SELECTMEN'S REPORT.


To the Citizens of Wakefield :


The suggestions made in our last annual report in relation to the management of our financial matters met with a prompt and gratifying response at the hands of the voters, and a very lively interest was awakened in the minds of our people which culminated in a number of beneficial changes. The experience of another year strongly fortifies us in the posi- tion then taken. In this report we reiterate the ideas then expressed and call the attention of the voters to the fact that, now as then, they are required to exercise the most vigilant and careful scrutiny that no unnecessary burdens be placed upon us by way of taxation. Schemes and combinations made between various individuals to foster each other's per- sonal interests, or political preferment to gratify personal spleen or resent some real or fancied grievance, should find no tolerance in the management of our municipal affairs Every matter coming before the town for its consideration. should be examined with an eye single to the welfare of the whole people and acted upon solely with that view. When any combination, organization, class or clique attempt to con- sider or act upon any proposition coming before the town in any other spirit it should be at once repudiated by the sturdy common sense and integrity which pervades our community


Our Assessors cordially responded to the wish of the people expressed at the last annual meeting and made a determined and successful effort to level up the valuation placed upon the taxable property and make it more nearly conform to the requirements of law, and searched out hitherto untaxed property so that they presented a tax rate materially

reduced from the former year. The good work should go on and they should receive the cordial support of every citizen. Our matters can and should be managed so that in a few years the taxes for the support of our ordinary munici- pal affairs should not exceed fourteen dollars upon a thousand.


If the town is called upon to assume the extra burdens of gas, electric light, water and sewage, the responsibility will be correspondingly increased. If the same spirit pervades the town as one year ago, and there is need of it, another handsome reduction can be made this year, without imperil- ling the efficiency of the town work.


BOYNTONVILLE.


At the time of the publication of the last annual report a second petition of certain citizens of the southerly portion of the town to be annexed to Melrose was pending before the Legislature. Subsequently a hearing before the Com- mittee on Towns was held and resulted in giving the petitioners leave to withdraw. The area of territory thus sought to be taken from us was less than that described in the first petition.


The petitioners had the aid of very able counsel and the very active assistance of some of the people of Melrose. The hearing was a stubborn one, conducted with acuteness and skill upon lines varying greatly from the year before, and, of course, called for far different treatment and manage- ment. We feel that the asperities engendered by the con- flict have already been in some degree softened by the ex- hibition of a kindly spirit towards those who preferred to become citizens of Melrose; and we feel that the future exhibition of a generous spirit in matter of streets, street lights when practicable, and especially in the matter of school accommodations, will entirely remove the feeling of discon- tent which. has pervaded that community. We trust this policy will continue to the end that all cause for discontent . shall be removed.

GAS AND ELECTRIC LIGHT.


The petition of the Citizen's Gas Light Company of Read- ing, South Reading and Stoneham to enforce the provisions of the Municipal Lighting Act against the town, thus com_ pelling the town to purchase the plant of that company which was pending before the Supreme Court one year ago, has been argued upon a demurrer to the petition before a single Justice of that court and at a subsequent stage before another Justice of the same court upon certain questions, and in both cases the decision was adverse to the town.


An appeal has been taken from this decision to the Supreme Court of the Commonwealth. These decrees being inter- locutory in their nature, the court appointed commissioners to determine the value of the plant pending the decision of the questions of law arising in the case.


The commissioners who were agreed upon by counsel and appointed by the court are,


Edwin B. Hale, of Cambridge, Ira T. Drew, of Boston, Samuel L. Powers, of Newton.


A large number of hearings have taken place and a vast amount of testimony taken. It is expected that the hearing before the Commissioners will be concluded during the month of February.
