At this time Mr. Roy Rosewell for the Committee on a New Fire House at South Weymouth read a report of the Committee as follows:

To the Town Meeting Members, Town of Weymouth, Mass.


By virtue of a motion passed at the Annual Town Meeting for March 2. 1936, your committee hereby reports on the subject matter of Article 42 of the warrant for that year.


The Article in question necessitated a consideration of several items, namely :


a. The choice of the Taylor property for a site for a proposed fire station in South Weymouth.


b. The availability of other sites for the same.


c. The adaptability of the present site.


d. The need for a new fire station.


e. The cost of a new fire station.


f. The methods of financing such a project.


The committee held many meetings at which no less than four members were present at each one. The preliminary meetings involved the question of location for it was felt that we could not proceed with the type of building or its size until this matter were settled.


The Taylor property was viewed by the members and while its size and location recommended it to the committee, it felt that other considerations weighed more heavily. Briefly, the cost of the land was an item of expense that was not felt necessary to undertake; the additional acquisition of land. by the town was felt unwise; another piece of property would be removed from the list of taxable property; and the use of the land would materially benefit no one insofar as the shift of the location of the fire station to that place was concerned.


Disposing of the Taylor property we then searched the vicinity for other locations what would be likely sites. We investigated the Montgomery prop- erty, the Newbert land, the next lot to the Fogg Opera House, the land in the rear of Margersson's garage, and the present site. All these properties except the land were condemned for one or the other reasons named above. And by the same token, the present site was and is recommended as the site for the new station.


In discussing the desirability of a new station, the committee feels that with a replacement of the present station by one more modern and up-to- date, that the physical needs of the fire department, for many years will be filled. For more adequate and efficient fire-fighting, for the removal of a potential fire hazard, for the obvious elimination of an out-moded building, for the need in a few years of another piece of equipment in South Wey- mouth, the Committee goes on record as seeing an immediate need for a new station.


The cost of the new station that the committee recommends is slightly more than anticipated. It will be noted that three months ago we had figures from two contractors, and that a week ago we had figures from two others. The increase in three months in the estimated costs was about ten percent. It is our feeling that the longer we delay, the higher the cost will be. We ask for $40,000. for the new station.


At the outset we interviewed five architects, weighed their merits and judged their past performances. From this group there was selected Francis Roberts who has generously assisted and given us a fine set of plans and specifications - plans and specifications on which our figures are based.


The new layout will easily go on the property the Town now has in Columbian Square. It provided for three pieces of apparatus and small forest wagon. The larger pieces will be located at the front of the build-

ing, and the forest wagon will ultimately be located in the rear of it. At the present time there are only two pieces of regular pieces of apparatus and a forest wagon there, but on the advice of the Chief of the Department. we are forseeing the time in the future when a third piece of equipment will be necessary.


Provision has been made for the care of additional men, as well as increased storage and repairing facilities. The building is of Georgian Colonial type and built two stories high. It is designed not only with a view of having the best for the lowest price, but with a view of having a modern efficient building which will be at one and the same time an archi- tectural addition to our imposing group of public buildings. We have en- deavored to inculcate into the new building all those facilities which the North Weymouth station has, and which may be ascertained by reading the current Town Report.


The Committee went into the matter of how to finance the building and felt that it would be better were the Town to pay the whole of the ex- pense rather than seek outside assistance. However, it may be possible to obtain a portion of these to erect the building with W. P. A. funds, if such are available, without undue increase in cost and with no increase difficulty to your committee. There is no question but that if the building were erected with government aid, there would be a financial saving to the town.


The committee wishes to thank the architect, Francis Roberts, for his untiring and unstinted efforts in our behalf. This report is subscribed to by all members of the committee without dissent.

ARTICLE 37: John W. Field moved: That the Town instruct the Board of Selectment to accept a deed of the land situated on the northerly side of Park Avenue, South Weymouth containing approximately 226,700 square feet of land formerly owned by Bradford Torrey and now owned by John W. Seabury, said land to be forever known as "THE BRADFORD TORREY RESERVATION" and to be maintained as a Bird and Wild Life Sanctuary in accordance with the customs, regulations and restrictions of such reservations, and such reservation to be under the supervision and control of the Park Commissioners who shall see that the provisions of the gift are carried out.


The motion was so voted.


Voted: That a vote of thanks be extended to Mr. John W. Seabury for the gift of this land.


ARTICLE 38. Mr. John W. Field moved: That the Town raise and appropriate the sum of $600. for the purpose of maintaining the ensuing year the Mosquito Control Works as estimated and certified to by the State Reclamation Board in accordance with Chapter 112, Acts of 1931.


This motion was unanimously voted.


ARTICLE 39. Mr. John W. Field moved: That no action be taken under this article.

ARTICLE 40. Mr. John W. Field moved: That no action be taken under this Article.

ARTICLE 41. Mr. John W. Field moved: That the Town do not at this time crect a Hospital in accordance with the terms of the will of the late Laban Pratt, but that the Town Counsel is hereby authorized to take such measures to determine definitely the Town's rights and obligations under this bequest whenever in his opinion it becomes necessary to do so and to employ such legal assistance and incur such legal expense with the advise and consent of the Appropriation Committee as they may deem proper.


This motion was unanimously voted.


ARTICLE 42. Mr. John W. Field moved: That the Board of Select- men is instructed to petition the General Court for appropriate legislation to secure an annuity for the benefit of the widow and minor children of the late Thomas Slattery.


This motion was so voted.


Voted to refer to Article 39.


ARTICLE 39. John W. Field moved: That no action be taken under this article.


Mr. Charles Griffin moved as an amendment: That the sum of $5,000. be raised and appropriated for the purpose of purchasing the land and buildings and razing the building located between the North Weymouth Fire Station and the Athens School on Athens Street. North Weymouth. said land containing approximately 8,000 square feet and bounded generally as follows: On the East by land of the Town of Weymouth, on the South by the land of the Town of Weymouth, on the West by the land of the Town of Weymouth, on the North by Athens Street; and dividing the land equally between the Fire and School Department, such division to be made by the Town Engineer, and that the Board of Selectmen are hereby authorized to acquire by gift or purchase or take by eminent domain in fee or otherwise said land for the purposes set forth herein.


Mr. J. Edward Mulligan moved as an amendment the words: Not to exceed $5.000. Later he withdrew his amendment by unanimous consent of the meeting. The amendment of Mr. Griffin was lost, the tellers reported 44 voting in the affirmative and 99 in the negative.


The motion of the Appropriation Committee was so voted.


ARTICLE 6. Mr. John W. Field moved: That there be appropriated from surplus a sum of $25,000. for the use of the Assessors in determining the tax rate for the year 1937.


This motion was so voted.


Voted: That a vote of thanks be extended to Daniel L. O'Donnell. Annual Moderator, for the efficient and impartial manner in which he con- ducted the business of the annual town meeting.


This was a unanimous rising vote by the town meeting members present. Voted at 11:16 p.m. to adjourn without date.
