SEC. 9 .- When a debate is closed by ordering the previous question, or by a vote to close debate at a specified time, the person who shall have introduced the matter under consideration shall be allowed to speak seven minutes. and may grant to any other person any portion of his time.


SEC. 10 .- No person shall speak upon a question more than once when any other person desires to be heard ; nor more than twice on the same question without permission of the meeting ; and no person shall occupy more than ten minutes at one time.


SEC. 11 .- No person speaking shall be interrupted but by a call to order.


SEC. 12 .- All committees shall be named and appointed by the moderator, unless otherwise directed by the meeting; and it shall be the duty of the member first named to promptly call the committee together for organization.


SEC. 13 .- No motion, once made and disposed of, shall be again received at the same meeting, or at any adjournment thereof ; but any voter may move a reconsideration, which, when decided, shall not be reconsidered at that meeting or at any adjournment thereof.


SEC. 14. - At any session of a town meeting, except for the election of national, state, county, or town officers, the moderator or presiding officer shall allow none but legal voters to remain upon the floor of the hall, except by courtesy of the meeting.


SEC. 15 .- When the report of a committee is placed in the hands of the moderator, it shall be deemed to be properly before the meeting for its action thereon, and a vote to accept the same

shall discharge the committee, but shall not be equivalent to a vote to carry out its recommendations without a special vote to adopt it.


SEC. 16 .- No reports of committees shall be in order unless made under an article in the warrant which indicates the subject to be reported upon. . :


SEC. 17 .- The duties of the presiding officer not prescribed by law, nor by the foregoing rules, shall be determined by the rules of practice contained in Cushing's Manual, so far as they are adapted to town meetings.
