TOWN MEETING, MARCH 14, 1904.


Article 1. To choose a moderator, by ballot, to preside at said meeting.


Thomas G. O'Connell was elected moderator.


All articles involving the appropriation of money were, by the moderator, declared referred to the town Finance Committee.


Voted. That the articles be taken up in regular order as printed in the warrant.


Art. 2. To act upon the reports of town officers as pub- lished.

Voted. To accept the reports as printed and lay on the table.


Art. 3. To choose all town officers not required to be chosen by ballot.


Voted. That the moderator appoint a committee of five to nominate town officers not chosen by ballot, said com- mittee to report at the next session of this meeting. The moderator later in the evening appointed the committee, as follows : J. F. Curley, W. A. Cutter, E. C. Miller, E. J. Gihon, Fred W. Young.


Art. 4. To see if the town will authorize its treasurer to hire money to pay all demands in anticipation of taxes. Voted. That for the purpose of procuring temporary loans to and for the use of the town of Wakefield the Town Treasurer is hereby authorized and directed with the approval of a majority of the Board of Selectmen to borrow money from time to time in anticipation of the taxes of the present municipal year, and to execute and deliver the note or notes of the town therefor. Any debt or debts incurred by a loan or loans to the Town under this vote shall be paid from the said taxes of the present municipal year.


Art. 5. To raise such sums of money as may be necessary to defray town charges for the ensuing year, and make appropriations for the same.

Finance Committee recommended that the interest on Water Bonds $9,400 be taken from water receipts ; that $9,835 interest on Sewer Bonds be taken from abutters' assessments ; that $15,775 be raised and ap- propriated, which was voted by the town, for interest.


For highways, concrete sidewalks, stone crossings and edgestones, street railway tax and $4,000. Voted that no side streets be macadamized until abutters con- nect with sewer. Voted, that compensation for a pair of horses, cart and driver be not more than $5.00 per day ; for a single horse, cart and driver, $3.50 per day.


Street Sprinkling, $1,200. Voted all work to be done by the fire department.


Poor Department, receipts of farm and all other receipts, and $5,000.


Police Department, $1,700.


Night Watch, $1,800.

Art. 39. To see if the town will prepare and adopt, by vote, instructions, rules and regulations by which the Board of Water Commissioners of the town of Wake- field shall be governed in the management of the water works of the town, or what action they will take in relation thereto.


Voted. That the town appoint a committee consisting of N. E. Cutler, J. A. Meloney, T. J. Skinner, Richard Britton, H. H. Savage, M. E. S. Clemons, C. W. Eaton, C. A. Dean and Dr. J. H. Kimball to prepare rules and regulations as designated in the article. Voted that S. K. Hamilton be added to committee.


Art. 6. To see if the town will place a fire alarm tapper in the Greenwood Hose house, and raise and appro- priate money therefor.


Voted. $30 to provide a ten-inch gong and tapper.


Art. 7. To see if the town will raise and appropriate the sum of two hundred and fifty dollars to replace six fire alarm boxes or what they will do about it.


Voted. $190 to replace boxes 6, 13, 23, 31, 37 and 54.


Art. 8. To see if the town will extend the gas mains to Greenwood and Boyntonville and raise and appropriate money therefor.


Voted. To lay on the table.

Art. 9. To see if the town will locate a bell or other apparatus at Boyntonville, for sounding no school sig- nals and fire alarms and raise and appropriate money therefor.


Voted. $350, estimated expense : Bell, $65; steel tower, $30 ; tapper, $200; enclosing house, $15 : foundation, $40. Voted that a committee consisting of Wm. E. Cade, Roy D. Jones, Wm. E. Arnold, be appointed to take charge of same.


Article 5 was taken up.

ADJOURNED TOWN MEETING, MARCH 21, 1904.


Art. 11. To see if the town will make application to the General Court of Massachusetts now in session, for the enactment of a law providing for establishment of a Board of Public Works in the town of Wakefield, who shall have charge of the highways, sewers, gas and electric light plant, and water plant of the town and who shall have and exercise all the powers and dis- charge all the duties of the officers having the charge of the highways, sewers, gas and electric light plant, and water plant in said town to take any and all action that may be necessary to procure the enactment of said law.


Article defeated, 86 to 157.


Voted. To take up Article 43.


Art. 43. To see if the town will raise and appropriate three hundred dollars for the suppression of the gypsy moth.

Voted. That the matter of hydrants and water appropria- tion be taken from the table.

To appropriate $17,500 for maintenance and operation, (the balance of the income of the Water Department in excess of the amount of said income required by the Town Treasurer to pay the interest on the Wakefield water bonds, and the principal of such water bonds as may become due during the year 1904 ; ) $5,000 of the amount to be for new construction. ADJOURNED TOWN MEETING, APRIL 11, 1904.


Voted. To take Article 8 from table.


Voted. To raise and appropriate $10,000 for gas extension to and in Greenwood and Boyntonville.


Voted. That the gas mains be extended to Greenwood and Boyntonville and to pay for said extension ; that the town borrow and issue its notes or bonds therefor, the sum of $10,000, and the Town Treasurer be and hereby is authorized and directed to issue, with the approval of a majority of the Board of Selection, ten notes or bonds of the town of Wakefield, bearing interest at and not exceeding 3} per cent., one of said bonds or notes to be payable in each year from A. D. 1905 to A. D. 1914 inclusive, and the amount of said bonds coming due shall in said years be included by the assessors in the amount to be raised by taxation. Yes, 104; no, 2. Voted. That the work required to put in the gas mains be given to the citizens of the town as far as possible.

Voted. To reconsider the previous action of the town, whereby it was voted to raise and appropriate $4,000 and street railway tax for the highway department.


Voted. To raise and appropriate $10,000 for the Highway Department, and the assessors be requested to deduct the amount of street railway tax when it becomes avail- able for the town's use, and this amount be not included in the tax levy.


ART. 26. To see if the town will raise and appropriate the sum of four hundred dollars to build a sidewalk on the north side of Albion street from the Harvard Knitting Mill to Byron street.


Voted. $400 to be taken from highway appropriation.


ART. 27. To see if the town will instruct the Superin- tendent of Streets to construct gutters on both sides of Elm street, and raise sidewalks and roadbeds where needed, in order to make the street passable at all times ; raise and appropriate money for the same, or what they will do about it.


Voted. To refer to the Selectmen, and whatever expense is incurred to be met from highway appropriation.


ART. 28. To see if the town will replace the crosswalk opposite No. 77 Albion street, removed in 1902 by the Street Railway Company, and raise and appropriate fifty dollars therefor.

ART. 29. To see if the town will macadamize Richardson street from Main street to Herbert street, and raise and appropriate a sum of money sufficient therefor. Indefinitely postponed.


ART. 30. To see if the town will raise and appropriate a

sufficient sum of money to repair the roof of the Arm- ory Building.


Voted. $200.


ART. 33. To see if the town will appropriate the premium received on the town of Wakefield water bonds, and interest earnings, for the extension of the town water system, and for legal expenses incurred in connection with the acquiring of the water plant by the town.


The Finance Committee recommended " to appropri- ate $2,644.94 in full for all legal expenses mentioned, the same to be taken from premium received on water bonds, the balance to be held by the town as an Emer- gency Reserve Fund for the water plant."


Voted. To appropriate $2,644.95 in full for all legal expenses mentioned in the article, the same to be taken from premiums received on water bonds.


The Water Commissioners moved as an amendment " that the town appropriate the balance of the premium on water bonds and interest, for construction and exten- sion on Broadway and other extensions where 5 per cent is guaranteed."


Moved as an amendment to above amendment " that the balance of premium on water bonds be held by the town as an Emergency Reserve Fund for the water plant to be expended only upon the express action of the town at a meeting duly called for that purpose."


Carried, yes, 128; no, 126. The first amendment was voted and original motion as amended was then voted.

Voted. To reconsider the action of the town taken at last meeting while acting under Article 33.


Voted. That the town appropriate the balance of premium and interest of water bonds for extension of main on Broadway to Main street and other necessary extensions where 5 per cent. on cost is guaranteed.


ART. 34. To see what the town will raise and appropriate for hydrant services.


Voted. $3,450, being at the rate of $25 on each.


ART. 36. To see if the town will authorize the Selectmen to employ a town counsel.

ART. 37. To see if the town will raise and appropriate five hundred dollars, and the receipts of Forest Glade cemetery, to extend avenues, grade lots and otherwise improve the cemetery, to be spent under the direction of the cemetery commissioners.

ART. 38. To see if the town will raise and appropriate one hundred and fifty dollars, for salary of the Ceme- tery Commissioners.

ART. 39. To see if the town will prepare and adopt by vote, instructions, rules and regulations by which the Board of Water Commissioners of the town of Wakefield shall be governed in the management of the water works of the town, or what action they will take in relation thereto.


A majority and minority report was presented and after the making of some verbal amendments the mi- nority report was adopted.


ADJOURNED TOWN MEETING, MAY 3, 1904.


Art. 40. To see if the town will raise and appropriate a sum of money to build a sewer from Main street through Richardson street to Herbert street.


Voted. $3,750, that if sufficient assessments are received from the sewer during the year, the same to be applied for this purpose.


Art. 41. To see if the town will raise and appropriate two hundred and fifty dollars for the purpose of Memorial Day.

Art. 42. To see if the town will raise and appropriate money for the proper observance of the 128th anniver- sary of the Declaration of Independence.

W. A. Cutter, C. N. Winship, Michael Low appointed a committee to act with the committee on marking the graves of the soldiers of the Revolution to carry out above vote.

Art. 45. To see if the town will cause to be printed the assessors' valuation list for the year 1904, and appro- priate money therefor.


Appointed Theodore Eaton, F. J. Henkel, E. F. Preston, W. E. Cowdrey, W. J. Melvin, A. C. Thompson, John J. Butler as committee to report at next town meeting the advisability of printing this report.


Art. 46. To see if the town will allow fishing in Crystal lake, on one day in each week, from June 1st to November 1st in each year.

Art. 47. To see if the town will request the Massachusetts Fish and Game Commissioners to secure the opening of fish ways on Saugus river, so that alewives can pass from the sea to Lake Quannapowitt.

Art. 48. To see if the town will request the Massachusetts Fish and Game Commissioners to stock Lake Quanna- powitt with such edible fish as in their judgment are suitable for said waters.

Art. 49. To hear and act upon the report of the committee on bath house.


Art. 50. To see if the town will transfer the care and operation of the bath house to the Board of Park Com- missioners.


Art. 51. To see if the town will accept the provisions of sections No. 20 and No. 21 of Chapter 25 of the Re- vised Laws, and raise and appropriate the sum of one hundred dollars for the maintenance of the bath house.
