Lights have been placed at North Scituate Railway Crossing with the Country Way and the police circuits will co-ordinate with train arrivals in order to warn those who will not see and to take care of children.
The Cohasset Selectmen were requested to set back the seriously dangerous obstruction to the view at the town line on the west side of Country Way and the signs on the east side. Plans were given them to illustrate the condition.
The intersection of Mordecai Lincoln Road at the Cohasset line and the Country Way from this point to Gannett's Corner is one of the most dangerous sections of our highway system. The Highway Surveyor has improved many danger points par- ticularly on Ann Vinal Road. He plans to improve many more. The watering trough has not been removed from the dangerous intersection at the Country Way and First Parish Road. Rail- way signs at Curtis Street and at Scituate Depot have not been properly reset. A sidewalk has not been built on the First Parish Road for the children at the High School. Improvements layed out by the State Engineer for dangerous intersections on the Country Way are still awaiting an opportunity. Accidents may be expected to continue to occur at these points namely. First Parish Road, Captain Pierce Road, Hollet Street, and Mordecai Lincoln Road. During the past year considerable sums of money have been spent for labor along the highways. It is suggested by the Committee that in the future such effort should be applied at points which have been definitely determined to be dangerous and for which plans are now in the hands of the Selectmen.

ARTICLE 3
Will the Town vote to establish salaries and compensation of all elected Town Officers, or act thereon ?
Voted, To raise and appropriate such sums of money for services and expenses of Town Officers as recommended by the Advisory Board in their report, and that said sums be taken from appropriations for Town Officers.
Selectmen, $750 for each member and legitimate expenses, and $1,750 additional for Chairman, providing he gives full time to the work.
Board of Public Welfare, $125 for each member and legiti- mate expenses.
Assessors, $500 for each member and legitimate expenses, $1,500 additional for Chairman and $1,000 additional for clerical assistance.
Highway Surveyor, $2,800, he to furnish his own convey- ance while in the performance of his duties and receive $300 to cover expense of same.
Town Clerk, $1,200 and legitimate expenses.
Town Collector, $2,000 and legitimate expenses.
Treasurer, $1,700 and legitimate expenses.
Tree Warden, $500.
Water Commissioners, $250 for each member and legitimate expenses.
Board of Health, recommended that the sum of $1,000 be paid to the Board of Health for the full salary of all members of the Board and legitimate expenses, and this sum shall include their charges for all services performed by them or either of

them, other than inspection of plumbing, inspection of meat, and inspection of cattle, from appropriation for Board of Health.
Park Commission, recommended that each member be paid the same amount per hour for work actually performed as is paid laborers in the Highway Department.

for the current expense of the Town, but not exceeding the limit fixed by law, giving the note or notes of the Town therefor, pay- able within one year from the dates thereof, and to renew such note or notes as may be given for a less period than one year, providing the limit of one year is not exceeded thereby. All debts incurred under this authority shall be paid from the revenue of the then current year.

To see what action the Town will take relative to the petition of the Humarock Water Company now pending in the Massa- chusetts Legislature to extend the limits of its franchise in Scituate. Water Commissioners.
Voted, That the Water Commissioners be directed to oppose, before the legislative committee, any extension of the franchise of the Humarock Beach Water Company in Scituate, and to favor an amendment of the said company's charter to allow the consideration of any matters pertaining thereto at a special as well as at an annual meeting.
Resolved, That it is the sense of this meeting that the bill of the Water Commissioners now pending in the legislature to authorize the purchase of water from the town of Marshfield by the town of Scituate ought to pass.

ARTICLE 26
To see if the Town will vote to raise and appropriate the sum of $6,000. to gravel and tarvia Lighthouse and Rebecca Roads, from Allen Park and around the loop, and to build side- walk on same, or to take any other action thereon ? Fred A. Morse, et als.

ARTICLE 27
Will the Town vote to have a School Bus make regular stops on Willow Street from Jericho Road to Tilden Road to transport to and from the Jenkins School children residing on said street, or act thereon ? Joseph A. Ward, et als.

ARTICLE 28
Will the Town raise and appropriate the sum of $1000. to continue the Sidewalk construction westerly along Brook Street from the Hannaford land at the corner of Front and Brook Streets, or act thereon ? Henry Webb, et als.

ARTICLE 29
Will the Town vote to acquire by Right of Eminent Domain or otherwise, or act thereon, the land and water adjoining the Town Wharf property, on the southerly side from channel, westerly on the Town property line to Front Street, then south-

erly on Front Street to within six or seven feet of the Edward H. Bonney Barn now known as the Severance Block, then east- erly on a parallel line with the Town Wharf property to the channel ? To become an addition to the Town Wharf property, . and to be used in a similar manner by the Town for landing and anchorage or other purposes. ARTICLE 31
To see if the Town will endorse the project of William C. Reynolds, William J. McDonald, and others, for the develop- ment of Treasure Island, and at this time express the sentiment of the Town meeting to be favorable toward any future proposal for an appropriation of $10,000. by the Town for dredging at Scituate Neck in accordance with the plan now filed in the De- partment of Public Works of the Commonwealth, said sum to be paid to the Department of Public Works to be spent in con- junction with an appropriation by the Commonwealth toward said project in the amount of $25.000., and a contribution by individuals and organizations in the amount of $15,000. so that a total sum of $50,000. shall be available for the purpose ; pro- vided however, that if a lesser sum shall be found to be necessary

and, or available, then the appropriation of the Town shall not exceed one fifth of the total expenditure, or act thereon ? Wil- liam C. Reynolds, et als.

ARTICLE 37
To see if the Town will adopt the following zoning by-law or act in any manner thereon ?
ZONING BY-LAW
Section 1. The Town of Scituate is hereby divided into zones each of which shall be subject to the regulations herein- after set forth as to the construction and use of buildings, struc- tures and premises therein located.
Section 2. A. The following portions of the Town of Scit- uate are hereby respectively designated as zone "A."
(1) That portion of the Town of Scituate lying northerly and northeasterly of a red line as shown on a plan entitled Zon- ing Map, North Scituate Beach section of the Town of Scituate dated January 29, 1931, and filed with the Town Clerk, and which plan is made a part hereof.
B. The remaining portions of the Town of Scituate are hereby respectively designated as zone "B."
Section 3. In an "A" zone no building, structure or prem-

ises shall be erected. altered or used for any purpose except one or more of the following :
(1) A single family detached dwelling.
2) A club house. except one whose chief use is for a sery- ice customarily carried on as a business.
[3) A church or school.
A farm, garden. nursery. or green-house.
5 Any accessory purpose customarily incidental to the foregoing purposes including a private garage for not more than three automobiles.
6 A private garage for more than three automobiles to be used in connection with and as an incident of one of the foregoing purposes, provided as to each such garage that after a public hearing by the Board of Se- lectmen. fourteen days notice of which shall be pub- lished in a local paper and mailed to the last known address of each owner of property within five hundred feet of the proposed garage location, the Selectmen shall rule that such garage will not be detrimental or injurious to the neighborhood.
7) A purpose forbidden in an "A" zone. provided the same shall be incidental to use as a residence.
Section 4. Any building, structure or premises in an "A" zone which at the time of the adoption of this by-law is being used for a purpose not permitted hereunder. may be continued to the same extent in such use or in a use not substantially dif- ferent therefrom. Any building or structure in an "A" zone which at the time of the adoption of this by-law does not con- form to the kinds of buildings or structures permitted hereun- der may be maintained and may be structurally altered or en- larged to the extent of the entire contiguous premises owned on the date of the passage of this by-law by the then owner of said building or structure. Should any non-conforming building oc-

cupied by a non-conforming use be partially or wholly destroy- ed by fire or other casualty it may be repaired or replaced by a building or structure substantially the same in character and used for the purpose for which it was formerly used or for a use not substantially different therefrom. provided such repair or replacement is commenced within one year from the date of such destruction and work thereon prosecuted with reasonable dispatch.
Section 5. In a "B" zone there shall be no restriction as to the construction or use of the buildings, structures and prem- ises therein located.
Section 6. Where a boundary line of an "A" zone divides a single lot at the time of the adoption of this by-law. if said lot does not extend more than twenty-five feet within said bound- ary line of an "A" zones. the regulations applicable to an "A" zone shall not apply to said lot. except that if said entire lot has no frontage on a street in a "B" zone said entire lot shall be subject to the regulations of an "A" zone.
Section 7. Whoever violates any provision of this by-law shall be punished by a fine of not more than twenty Dollars $20) to be paid into the treasury of the Town of Scituate.
Section 8. The invalidity of any section or provision of this by-law shall not invalidate any other section or provision hereof.
Section 9. This by-law may be repealed or modified at a town meeting after notice as provided by law and ar opportu- nity to objectors to be heard, by a two-thirds vote of said town meeting.
Section 10. So much of this by-law as is approved by the Attorney General shall go into effect upon its publication as re- quired by law.
