BIRTHS


The total number of birth certificates received and recorded during the year (at time of going to press) were 642; of this number 341 were males and 301 were females; of this total number 556 were born in Weymouth and 86 were born in other cities and towns in Massachusetts.


There was born in Weymouth 158 whose parents resided in other cities and towns. Either parent born in Weymouth 156; either parent born in other cities and towns in the United States 976; either parent born in foreign countries 150; either parent born in places unknown 6.


The total number of births in each quarter of the year were 148-173-153- 168.


MARRIAGES


The total number of marriage certificates received and recorded during the year (at time of this report going to press) were 266; of this number 149 marriages were performed in Weymouth; 98 were performed in other cities and towns in Massachusetts; 19 marriages were performed in other States.


Either party to the marriage born in Weymouth 105; either party born in other cities and towns in the United States 370 and 57 were born in foreign countries.


The total number of marriages performed in each quarter of the year were 33-74-89-70.


DEATHS


The total number of death certificates received and recorded (at time of this report going to press) were 405; of this number 220 were males and 185 were females; of the total number 336 died in Weymouth; 66 died in other cities and towns in Massachusetts and 3 died in other States; of the total number of deaths 91 were residents of other cities and towns in Massa- chusetts.


Of the total number of deaths 111 were born in Weymouth; 190 were born in other cities and towns in the United States and 104 were born in foreign countries. .


106 of the decedents were single; 180 were married; 116 were widowed and 3 were divorced.


The ages of the decedents were as follows: Stillborn 21; under 1 year of age 25; from 1 to 5 years of age 8; from 5 to 20 years of age 14; from 20 to 50 years of age 46; from 50 to 80 years of age 233; from 80 to 90 years of age 49; over 90 years of age 9. The number of deaths in each quarter of the year were 113-100-101-91.

REPORT OF THE SUPERINTENDENT OF STREETS


To the Honorable Board of Selectmen :


With steadily increasing traffic, immediate attention must be given to many miles of rapidly deteriorating highway surfaces, caused in many in- stances by sub-grade instability.


Weymouth has a serious drainage problem. As the Town increases in population and the demand for housing facilities becomes necessary, an acute situation will confront us unless adequate provision has been made for proper and adequate drainage.


Castle Road, Wilbur Street and extensions of Lambert Avenue, Pierce Road, Roosevelt Road and Poinsettia Avenue, were constructed this year.


Permanent sidewalks were extensively repaired or rebuilt, in part at least, in the several sections of the Town. New sidewalks and curbs were constructed by W. P. A. labor.


The reconstruction of Middle Street from Central Square to Commercial Street under State supervision as a Chapter 90 job, was the outstanding ac- complishment of the Street Department. This section completes the entire length of Middle Street, and a continuation along Commercial Street and North Street toward North Weymouth seems most desirable and advisable.


Mr. Miles P. Keene and Mr. George S. Smith were retired during the year.

REPORT OF THE PLANNING BOARD


To the Board of Selectmen:


The following is a report of the Planning Board made in pursuance of an article voted at the special Town Meeting held September 15, 1937.


"Report of Weymouth Planning Board on Re-naming of Streets"


In accordance with the vote taken at the Special Town Meeting of September 15, 1937, the Planning Board has reviewed the changes in street names which were formally approved at the March Town Meeting. On Friday, November 26, at 8 p. m., the Planning Board held an open meeting at the Town Hall at which time everybody who felt aggrieved by the change in street names was asked to be present to submit their views. At that meet- ing there appeared complainants on the change from Bayview Street to Bab- cock Avenue, on the change from Station Avenue to Somerset Street, and on the change from Hillside Court to Hawkins Street.


In preparation for this hearing, the Planning Board sent letters to the electric light ,the gas and the telephone companies, to several express agen- cies in the town, and to water, street and post office departments asking whether the change in street names, as approved of last March, was now creating any difficulty. Almost without exception, every reply that came in showed a great satisfaction on the part of those agencies most likely to be upset by such changes. The complainants on the three streets above re- ferred to, represented in all about 13 or 14 abuttors. Concisely, their ob- jections to the new names were based on (1) sentiment, (2) private interest and (3) the lack of proper indication of the new name.


The Planning Board refused to recommend any changes as approved by the last March Town Meeting for the following reasons: (1) that the agencies most interested have approved of the changes; (2) changes have been productive of removing confusion and duplication; (3) the expense in- curred by the complainants to change their stationery was not sufficiently large to warrant a change back to the old name; (4) confusion might re- sult of the old names were re-established and (5) new street signs could be placed in the proper location by either the proper town officials or the parties themselves at a very small expense.


We realize that sentiment and private interest should be carefully kept in mind in making this decision. but we feel that in the light of other cir- cumstances, these two reasons did not weigh very heavily.

REPORT OF THE BOARD OF HEALTH


To the Citizens of the Town of Weymouth :


Gentlemen :


Herewith is submitted the annualreport of the Board of Health.


The Board organized on March 15 with the same personnel as last year.


Thomas MacDonald was elected chairman; F. L. Doucett, clerk; and L. W. Pease the third member.


George Marshall was appointed plumbing inspector; Henry Godin in- spector of milk and dairies; Jeremiah Donovan custodian of the public dump; Catherine Pratt public health nurse and Virginia Loring dental hygienist.


The lack of a sewerage system makes the proper control of sewerage a major problem. Complaints are constantly coming in that sewerage is over-flowing the ground or seeping into cellars and from houses filled with sewer gas.


We have been able to relieve these conditions as they arise, but no permanent relief can be offered until an adequate Sewer is built.


The campaign against communicable diseases is showing very good results. For the second year no case of diptheria has been reported and most of the other diseases show a marked decrease.

GENERAL ANNOUNCEMENTS


Meetings of the Committee


Regular meetings of the School Committee are held on the first Tuesday of each month at the High School Building at 8 p. m.


Entrance Age


No child shall be admitted to school in September unless he has reached the age of five years on or before the first day of April pre- ceding. Children entering for the first time will be admitted only during the first two weeks of school.


Birth Certificates


A birth certificate is required for entrance to the first grade.


Vaccination


No child shall be allowed to enter the first grade without a cer- tificate of successful vaccination.


Quotation from State Law, Chapter 76, Section 15: "An un- vaccinated child shall not be admitted to a public school except upon presentation of a certificate like the physician's certificate required by Section 182 of Chapter 3."


Employment Certificates


No child between the ages of fourteen and sixteen shall be al- lowed to leave school until a signed promise of employment card has been presented to the principal of the building in which he is attending school. Employment certificates are issued at the office of the Super- intendent of Schools in the High School Building from 9 to 10 a. m. every week day except Saturday.


REPORT OF SCHOOL COMMITTEE


To the Citizens of Weymouth :


The School Committee herewith submits its report for the year 1937, together with the report of the Superintendent of Schools, and reports of the several departments, all of which are made a part hereof.


It is with sorrow and regret that we record here the death of Frederick W. Hilton, which occurred shortly after midnight, August 12-13 last. Since September, 1911, Mr. Hilton had served as principal of the High School, for a full twenty-six years faithfully and quietly performing the duties of his office, generously advising and assisting all who came to him for counsel, aid, and instruction. His acts of kindness were innumerable, and they will be individually treasured in memory. He was a scholar, and as an administrator he kept full pace with the growth of the school.

As was his custom, he had been devoting the greater part of the summer vacation to preparations for the new school year, when sud- denly he passed away. In filling the vacancy created by the death of Mr. Hilton, the Committee has chosen to follow the policy of promotion within the department, rather than to make chance or hasty selection from among the numerous applicants from nearly all the New Eng- land states.


The new principal, Wallace L. Whittle, has been connected with the High School since 1921, and for the last few years, as assistant principal. Although he was not a formal applicant for the vacancy, his training and experience, in the opinion of the Committee, qualified him for the position, and he was without any hesitancy selected to fill it. He is in the prime of his life, with many years to be expected ; and we believe he has shown the character and ability to lead the school in the years to come, and to see that standards are maintained, and where they may be, improved.


During the late spring, and after the regular budget requirements of the department had been adequately met by the appropriation voted at the Annual Town Meeting, it unexpectedly developed that the enrol- ment at the High School in September would be nearly one hundred more than the number estimated in the previous January, when budget figures were made up.
