The move-in date was scheduled for April 1 but due to unforeseen develop- ments beyond the control of the Authority, the Project was officially accepted for occupancy on August 1st, and the selected tenants started to move-in the first week thereafter.
During the year the Authority voted to reconvey a small portion of surplus land that was taken in error to Mr. and Mrs. Donald Sawyer.
The completed price amounted to $490,543.53 including Change Orders that were necessary for unforeseen reasons and in the interests of good construction. The sum of $24,527.15, which represents 5% of contract, is being withheld or retained until such time as the Authority is satisfied that all work was performed in accord- ance with specifications.
An allowance of $2000, carried by the General Contractor, Messina Builders, Inc., for planting and seeding was taken out of the General Contract and the Authority used the said money to landscape the area with expert help from the Park Division of the Department of Public Works.
The following improvements were initiated and/or carried out to completion outside the Contract limits: purchased curtain rods, power lawn mower equipment and gardening tools, purchased snow plowing machine, extended height of wall in rear of building B to prevent railroad embankment from washing onto project ground, purchased trash barrels, office furniture and equipment, installed rubber stair treads in common hallways, outdoor settees and grates over open outside-

areaways, in process of installing sumps in basements as needed and making a recreation room in basement of Building E.
The only item that is pending in order to complete the entire Development Phase of the Project is the settlement of the land taking damages by court action or otherwise. This matter will be resolved in the early part of 1962.
Average rent and including heat, hot water and gas cooking $53.00 per. month. The tenants assume their respective electrical bills which average $4.15 per month.
Following are some of the main features of the Golden Age Developments:
1. Access road to project from Superior Street with turn-around at end of street.
2. Emergency vehicle path to buildings which will not reach across road.
3. Parking for 16 cars.
4. Asphalt paved walks, drying yards and recreational areas.
5. Foliage as well as grass areas.
6. Each building has individual boiler rooms with gas boilers and hot water heaters, fireproof stairhalls, wood-frame construction with brick veneer walls; com -: plete fire detection, emergency lighting and call systems.
7. Each living units hall include 525 square feet of floor space, separate living room, bedroom with closet, kitchen and bath; living and bedrooms have oak strip hardwood flooring; kitchen and bathrooms have vinyl tile flooring, bath- rooms are of cement plaster and ceramic tile, master television antenna system outlet, fire detectors in bedroom, living room and kitchen, automatic door release which unlocks front door when unit emergency call devices are tripped, modern kitchens are equipped with double sink, gas range, electric refrigerator, and range hood and fan units, and ceramic tile around sinks and ranges; bathrooms are furnished with linen closets, lavatory, tub and shower.
8. There are six buildings in all; four six-unit buildings with two units over four; one eight-unit building with four units over four; and one eight-unit building with four units over four with office located at one end of first floor.
The street in the Development was named Duncan Terrace in memory of the late Thomas W. Duncan, former Housing Authority Member and public spirited citizen.
The eligibility requirements for the Elderly Housing Program are as follows:
1. A person must be 65 years of age or over (single individuals living alone or couples are eligible) .
2. A person must be a citizen of the United States (except an alien who has served in the armed forces of the United States and who has been honorably discharged and provided application has been made for citizenship and aliens eligible to receive Old Age Assistance) .
3. A person must be of low income. In general the annual income of a . single individual not to exceed $2500 and the annual income of a couple not to exceed $3000.
4. A person must be in need of good housing. Dwellings for two persons may be occupied by the following combinations:

a. Married couples.
b. Two men or two women.
c. A brother and sister.
d. In some instances an elderly tenant (65 years or over) and a non- elderly person provided that person is necessary for the physical and well being of the elderly person in the low income group.
In conclusion the Authority would like to extend its appreciation to the Public Works Department, Director of Public Welfare, other Town Departments and the State Housing Board officials for their invaluable assistance throughout the year.

The 1961 Town Meeting voted to purchase eighteen (18) voting machines.
Specifications were drawn up by the Election Commission and the Town Counsel and submitted to the Selectmen for advertising on May 4, 1961.
At a joint meeting of the Selectmen and Election Commission, on July 8, 1961, bids were opened and taken under advisement.
On November 9, 1961, the Selectmen awarded the contract for the purchase of eighteen (18) voting machines to the Rockwell Manufacturing Company of New York. The voting machines will be delivered to the several town precincts in ample time for use in the March Town Election.
An educational program will be carried out by the League of Women Voters, the Upper Swampscott Improvement Association and the Election Commissioners to acquaint as many voters as possible with the use of the machines prior to the Annual Town Election.
The Election Commissioners would like to express their appreciation to the League of Women Voters and the Upper Swampscott Improvement Association for their kind offer of assistance in the above program.

During the year 1961 our case load showed a slight decrease from the previous year and our total expenditure for assistance decreased from $207,677.17 to $189,257.92. The net cost to the Town for the operation of the department for both assistance and administration totaled $36,612.69.
Chapter 529 of the Acts of 1961 which became effective August 23rd, 1961 placed the employees of the welfare department under the Welfare Compensation Plan which sets minimum and maximum salaries for each position and requires annual step-rate increases until the maximum for each position is reached.
In August 1961 the Housing Authority opened its splendid housing project for the elderly on Duncan Terrace and this has greatly reduced the shortage of suitable housing for the elderly in the town.
We wish to express our appreciation to the Swampscott Visiting Nurse Asso- ciation who made 260 visits during 1961 to recipients of public assistance and o the Police Department for their prompt and considerate service in moving recipients to and from nursing homes and hospitals.
