICE
Also during this past year, the United States Government let final con- tracts for the construction in 1959 of a new Swampscott Post Office. This will be revenue producing real estate in addition to an attractive and con- venient colonial addition to the Town's government center.
3. NEW HARBOR FACILITIES
1958 also saw the provision of a Harbor Basin off Blaney Beach with the completion of an extensive dredging project. Boating enthusiasts and fishermen will benefit from the completion of these facilities with the pro- vision of a State constructive Town pier in 1959. The two projects mark the first full utilization in the history of the Town of its seaside location. Many townspeople are expected to take advantage of the improvements.
4. PRIVATE NEW CONSTRUCTION
In 1959, following preliminary work in 1958, buildings in the Shopping Center and for a new Hotel Preston are scheduled for completion. Both will add significantly to the Town's revenue producing tax base.
GENERAL
The Board continued to represent the Town at all relevant State and County hearings and meetings. The policy of inter-municipal co-operation on matters of mutual concern with neighboring communities has been con- tinued.
Our regular weekly meetings were again marked by perfect attendance in 1958.
The Board's practice of calling on our citizens for assistance with local problems has been continued. At present, a Harbor Committee is develop- ing final recommendations for supervision of the newly created harbor facil- ities. The work of the Rubbish Disposal Committee has been rewarded by vastly improved collection service. All the citizens, who have given freely of their time to assist us and our Town, contributing to the cause of good government, again deserve our public gratitude. Their names appear else- where in the report.
Our sincere thanks go also to all officials, department heads, and employ- ces of the Town, as well as to the many citizens whose co-operation and un- derstanding have been so helpful through the year. These are the people who have made possible the accomplishments listed above.
We feel sure all our fellow townspeople share our pride in Swampscott and our desire to continue to constantly improve our community and guard its traditions through co-operative teamwork, broader citizen participation, understanding, and interest.

Article 1. To hear and act on the Report of the School Survey Committee appointed under Article 1 of the Warrant for the Special Town Meeting of October 29, 1957.

To see if the Town will vote to construct, originally equip and furnish a new Junior High School on the land taken for school purposes by votes at the Special Town Meetings of December 12, 1955, and October 16, 1956, known as the Whitney Estate and the Carter et al lands, respectively, both on Forest Avenue, and to raise and appropriate the necessary money therefor, or take any action relative thereto.

To see if the Town will vote to amend the vote passed under Article 1 of the Warrant for the Special Town Meeting of December 12, 1955, by increasing the amount of money appropriated thereunder or by modifying the description of the school referred to therein (including enlargement of the site thereof), or both, and determining how such additional money shall be raised, whether by borrowing or otherwise, or take any action relative thereto.

Aritcle 4. To see if the Town will vote to rescind the portion of the vote on Article 1 of the Special Town Meeting of Monday, December 12, 1955, as it relates to authority to borrow $1,260,000 and issuance of bonds or notes of the Town.

In accordance with the warrant the Town Meeting Members were called to order at 8:05 P.M. the necessary quorum being present (186).

VOTED ARTICLE 1. School Survey Committee reported and was ac- cepted.
VOTED ARTICLE 2. That the town authorize the Moderator and the Board of Selectmen to appoint a committee of five citizens to be known as the School Building Committee and to authorize the committee to study and engage an architect to prepare preliminary plans and specifications and ob- tain an estimate of the cost to build an Integrated Junior High School on the Town owned land taken for school purposes at the Special Town Meetings of December 12, 1955 and October 16, 1956; and that the town appropriate $20,000.00 for such purposes from Available Funds.
VOTED ARTICLE 3. To accept the report of the Finance Committee and adopt their recommendations as follows:
That action on this Article be indefinitely postponed.

"The provisions of Chapter Thirty-One of the General Laws shall, upon the effective date of this Act, apply to all offices and positions in the Town of Swampscott which are not already classified under said laws, including all clerical and custodial employees, employees of the School Lunch Program, the Town Accountant and the Health Agent. The tenure of the incumbent of any such office or position shall be unlimited subject, however, to the provisions of the Civil Ser- vice Laws and Rules; provided however, that the incumbent of such office or position on said effective date shall be subjected by the division of Civil Service to a qualifying examination, if so required by the Civ- il Service Law, and if he passes said examination, he shall be certified for such office or position and deemed to be permanently appointed thereto without being required to serve any probationary period." Article 17. To see if the Town will vote to adopt the following By-Laws:
1. All regular employees of the Town of Swampscott, other than those appointed by he School Committee, who have served ten teen years shall be granted an annual vacation of not less than four weeks per year.
2. All regular employees of the Town of Swampscott, other than those appointed by the School Committee, who have served ten years shall be granted an annual vacation of not less than three weeks per year.
3. Such vacations shall be granted by the heads of the respective de- partments of the Town at such times as in their opinion will cause the least interference with the performance of the regular work of the Town.

Article 43. To see if the Town will vote to authorize and direct the Board of Selectmen to appoint a Citizen's Traffic Committee and to auth- orize said Committee to study all traffic complaints and recommendations; to direct and supervise traffic and safety education campaigns; to advise the Board recommendations to improve traffic and safety conditions; said Committee shall be composed of nine members; three appointed for three years, three appointed for two years, and the remaining three to be appoint- ed for one year with succeeding appointments to be for three years, and a member of the Police Department and a member of the School Depart- ment to be appointed to serve as advisors to the Committee, and that the sum of Two Hundred Fifty ($250.00) Dollars be appropriated and that said Committee shall submit a report to the next Annual Town Meeting on the progress and achievements of the Committee or take any action relative thereto.
