AUDITORS' FINAL STATEMENT.
The Board of Auditors herewith present to the town their report for the fiscal year ending February 1, 1898 :
From March 10, 1897 to January 31, 1898, the Selectmen have drawn 1,926 orders on the Treasurer, representing $117,449.32. . We have examined the vouchers for these payments and have also verified the arithmetic of all bills coming before the Board of Selectmen for payment during the year, and our report upon them will be found arranged in the departments to which they belong.
Our final balance sheet shows a total expenditure of $131,- 803.80, which includes $14,354.48 disbursed directly by the Treasurer for Town Debt and Interest, Library and Reading Room payments.
We desire to make an explanation with regard to the consider- able amount of overdrawals as shown this year, as compared with past years.
These overdrawals resulted partly from the economical appro- priations made by the town at the beginning of the year, and from the increased expenditures in various departments of the town.
The School Contingent fund shows an overdraw of $575.06, which is offset by the unexpended balance of the School General fund of $579.42 and of the School Text Books and Supplies of $5.41, making a showing for the School Department of $9.77 unexpended. This was owing to a vote of the town at the begin- ning of the year that all incomes from tuition should be credited to the School General fund, thereby causing that fund to increase at the expense of the other two funds.
The overdraw of $80 in Salaries was due to an error in voting the total amount at the annual meeting.
The overdrawals of $109.50 on Soldiers' Relief and $41.15 ou

Iusurance were from insufficient appropriations, and which were considered as very necessary expenses.
The unexpended balances of New Greenwood School House, Municipal Light Plant, Broadway repairs, Gould street repairs, Maps, Plans and Surveys, and Cooper street are available for next year, being on account of unfinished contracts, and amount- ing to $5,660.81.
This amount being deducted from the total of unexpended bal- ances shows a net amount of $2,480.32 to offset the sum of $840.63 overdrawn as shown.
We have verified the receipts of such departments as pay money to the Treasurer ; we have examined the books of the Col- lector of Taxes, and of T. J. Skinner, Treasurer of the Library and Reading Room, and find them correct. We have also exam- ined the accounts of Mr. Skinner as Town Treasurer and find them correct, with the proper vouchers for all receipts and pay- ments; and that he has a cash balance of $16,463.74 in the National Bank of South Reading.
We also certify that he has securities and deposits representing the C. Sweetser Lecture Fund, Burial Lot Funds and Library Funds.
During the month of February the Board received a communi- cation from the Municipal Light Board in regard to an expert examination of the books of the Light Plant.
Owing to the lack of time after the close of the year and also to the very nature of the accounts, as kept by statute law, both Boards were agreed that it would be of great benefit to the town and satisfactory to them to have this done in addition to the care- ful examination made annually by the Auditors with regard to receipts and expenditures.
This has now been done by a public accountant selected by both boards, at no expense to the town, not only for the past year but from the time the town purchased the plant to the ending of the fiscal year of 1897-8.
We refer to his report of the examination made by him printed in this Annual Report, and sincerely trust it will give as great satisfaction to the citizens of Wakefield as it has to the two boards interested.

In our report of the expenditures of the various appropriations we have itemized as far as space and time will allow.
Any citizen of the town of Wakefield desirous of obtaining any closer knowledge of bills or accounts will be gladly given some by any member of this board.

GENTLEMEN,- With this I hand you my reports of audits of the books and accounts of the Wakefield Municipal Light Plant. The first report covers the period extending from August 1, 1894, to and including the close of business June 30, 1897. The second report covers the seven months ending January 31. 1898.
I have found the books and accounts to have been exception- ally well kept, both as to workmanship and the system of keep- ing the same.
