TREASURER'S REPORT.


To the Citizens of Wakefield :


I herewith present my report for the fiscal year ending Febru- ary 1st, 1899.


TRUST FUNDS.


THE FLINT MEMORIAL FUND, $1,000.


This fund was a gift to the town by the late Mrs. Harriet N. Flint, November 5th, 1872 ; the income thereon is to be expend- ed in the purchase of books for the Beebe Town Library.


The fund is now invested in a note of the town of Wakefield (Armory Loan) dated August 1st, 1894, bearing interest at the rate of four per centum per annum, and matures December 1st, 1904.


The sum of $40 as interest to February 1st, 1899, has been passed to the library account.


DR. F. P. HURD, LIBRARY FUND, $2,500.


This fund was bequeathed to the town by the late Dr. Francis P. Hurd for the benefit of the town library and is now invested in notes of the town of Wakefield (New Cemetery Loan) dated June 1st, 1898, and maturing as follows :

C. WAKEFIELD LIBRARY FUND, $500.


This fund bequeathed by the second Cyrus Wakefield, is for the benefit of the town library and is invested in a note of the

town of Wakefield (Cemetery Loan) dated June 1st, 1898, and maturing June 1st, 1904.


The sum of $20 as interest to December 1st, 1898, has been passed to the library account.


JONATHAN NICHOLS TEMPERANCE FUND, $1,000.


This fund was a gift to the town by the late Jonathan Nichols. The conditions of the trust are such that any young man of our town who files his name with the town clerk before he is sixteen years of age and declares his intention not to drink intoxicating liquors and not to smoke or chew tobacco before he shall have become twenty-one years of age, and shall have kept his pledge until that time, shall receive from the income of the fund, the sum of ten dollars, together with a certificate of commendation from the selectmen.


The town clerk's records show that 537 young men have en- rolled their names under this pledge. Eight whose names appear below have been paid the fee during the past year, making a total of sixty-six since the trust was received by the town in March, 1883.


The fund is at present invested in a note of the town of Wake- field (Armory Loan) due December 1st, 1904, and bears interest at the rate of four per centum per annum.

C. SWEETSER BURIAL LOT FUND, $1,000.


The income from this fund bequeathed to the town in trust by the late Cornelius Sweetser of Saco, Me., is to be used in keeping in repair and beautifying with flowers and shrubbery the burial lot of the parents of the donor, which is in the Old Burial Ground in the rear of the Congregational church.


The suggestions made in my last report relative to the accumu- lation of the income of this fund were promptly considered by the new board of selectmen and favorably acted upon by contracting with Mr. James Craig of Quincy, Mass., for a granite curbing around the lot, which has much improved its appearance.


This fund is now on deposit with the Wakefield Savings Bank.

town may designate, to be distributed among the worthy poor of the town.


The sum of $400, as income from this fund for one year, has been paid to the Sweetser Lecture Committee.

The town treasurer received the above balance January 24, 1899, and by vote of the board of selectmen paid the same to Mrs. Ellen S. Rogers, treasurer of the Sweetser charity.


FLINT SOLDIERS' MONUMENT FUND, $10,000.


This fund is a recent bequest from the late Mrs. Harriet N. Flint, and was accepted by the town, March 29th, 1898.


The following article and vote thereon is explanatory.


Article 32, March 1898, warrant. -- To see if the town will accept the bequest contained in the seventeenth section of the last will and testament of Mrs. Harriet N. Flint, late of Wake- field, for the purpose and upon the conditions therein stated, which bequest reads as follows : "I give and bequeath the said town of Wakefield the sum of ten thousand dollars ($10,000) to be held in trust by said town, and by them invested until said town of Wakefield may by public appropriation or private contri- bution or both, add a sum sufficient to erect a soldiers' monument in said town of Wakefield. Then both principal and interest are to be devoted to this object. And it is my wish, and I desire that said monument when completed shall cost not less than the sum of ten thousand dollars ; that it may be grand in itself, sym- metrical in architecture, beautiful in design and finish, attended with solid, thorough workmanship-a monument worthy of the men to whom we dedicate it."


Voted, unanimously, That the bequest of the late Mrs. Harriet N. Flint of ten thousand dollars ($10,000) as expressed in her will be and hereby is accepted by the town, the same to be held in trust for the purposes named in said will. That the town treasurer be authorized to receive and receipt for the same and to invest both principal and interest in such securities as shall meet

with the approval of himself and the board of selectmen, and that in such investment they shall be authorized, if they deem best, to purchase the notes or bonds of the town of Wakefield. The treasurer is also authorized to receive any further contributions from private or public source as suggested in said will, and to treat the same in the same manner as directed in this vote regard- ing he bequest of Mrs. Flint.


The following vote was also passed :


That a committee of seven citizens of this town be appointed at this meeting to procure designs, plans, estimates, cost and all necessary information pertaining to the erection of a soldiers' monument in Wakefield. That said committee shall have full power, and when in their judgment, a suitable design shall have been agreed upon by them and sufficient funds accumulated, shall cause to be executed and erected a monument that when completed may be grand in itself, symmetrical in architecture, beautiful in design and finish, attended with solid, thorough workmanship-a monument worthy of the true men to whom it may be dedicated. Thus carrying out in part the wishes of the late Mrs. Harriet N. Flint, who by her munificence made the erection of a soldiers' monument in Wakefield possible; and any monument which may be erected shall cost not less than ten thousand dollars above the foundation.


- The following gentlemen were appointed on this committee : Harvey B. Evans, Stephen W. Lufkin, William L. Coon, Wil- liam N. Tyler, Oliver Walton, Charles F. Hartshorne and J. Warren Poland.


The treasurer received the sum of ten thousand dollars ($10,000) from Messrs. Harvey B. Evans and Richard Britton. executors of Mrs. Flint's estate, April 21st, 1898, and by approval of the selectmen, invested the same in a note of the town of Wakefield (Temporary Loan) dated April 21, 1898, and payable in one year from date at the rate of four per centum per annum.

This fund is a recent bequest from the late Mrs. Harriet N. Flint and the article and vote accepting the same is as follows :


Article 31, March, 1898, warrant. - To see if the town will accept the bequest contained in the sixteenth section of the last will and testament of Mrs. Harriet N. Flint of Wakefield, for the purpose and upon the conditions therein stated, which bequest reads as follows : "I give and bequeath to the said town of Wakefield the sum of two thousand dollars ($2,000) to be held in trust by said town, and the interest and that only to be ex- pended in improving the Old Cemetery so-called, near the Con- gregational church; and I request that the lot where the remains of my father and mother lie may receive proper attention, and the turf kept green and in good condition from this fund."


Voted, That the bequest of the late Mrs. Harriet N. Flint be and hereby is accepted by the town, the principal to be held in trust, and the income used as directed in her will. That the town treasurer be authorized to receive and receipt for the same, and to invest the principal in such securities as shall meet the approval of himself and the board of selectmen, and that in such investment they shall be authorized, if they deem best, to purchase the notes or bonds of the town of Wakefield. That the select- men be authorized to take charge of the expenditures of the income in accordance with the desires of the testator as expressed in ber will.
