ARTICLE 17. (On petition of Marshall F. Spear) To see if the Town will vote to authorize the Selectmen to acquire by gift or purchase or take by right of eminent domain in fee or otherwise for. development for play- ground purposes under the supervision of the Park Commissioners land on the westerly side of Humphrey School Field or take any other action in reference thereto, and to see what 'sum of money the Town will vote to raise or borrow and appropriate for the acquisition of said land.


ARTICLE 18. (On petition of Charles S. Dobson et als) To see if the Town will vote to authorize the Board of Selectmen to acquire by gift or purchase or take by right of eminent domain or otherwise for playground purposes certain land with buildings thereon lying easterly of the grounds of the James Humphrey School and containing approximately three (3) acres for the purpose of enlarging the playground connected with said school, said land being bounded southwesterly in part by land of Dominick Corbo and in part by land of the said school, westerly approximately one hundred feet (100) by Whitman Street, northerly approximately one hundred sixty. five feet (165) by land retained by Pasquale Pepe, westerly again about one hundred feet (100) by land retained by said Pasquale Pepe, northeasterly by Randall Avenue and for a short distance by land of James E. Downs, south- easterly by land of Vincenzo Cavallo and others, land of John Costa, and land of Dominick Corbo and also another piece of land adjoining the above described land the same being a small triangle belonging to Dominick ("orbo and also certain other land lying westerly of said school grounds for the same purpose containing about three quarters of an acre belonging to the estate of Christopher Skelley bounded southeasterly by Lake Street. about. sixty-five feet (65). southwesterly by land formerly of said Skelley one hundred and fifty feet (150) southeasterly again by land formerly of said Skelley about one hundred feet, (100) southwesterly again by a private way about one hundred and fifty-five feet .(155). northwesterly by land of Pasquale Rovale. and northeasterly by the James Humphrey School playground; and to see what sum of money the Town will vote to raise or borrow and appro- priate for the acqusition and improvement of such land or any portion there- of or take any other action in reference thereto; or take any other action in reference to the subject matter referred to the School Committee and the Board of Park Commissioners under Article 19 at the last Annual Town Meeting.


ARTICLE 19. (On petition of the School Committee) To see what sum of money the Town will vote to raise and appropriate for the purpose of constructing two fire proof stair wells and stair ways in the old and central portion of the High School, the same to be expended under the direction of the School Committee or take any other action inreference thereto.


ARTICLE 20. (On petition of the Old Colony Club Education Commit- tre) To see what sum of money the Town will vote to raise and appropriate for the purpose of building an addition on the Nevin School to be used as a hall or gymnasium or take any other action in reference thereto.


ARTICLE 21. (On petition of Mr. Everett E. Callahan) To see if the Town will appoint a committee of five (5) to ascertain the needs of a new school building in Precinct 4, said committee to make all necessary investi- gations relative to available land for a school site and report their findings to the next Annual Town Meeting, or take any other action in reference thereto.


ARTICLE 22. (On petition of Mr. Everett E. Callahan) To see if the Town will appoint a committee of five (5) to ascertain the needs of a new school building in the Union Street section of South Weymouth, said com- mittee to make all necessary investigation relative to available land for a school site and report their findings to the next Annual Town Meeting or take any other action in reference thereto.

ARTICLE 23. (On petition of Louis A. Barcelo et als) To see if the Town will vote to instruct its Town Counsel to prepare proper legislation sufficient to place under the Civil Service laws, rules and regulations, the office of Secretary or Agent of the Board of Public Welfare and that the term of office of the present incumbent shall be unlimited and that he shall serve without taking Civil Service Examinations or take any other action in reference thereto.


ARTICLE 24. (On petitiom of Louis A. ARTICLE 27. (By direction of the Board of Selectmen) To see what action the Town will take relative to the establishment of a Purchasing Department in conformity with the referendum at the Annual Town Elec- tion in March 1936. Section 103, Chapter 44 of the General Laws, Tercenten- ary Edition.


WATER DEPARTMENT


ARTICLE 28. (On petition of Irene H. Vooren et als) To see what sum of money the Town will vote to raise and appropriate for the purpose of laying water pipes on Hingham Avenue from Union Street for a distance of about 1000 feet or take any other action in reference thereto.

ARTICLE 29. (On petition of the Board of Selectmen) To see what sum of money the Town will vote to raise and appropriate to extend ofr improve the heating method or system at the Town Hall or take any other action in reference thereto.


ARTICLE 30. (On petition of the Board of Selectmen) To see what sum of money the Town will vote to raise and appropriate for weatherstrip- ping the Town Hall or take any other action in reference thereto.


ARTICLE 31. (On petition of the Planning Board) To see if the Town will vote to instruct its Selectmen to accept from the Fogg Library Trustees a parcel of land situated at the corner of Pleasant and Columbian Street as laid out by Russell H. Whiting. December 22. 1936 or take any other action in reference thereto.


ARTICLE 32. (On petition of the Planning Board) To see if the Town will vote to instruct the Board of Selectmen to issue no additional automo- bile graveyard licenses or take any other action in reference thereto.


ARTICLE 33. (On petition of Edner P. Marshall et als) To see what sum of money the Town will vote to raise and appropriate for the purpose of erecting a retaining wall on land located on the northerly side of Wessa- gusset Road in North Weymouth commencing at a point at the foot of

Squanto Road and running easterly for a distance of about 370 feet to the property of George D. and Mary E. Armstrong or take any other action in reference thereto.


ARTICLE 34. (On petition of V. Leslie Hebert, Tree Warden) To see if the Town will vote to raise and appropriate the sum of five hundred dol- lars ($500) for the purpose of establishing a Town Nursery or take any other action in reference thereto.


ARTICLE 35. (On petition of V. Leslie Hebert, Tree Warden) To see if the Town will vote to raise and appropriate the sum of $1350 for the pur- chase of a new four hundred gallon (400) Fitzhenry-Guptill shade tree spray- er and a used truck chassis on which to mount said sprayer or take any other action in reference thereto.


ARTICLE 36. (At the request of the Committee appointed to investigate and recommend the advisability and necessity of a new fire station in South Weymouth) To see what sum of money the Town will vote to raise or bor- row and appropriate for the erection of a new fire station in South Weymouth on the site of the present station or take any other action in reference thereto.


ARTICLE 37. (On petition of Marion T. Perry et als) To see if the Town will vote to accept a piece of land situated on the northerly side off Park Avenue, South Weymouth, containing approximately 226,700 square feet of land, formerly owned by Bradford Torrey and now owned by John W. Seabury, to be forever known as the Bradford Torrey Reservation and to be maintained as a Bird and Wild Life Sanctuary in accordance with the customs, privileges and restrictions of such reservations or take any other action in reference thereto.l


ARTICLE 38. (On petition of the Board of Selectmen) To see if the Town will vote to raise and appropriate the sum of six hundred dollars ($600) for the purpose of maintaing during the ensuing year the Mosquito Control Works as estimated and certified to by the State Reclamation Board in ac- cordance with the provisions of Chapter 112, Acts of 1931 or take any other action in reference thereto.


ARTICLE 39. (On petition of the Planning Board) To see what sum of money the Town will vote to raise and appropriate for the purchase of the land and building located between the North Weymouth fire station and the Athens School on Athens Street, North Weymouth and to see if the Town will vote to raze the building and divide the land equally between the Fire and School Departments or take any other action in reference thereto.


ARTICLE 40. (On petition of the Veterans of Foreign Wars) To see if the Town will instruct its Board of Selectmen to contract with the Wessa- gusset Post No. 1399 of the Veterans of the Foreign Wars of the United States for the care and maintenance of certain cemeteries in the Town, name- ly : Old Cemetery off Park Avenue; Old Cemetery opposite Fairmount Cem- etery on Pleasant Street; Old Cemetery opposite Pine Street, and one located off Randolph Street and further that the sum of five hundred dollars ($500) be raised and appropriated and paid to Wessagusset Post No. 1399 V. F. W. for said care of these cemeteries or take any other action in reference thereto.


ARTICLE 41. (On petition of the Board of Selectmen) To see if the Town will vote to erect a hospital on the Town Infirmary property and to. see what sum of money they will vote to transfer from the Laban Pratt Trust Fund for that purpose or take any other action in reference thereto.


ARTICLE 42. (On petition of the Board of Selectmen) To see if the Town will vote to instruct the Board of Selectmen to' take whatever action they may deem necessary or appropriate to secure an annuity inuring to. the benefit of the widow and dependent minor children of the late patrolman Thomas Slattery or take any other action in reference thereto.

ANNUAL TOWN MEETING


March 1, 1937


Pursuant to the within warrant the annual meeting of the inhabitants of the town of Weymouth, represented by its duly elected and qualified town meeting members, was held at the hall of the Weymouth High School, East Weymouth, on Monday evening, March 1, 1937. 223 town meeting members names checked by police stationed at the doors for that purpose, out of 319 town meeting members eligible.


The meeting was called to order at 7:50 o'clock by Daniel L. O'Donnell. annual Moderator, who requested the Town clerk to read the warrant, after reading the call for the meeting, on motion of Mr. Lester W. Tisdale, it was voted that the reading of the articles in the warrant be dispensed with. The town clerk then read the last three paragraphs of the warrant and the attesta- tion of the constable who served the warrant.


The moderator then called upon Rev. Edward E. Harrington, assistant pastor of the Sacred Heart Church of Weymouth to invoke the blessing of the Ruler of the Universe upon the deliberations of this meeting.


Before proceeding to the business of the meeting Harold W. Bickford, George T. Dowd, Nathaniel T. Williamson, Russell Stiles, Mabelle L. Glad- win, Julian R. Merchant, George S. Peterson, Edward J. Gill were sworn as town meeting members by the moderator.


ARTICLE 1


Budget


Item 1 To provide for the salaries, operation and expenses dur- ing the fiscal year of the several town's departments and activities, for certain improvements, and to meet certain requirements of the law, the several sums here- inafter set forth are hereby appropriated for the several purposes and subject to the conditions hereinafter specified, all such sums to be raised by taxation in the levy of the current year unless some other source of revenue is specified.


For all expenses of the Appropriation Committee Of this sum $100. is reserved and is not to be used ex- cept in case of a special Town meeting. Tentatively adopted.

Item 2 For salaries and expenses of the selectmen's depart- ment

Of this sum $4,600. shall be for the salaries of the select- men divided as follows: $900. for the chairman, $1,600. for the clerk. and $700. each for the three remaining members of the board; $300. shall be for miscellaneous expenses; $200. shall be for printing and advertising and $100. for preparing the town warrant. No expense allowances shall be made for the selectmen.


Mr. Marshall F. Spear moved to amend by making the sum for printing and advertising $400. instead of $200. This amendment was so voted, the motion of the ap- propriation committee as amended was so voted.


Item 3 For the salary and all expenses of the town account- ant's department. Tentatively adopted.

Item 5 For the compensation of the tax collector and all expenses of the tax collector's department. The compensation of the tax collector be five and one- half mills on each dollar of taxes collected and the selectmen be authorized to insure the tax collector in the sum of $15,000. for holding up insurance; and fur- ther in each case where the building inspector certifies to the tax collector that the building on any land where taxes are unpaid and not in conformity with the building laws the collector shall instead of selling the land take the same for the town under General Laws, (Ter. Ed. Chapter 60, Section 53.) Tentatively adopted.


Item 6 For the salaries and all expenses of the Assessors department Of this sum $1,000. shall be used for the purpose of equalizing valuations, and $1,500. shall be for the pur- pose of a new billing machine. Tentatively adopted.

5.500.00 This sum includes the town survey and placing of boundstones on existing town ways, the making of street surveys, and such engineering work as may be authorized by the selectmen. Tentatively adopted.


Item 12 For all expenses of the planning board. Tentatively adopted.

Item 13 For the maintenance and upkeep of the town hall and war memorials at the Civic Center including the grounds to be expended under the direction of the selectmen. 8,228.00

Item 15 For the salaries and all other expenses of the Police Department. From this sum provision is made for the disposition of the automobile and the purchase of another. Tentatively adopted.

Spinney moved to amend: That the sum of six thousand, thirty-five dollars and seventy cents (6,035.70) be added to the budget of the Fire Department to be for the salaries of five (5) new men to be appointed and to be assigned as follows: One man to be assigned to Engine 1 North Weymouth One man to be assigned to Engine 2 East Weymouth One man to be assigned to Engine 3 Weymouth Two men to be assigned to Engine 5 South Weymouth This motion was put to the meeting and was de- clared lost.


The motion of the Appropriation Committee was put to the meeting and was tentatively adopted.


Item 17 For the salaries and all other expenses of the Building Inspector's Department. Tentatively adopted.

Item 19 For Gypsy and all other pest extermination to be ex- pended under the direction of the Gypsy Moth Super- intendent. Of this sum $1,500. shall be used for work on private . property for which the Town shall be reimbursed. Tentatively adopted.

Item 27 For the Public Welfare.

Provided that $72,630. shall be for relief of persons having a legal settlement in the Town; $35,211. for the relief of persons not having a legal settlement in the Town; $10,000. for reimbursement to other cities and towns for relief provided to persons having a legal settlement in this Town. The above appropriations may be expended as one fund after November 1st of the cur- rent year, $6,970. for all expenses of the Town Infirmi- ary; $5,756. for salaries and all other administrative and miscellaneous expenses of the Department; $4,000. as compensation to Doctors and other medical services reu- dered; $8,323. shall be for Mothers Aid. Provided further that any portion of the total appropriation for public welfare under this Item may be expended for any of the welfare items set forth herein after the Appropriation Committee has approved the same.
