I would recommend, as last year, that changes be made in the lockup :- First, that the tramp room be removed, and a cell built for the insane, women and others who are cleanly in person.


I would also recommend that the two departments, (night watch and police) be consolidated and have but one department, namely, the police department. Also that one or more regular officers be added to the force. It is true that the town has been very fortu- nate during the past year in regards to crime of a serious nature, be it good luck or good protection ; if it is luck it will not last forever. One of the principal objects for which a police department is estab- lished is the prevention of crime. If a serious crime is committed, the detection, apprehension and punishment of the offender will not restore life or property to the victim, nor allay his sufferings. There- fore, it is good policy to take a little precaution and try and be on the safe side.
