REPORT OF MUNICIPAL LIGHT BOARD.


The second Annual Report of the Municipal Light Board is herewith respectfully presented to the citizens of Wake- field, with the belief that it will, in connection with Manager Spaulding's report, furnish full and explicit information per- taining to the light plant for the past year.


SPECIAL.


At the beginning of the year there remained unexpended from the special appropriation, $10,133.35. This has been expended as shown in detail in the Manager's report, and the account closed.


GAS WORKS.


Four thousand dollars was appropriated for repairs and improvements in the gas works, and there has been expended to date the sum of $3,533.85, as shown in detail, leaving a balance of $466.85.


Any one who has visited the works since the building of the Gas Purifying Room, and who understands its former condition, must be satisfied that this expenditure was a profit- able one for the town.


GAS MAINS.


An appropriation of $4,000 was made for the extension of gas mains, and where satisfactory guarantees were furnished pipe has been laid as detailed in the Manager's report, cost- ing to date $3,211.66, and the balance of $788.34 can be ex- pended to good advantage as soon as the condition of the ground will permit.

GENERAL EXPENSE.


In the matter of general running expenses, it was not easy to determine accurately what amount would be required. There was the certainty that the supply to Stoneham would soon cease, shutting off about 40 per cent. of gas revenue without a corresponding saving of expense, and the probabil- ity that the supply to Reading might cease at any time.


The Board and manager made as careful estimates as pos- sible, and asked for an appropriation of $3,500, which, with the unexpended balance of $525.98 and with the receipts, we hoped would carry the works through the year; and while we were freely and frequently told that it "would not be enough," or, "one-half enough," etc., we are glad to be able to say that notwithstanding the supply to Stoneham ceased early in the year - or March 23 - all bills have been prompt- ly paid, coal and other supplies increased over a year ago, and there remains a balance in cash a trifle larger than we commenced with one year ago.


This has been possible because of the hearty support and increased patronage given by the town, together with, as we believe, good and careful management by the manager at the works.


The increased patronage for gas, forty new users, and about 25 per cent. in quantity, in Wakefield, as well as some additional users of electric lights, encourage your Board to try to get along with even a less amount the coming year, and they ask for an appropriation of but $2,000, with the full expectation of having enough, if no unforeseen trouble arises and the output continues to increase, trusting the town will grant them more if the present expectations are not re- alized.


THE RESULT.


By reference to the Manager's report, it will be seen that the net cost of operating the electric plant, with the expenses pertaining to it, amounted to $7,136.48 for the year. It

should be understood that this covers some items that might have been charged to permanent improvements, such as painting the interior of station, replacing a worn-out pump by a new or at least a better one, etc., but the Board assumes that in each year there will be something of the same nature to repair or replace, and believes the values now standing on the books should not be increased by such repairs as are really needed to maintain the works.


Another item of considerable importance that enters into the net expense is the running of the incandescent system all night. This is necessary, in order to furnish the town proper service, but as a matter of fact there is very little revenue from this source after midnight, while the actual cost of this service from midnight until daylight is about fifteen hundred dollars for the year, or upwards of ten dollars additional on the cost of each arc light. Again, the street lights have been run till 12.15 on moonlight schedule, as well as all other nights when it was deemed dark enough to require them, whether there was a moon or not, and since November 16 the lights have been run from 5 a. m. until daylight.


The gas manufacturing account shows a net profit of $3,733.57, and here again repairs to benches and street mains that are probably much in excess of the average, have all been put into operating expenses, rather than to increase values, so that the net cost of operating the plant as a whole, with the extra service mentioned, together with the unusual items of expense, is $3,402.91, or $23.47 for each arc lamp for the year. The actual interest account belonging to the year (namely, 4 per cent. on $180,000 of bonds for eight months, and 4 per cent. on $177,000 of bonds for four months), amounts to $7,160, or $49.38 per lamp for the year, making a total cost for manufacturing account and in- terest account of $72.85 per light, or at the rate of $65.52 per light, by moonlight schedule strictly.


This covers all items of expense, except the salary of your

Board, which is paid from a different appropriation and does not enter upon the accounts at the works, and excepting also the expense of maintaining oil lamps. It will be seen then that with the diminishing interest account from year to year, with a fair increase of patronage, the town may expect by and by to have its streets lighted without cost, and in fact cheap light for its citizens, both indoors and out.


GAS FOR COOKING.


A few gas ranges were placed last season, and we believe with very satisfactory results, and it is hoped that the citi- zens will look into the merits of this when summer comes. It is claimed by those competent to know, that gas at $2 per thousand even, is cheaper than coal at $6 per ton,-besides, the articles cooked, especially meats, improve in quality and gain quite a percentage in quantity, when cooked by gas, over the same when cooked by coal or wood.
