Article 44. To see if the Town will vote to increase the Job Classifica- tion and Wage Scale Committee from seven to nine members, one of the additional members to be appointed by the Moderator from the Police De- partment.

Article 46. To see if the Town will vote to adopt the following By-Law amending the Zoning By-Law: "Clause numbered 4 in Section 2 (Residence A-2 District) of Article III (Use Regulation) of the Zoning By-Law and Clause numbered 6 of Section 3 (Residence A-3 District) of said Article III shall be amended by adding thereto the following words, to wit, "fire sta- tion, police station, public library, town administration building, public mu- suem, post office and other municipal and governmental buildings," so that said Section 2 and said Section 3 of Article III of the Zoning By-Law as amended shall read as follows:


"4. Municipally owned park, playground or recreational building, fire station, police station, public library, town administration building, public museum, post office, and other municipal and governmental buildings."

Article 47. To see if the Town will vote to instruct the Board of Se- lectmen to hold for study for future use, other than dumping, all contiguous parcels of land taken or being taken on tax title. Such use to be determin- ed following a detailed study and report at the next Annual Town Meeting by the Tax Revenue Study Committee with the advice and assistance of the Planning Board.

ning consultant under that provision of Title 7 of the Housing Act of 1954 to present the Town with a survey and appraisal of the Town's physical, economic, recreational and service needs and recommendations as to the methods best designed to meet them consistent with good planning towards better control of taxes, and authorize and direct the Planning Board to ap- ply for matching Federal Funds and appropriate the necessary money there- for or take any action relative thereto.

Article 49. To see if the Town will vote to accept Section 16A of Chap- ter 51 of the General Laws establishing a Board of Election Commissioners in which Board will be vested all the powers, rights, duties and liabilities of the Board of Registrars of voters, and, with respect to elections, of the Town Clerk and which Board shall be the lawful successor of said Board of Registrars of voters, and, with respect to elections, said Town Clerk, and Board of Selectmen and appropriate the necessary money therefor or take any action relative thereto.

Article 52. To see if the Town will vote to amend the 1952 Sub-Division Regulations by striking out Item I of Section III, and substitute the follow- ing:


1. Each street shown on the plat shall be brought to finish grade as indicated on the record plat, to a width of twenty-eight feet, with top six inches consisting of good binding gravel properly rolled and with a three inch-two course Bituminous Concrete surfacing, Type 1-1 Mass. Dept. of Public Works Specifications of 1953. Sidewalks six feet wide shall be constructed on either side of the traveled wav with surface grade four inches above the centerline of the street, and fin- ished with two inches of Type 1-1, Bituminous Concrete surfacing in accordance with Mass. Dopc. Public Works Specifications of 1953. Corner curbings shall be of granite set at an angle of 90 degrees. with the vertical on the traffic side, and shall be 6 inches wide and 18 inches minimum depth. All other curbing may be granite in ac- cordance with corner curb specifications or Bituminous Concrete curb- ing of the design used by the Town of Swampscott.

Article 53. To see if the Town will vote to amend the General By-Laws by adding the following paragraph to Article II, Section 2:


"The Town Clerk shall prepare and furnish to each town meeting member an identification card bearing his name and the year in which his term expires. No person shall be admitted to the floor of the meet- ing at any time except upon presentation of his identification card or a pass signed by the Moderator or by the Chairman of the Board of Selectmen."

Article 54. To see if the Town will vote by ballot to amend Article II, Section 7, of the General By-Laws by striking out the first two sentences thereof and substituting in place thereof the following:


"The meeting may decide to vote by ballot upon any motion properly before it, and upon the request of twenty or more town meeting mem- bers, the meeting shall vote by ballot upon any motion properly be- fore it to amend the recommendation of the Finance Committee. In any such case, the Moderator shall state the question, and the Town Clerk shall prepare and distribute ballots to enable the town meeting members to vote YES or NO upon such question." Article 61. To see if the Town will vote to authorize the trustees of the Public Library to improve, finish and furnish the auditorium in the basement of the Library according to a plan made by Chester A. Brown, Architect, and to appropriate for this purpose the sum of Three Thousand One Hundred Sev- enty-seven ($3,177.00) Dollars, of which one-half shall be taken from two funds held by the trustees of public funds for the benefit of the Public Lib- rary, viz. Seven Hundred Ninety-four ($794.00) Dollars from the Clara F. Ingalls Fund, and Seven Hundred Ninety-four ($794.00) Dollars from the Benjamin G. Ingalls Fund, or take any action relative thereto.

Article 62. To see if the Town will vote to authorize the Board of Se- lectmen to sell for such sum of money or other good and valuable considera- tion, based upon an appraisal of value of the parcel of land located partly in Marblehead and partly in Salem, formerly used by the Highway Department as a gravel pit, or take any action relative thereto.

VOTED ARTICLE 2. To continue the Hadley School Play Area Com- mittee, set up under Article 46 of the April 2, 1957 Annual Town Meeting, until such time as the building program is in final form. Also to have $100, appropriated in 1957, remain in this account.


The prelminary plans for a New Central Fire Station on the Old Town Hall site be drawn for the purpose of securing detailed cost estimates for the next special or annual Town Meeting and for the purpose of applying for matching funds at the earliest opportunity; that $1,500 be transferred from the Surplus Revenue Account, for this purpose.


VOTED ARTICLE 3. To accept the report of the Finance Committee and adopt their recommendations as follows:


That the Town vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time, in anticipation of the revenue of the fiscal year beginning January 1, 1959, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Chapter 44 of the General Laws. Unanimous.


VOTED ARTICLE 4. To accept the report of the Finance Committee and adopt their recommendations as follows:
