F MISCELLANEOUS
ARTICLE 60. To see if the Town will vote to petition the General Court to amend Section 1 of Chapter 119 of the Acts of 1949 by striking out the word "ten" and substituting therefor the word "twenty" so that as amended the section will read:
"Section 1. The town of Swampscott is hereby authorized to raise and appropriate the sum of twenty thousand dollars to provide a scholarship fund the income of which may be used for the higher education of graduates of the high school of said town living therein, and said fund shall be dedicated as a memorial to veterans of World War II.", or take any action relative thereto.

ARTICLE 61. To see if the Town will vote to accept the provisions of Chapter 647 of the Acts of the General Court of the Commonwealth of Massa- chusetts for the year 1960 relating to increases by amounts of $100 to $300 of certain pensions and retirement allowances payable to certain former public employees or take any action relative thereto.

ARTICLE 62. To see if the Town will vote to authorize the Board of Selectmen and their successors in office to sell at public or private sale any property which the Town has acquired or may hereafter acquire through pro- ceedings based upon no-payment of taxes or under proceedings for the sale of lands of low value upon such conditions, restrictions, and/or reservations as are deemed expedient and are in the best interest of the Town or take any action relative thereto.

ARTICLE 63. To see if the Town will vote to appropriate a sum of money to reimburse Morris and Lillian Bloch of 1 Whitman Road, Swampscott, for losses sustained as the result of damages caused by blasting operations per- formed during construction of the drain and playground area of the Stanley School property and appropriate a sum of money therefor or take any action thereto.

ARTICLE 64. To see if the Town will vote to authorize the Board of Selectmen to sell for such sum of money or other good antu valuable considere- tion, based upon an appraisal of value of the parcel of land located partly in Marblehead and partly in Salem, formerly used by the Highway Department as a gravel pit, or take any action relative theretc.

ADJOURNED ANNUAL TOWN MEETING
Tuesday, March 28, 1961
In accordance with the adjournment of Monday, March 20, 1961, the Town Meeting Members were called to order at 8:03 P.M., the necessary quorum being present.
All new Town Meeting Members were sworn in by the Town Clerk, Daniel W. Wormwood, Jr.
The warrant with the return thereon, was read by Daniel W. Wormwood, Jr., Town Clerk.
The Rev. Winslow F. Beckwith offered an Invocation.
VOTED: That the reading of the records of the last meeting be omitted.
A resolution was passed that the Board of Selectmen would send a bouquet and card to Mr. Robert B. Hegarty.
ARTICLE 2. It was voted to accept the report of the Transportation Study Committee as a progress report, and that the Committee be continued, for the purpose of studying the general problem of public transportation in and to the Town and the particular problem of the disposition to be made of the former right of way of the Marblehead Branch of the Boston & Maine Railroad, and reporting to the next special or annual Town Meeting; that the committee membership be increased to seven members, appointed by the joint action of the Moderator and the Board of Selectmen ; and that vacancies be filled thereby also.
It was voted to continue the By-Law Committee.
The report of the Hazard Committee was read and accepted.
No action was taken on the Machon School Committee.
VOTED ARTICLE 3. That the report of the Finance Committee be accepted and that their recommendations be adopted, as follows:
That the Town authorize the Town Treasurer, with the approval of the Board of Selectmen, to borrow money from time to time in anticipation of the revenue for the financial year beginning January 1, 1962, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44 of the General Laws. Unanimous.
VOTED ARTICLE 4. To accept the report of the Finance Committee and adopt their recommendations as follows:
That action on this article be indefinitely postponed.

VOTED ARTICLE 21. To accept the report of the Finance Committee, and adopt their recommendations as follows:
That the Town grant a four (4%) percent increase in salaries, retroactive to January 1, 1961, to all full-time employees presently employed and classified under : the Job Classification and Salary Plan, including the division superintendents within ' the Public Works Department, and that the sum of $30,261.06 be appropriated as follows :
That the sum of $28,364.82 be appropriated from the tax levy, and that the sum of $1,896.24 be transferred from Water Receipts for the purpose of this article.

That the Town authorize the Board of Selectmen to execute a lease with the Veterans of Foreign Wars for such space as is available, and upon terms as may be determined by the Board, and that the sum of $1.00 be appropriated therefor.
VOTED ARTICLE 14. To accept the report of the Finance Committee and adopt their recommendations as follows:
That the Town purchase eighteen (18) voting machines, and that the sum of $32,832.00 be appropriated to be raised as follows:
That the sum of $12,832.00 be appropriated from the tax levy and that the Treasurer, with the approval of the Board of Selectmen, be authorized to borrow a sum not to exceed the remainder, viz., $20,000.00, and to issue bonds or notes of the Town therefor, payable in not more than 5 years from their dates. VOTED ARTICLE 15. That the Town instruct the Selectmen to petition the Great General Court of the Commonwealth of Massachusetts to rescind the accept- ance by the Town of Swampscott of Massachusetts General Laws, Chapter 48, Sec- tions 42, 43, and 44 relative establishment of a Fire Department under the control of the Chief of the Fire Department and in accordance with the provisions of Section 45 of said Chapter 48, authorize the Selectmen to establish the Fire De- partment and thereafter appoint a Board of Fire Engineers; said Act to become effective upon its passage. In accordance with the adjournment of Tuesday, March 28, 1961, the Town Meeting Members were called to order at 7:55 P.M., the necessary quorum being present.
VOTED ARTICLE 16. To accept the report of the Finance Committee, as amended, and adopt their recommendations as follows:
That the Town take by proceeding pursuant to Chapter 80A of the General Laws for the inhabitants of the Town of Swampscott the land located on Ocean Avenue, being Plate 33, Lot 10 on the Assessor's records and containing approxi- mately 373,560 square feet, more or less, for the establishment, maintenance and operation of the area for purposes of bathing, swimming, recreation and physical activity, and uses incidental thereto; that a committee of seven persons be ap- pointed by the Moderator to study the desirability and practicality of development of any part of such area for such purposes, together with any alternatives thereto, and if such development appears necessary or desirable to make plans therefore, such committee to report to the next annual Town Meeting; and that the sum of Two Thousand Five Hundred ($2,500) Dollars be appropriated therefor for the taking of such land. 1961 Annual Report
VOTED ARTICLE 17. To accept the report of the Finance Committee and adopt their recommendations as follows:
That the Town transfer from the Surplus Revenue Account to the Current Revenue Account the sum of $200,000.00, said sum to be used and applied by the Board of Assessors in the reduction of the tax levy for the year 1961.
VOTED ARTICLE 18. To accept the report of the Finance Committee and adopt their recommendations as follows:
That the Town instruct the Board of Selectmen to petition the General Court of the Commonwealth of Massachusetts to empower and authorize the Town to separate and withdraw from its obligations to the Metropolitan District Com- mission and that the ownership, title, and/or control of Kings Beach be returned to the Town of Swampscott.
VOTED ARTICLE 19. To accept the report of the Finance Committee as amended, and adopt their recommendations as follows:
That the Town accept Chapter 670 of the Acts of the General Court of the Commonwealth of Massachusetts of 1960, amending Chapter 32, Section 95A, requiring towns to grant annuities to the surviving spouse or children of certain officials or employees of the Town who have been retired or pensioned under any non-contributory retirement law, and that the sum of $7,200.00 be appropriated therefor. Unanimous.
VOTED ARTICLE 20. To accept the report of the Finance Committee, as amended, and adopt their recommendations as follows:
That action on this article be indefinitely postponed.
VOTED ARTICLE 22. To accept the report of the Finance Committee and adopt their recommendations as follows:
That this article be adopted and that the sum of $100.00 be appropriated therefor.
VOTED ARTICLE 23. To accept the report of the Finance Committee, as amended, and adopt their recommendations as follows:
That the Town amend the Town By-Laws relating to Town Meetings to include the following: "Section 16. A record available for public inspection shall be kept by the Town Clerk of the attendance of town meeting members at each town meeting or adjourned town meeting thereafter, and a copy thereof shall be presented, promptly after the dissolution of the meeting, by the Town Clerk, to a newspaper of general distribution in the town." Unanimous.
