REPORT OF THE SCHOOL BUILDING COMMITTEES


High School-North Wing


To the Citizens of Weymouth :


Work on the new north wing at the High School commenced in October, 1927, was practically completed before July, 1928.


Considerable drainage and sanitary work was done during the summer, and in the fall much grading was done. The sanitary system was carefully designed and laid out by Mr. Russell H. Whiting, and was executed by Mr. A. C. Tropano. Certain unfinished details still remain, including the grading planned to furnish the assembly area for the proposed memorial, the foundation for which is now under construction. When this work is completed, as it is expected to be within a few months, a suitable place will have been provided for large assemblies, and the general appearance of the group of buildings at the High School will be greatly improved.


Parker T. Pearson was chosen Secretary of the Committee following the death of E. Clifton Barker.


This report is not intended to be the final report of the Com- mittee. A summary of all expenditures, 1927 to January 1, 1929, is as follows, and there are some small balances for work already done which still remain unpaid and which do not appear below:

LEGION MEMORIAL FIELD


The balance of the appropriation of 1927 was available for further work in 1928. During the summer several acres designed for baseball have been filled with gravel from adjoining land. For the growing of proper sod thereon a further application of light loam is desirable. About twelve thousand more yards of filling should be placed upon the field in order that the whole thirteen acres may be sufficiently raised above natural water level to ensure efficient drainage.


Along the line of Commercial Street the installed drains run close to the surface, and it is in this area that the heavier fill is needed. The small balance now available will allow for a little incidental work. A summary of appropriations and of all expenses on this project from 1924 to 1928 inclusive, is as follows:

As the field is now readily accessible in all its parts, we believe that the time is opportune for its completion as an athletic field during the coming year. In any event, provision should be made for the placing thereon of at least ten thousand yards of filling, with sufficient loamy substance to allow the growth of grass. Such work could as well be done by the School Committee as by the undersigned Committee.

The Pratt School was substantially completed during the year 1927, although some of the payments therefor, with a portion of the work, carried over into the past year. The difficult but desirable grad- ing work done at this school was from school maintenance funds. and not from construction account. A complete summary of the cost of the new Pratt School follows:

Plans and location for the Pond School were finally adopted in the Spring, and bids opened on May 15. The contract was awarded to the lowest bidder, James Miles & Sons Co., of Worcester, at the basic price of $59,887.00, subject to optional deductions and addi- tions. Similarly the heating contract was awarded to Stubbs Bros., of Boston, at $10,300.00.


The work was satisfactorily completed in December and on Janu- ard 2nd, the school was opened with six class rooms in use. In the basement of this building are three additional rooms, suitable for classes, if need be, and an assembly hall, capable of seating four hun- dred. The stair wells are fire proof, and the unit system is used for heating and ventilating.


Other large items of expense incurred in constructing the school were the installation of water and gas, and building of roadways both

from Pond Street and from Great Pond road. Some of the latter work was borne by the School Department.


Following the death of E. Clifton Barker, secretary of this Com- mittee, Mr. Francis W. Rea was elected secretary, in his stead.


Both the Pratt and Pond Schools are the architectural work of Mr. Howard B. S. Prescott of Boston and Arlington, the architect of both wings at the High School, to whom the Committee are greatly in- debted for his faithful cooperation.


Reference to the report of the Town Accountant will show such expenditures as had been made previous to January 1, 1929.

EDWARD CLIFTON BARKER


In the death of Edward Clifton Barker, which occurred April 28, 1928, the Town of Weymouth has lost a citizen whose efforts for the public good were for many years quietly but effectively exercised.


During a considerable period he served as Secretary of the Appro- priation Committee. In 1924 he was appointed a member of the Building Committee in charge of constructing the South Wing of the High School, and the acquisition and development of Legion Memorial Field. In 1927 he was appointed a member of the Building Committee for the Pratt and Pond Schools, and was continued on the Committee of the High School in charge of the North Wing.


For all these Committees he served efficiently and faithfully as Secretary, and until such time as his illness made activity impossible he was in attendance at meetings and ever was ready for consultation and advice. His illness was of long duration. He lived to see the last project of the several Committees, the school at Pond Plain, definitely commenced by the approval of plans and selection of site.


The undersigned, citizens of Weymouth, and fellow Committee members with him, wish here to record their deep respect for his memory, and their recognition, from their own knowledge, of the many and valuable services cheerfully and freely given by him to the Town of Weymouth.
