Highways.
The report of the superintendent of streets, Mr. Frank P. Cutter, shows that a large amount of work has been accomplished during his administration, and many perma- nent improvements have been made, yet on the whole the streets of Wakefield are not up to the standard of favorable comparison with other towns and cities that surround us. Their condition in many cases is unavoidable, owing to the excavations that have been necessary in installing our sewer system, and the extension of water and gas pipes through our streets. The town is expending large sums of money each year for this department, and a large share goes for repairs, that are made necessary each year, by the lack of proper drainage, together with substantial stone paved gut- ters, with over 60 miles of streets in our town a large pro- portion of them hilly. No permanent repairs can be made until this important feature is established.
CENTRE POND.
Much attention has been given during the year to that never failing source of complaint the " Centre pond " and its tributaries. Whilst the area of the " pond " is gradually growing less, there yet remains the troublesome question, how to dispose of this natural stream of water so as to relieve abuttors to the west of Main street, and eradicate the nuisance so long tolerated by residents of the " Centre " district. On Nov. 17th, a conference was held with Supt. Merritt and Division Road Master Curtis of the B. & M., Mr. Chauncy Coon, representing the Wakefield estate, and the Board of Selectmen in relation to the best method of taking care of this water, and prevent if possible the over- flowing of the Lake street section during and after excessive rainfalls. Three propositions were considered.

1st. A covered drain on the line of the present water course.
2d. An open "rip-rap" drain following the present channel.
3d. Taking water as it passes under Main street, straight through to the easterly side of the railroad, pipes being laid parallel with the R. R., running north to Water street, and entering the outlet in the Heywood-Wakefield Rattan yard. Estimates of the cost of the several plans were promised by Mr. Merritt, representing the B. & M. R. R. The lateness of the season when conference was held has prevented the solution of this ever present trouble, and we hope the succeeding board will complete this or find a better plan.

By a vote of the town, the sidewalk on Albion street, between Harvard square and Byron street, has been resur- faced and guard rail built near Byron street. On Elm street gutters have been plowed out and sidewalks brought up to grade where needed. A twelve-inch drain has been laid across Elm street to take water from Prospect street.
On Traverse street fencing has been put up and sidewalk built.
Valley street has been graded and a ten-inch culvert laid across the street.
On Forest street a large amount of ledge has been re- moved and the street repaired.
SURFACE DRAINS.
Considerable work has been done on surface drains, as I believe that in order to make a good road the water should be taken care of first. There still remains much work to be done in laying drains and building more basins.
MACADAM.
MAIN STREET .- Salem street to Lawrence street.
Grade raised and catch-basin built and connected with eight-inch drain across park into culvert, cross-walk laid at foot of Lawrence street.
SALEM STREET. - Pleasant street to Vernon street.
Cobblestone gutter built on south side and catch-basin built at foot of Lawrence street to take water from Law- rence street.
CRESCENT STREET .- Main street to Centre street.
Grade raised and macadamed.
CENTRE STREET .- Macadamed, edgestones laid and side- walk raised and concreted. Iron grate placed over culvert.
The following streets also, have been repaired with broken stone :
COMMON STREET. - Avon street (also gutter paved).

Chestnut street, Berlin terrace to Prospect street, Park ave- nue, Dell avenue.
Additional catch-basins and drains have been built as follows :
Bryant street (2) of cement concrete, connected with ten- inch drain laid across the common into stone culvert.
Main street (Greenwood), catch-basin of stone, con- nected with fifteen-inch drain through this street.
North avenue (north of Church street), catch-basin of stone, connecting with twenty-four-inch pipe culvert drain- ing into lake.
Chestnut street (corner Fairmount avenue) catch-basin built of cement concrete, drains by ten-inch pipe into Cedar street drain. Also another catch-basin on south side of street.
Grates placed over culverts on Nahant, Main, Gould and Albion streets.
SIDEWALKS.
On the following streets sidewalks have been resurfaced with gravel :
Salem street, Main to Vernon streets, Wave avenue, West Water street, Charles street, Gould street, Emerson street, Prospect street, Byron street, Vernon street.
CONCRETE WALKS.
Concrete walks were let out by contract as follows : New work 55 cents per yard ; top-dressing 35 cents per sq. yd.
Old work has been top-dressed on the following streets :
Park street, Franklin street, Yale avenue, Main street, east side.
GRAVEL ROADS.
The following streets have been resurfaced :
Salem street, from Old Salem street to Saugus line, in places most needed. Two ten-inch culverts have been laid to replace stone culverts.

GUARD RAIL.
Guard rails of spruce, planed and painted, have been erected as follows :
Water street, 130 feet ; Main street, (Greenwood), 1024 feet ; Salem street (Lynnfield line), 555 feet ; Albion street, 116 feet; Greenwood avenue, 26 feet.
Old railings have been repaired where needed.
CRUSHER STONE.
I believe that ledge stone wears longer and gives better satisfaction than field stone. This year the town ledge has been worked more and a smaller quantity of field stone bought.
A locker has been built in Town Hall basement where all tools of the department are kept. This is a great conveni- ence and will make a saving in cost of tools.
A new snow plow has been purchased. This plow makes a wider path than the old ones and gives general satisfac- tion. I recommend that more plows of the same style be purchased the coming year.
Principal streets should be macadamed first-Main street, Lawrence street to Beebe's Cove, Albion street from Lake street to Byron, and from Parker road to Stoneham line, Railroad street (Main to Albion). The above mentioned should be macadamed the coming year.
Other streets needing repairs are : Emerson, Pearl, Park, Church and Eaton streets.
A surface drain is needed on Main street at the Junction. One is needed on Lake street to take the water from Har- vard square into culvert on Lake street.
The custom of having the abutters petition for and assume one-half the cost of edgestone and concrete work should be

changed for this reason : the laying of edgestones and build- ing of concrete walks is, under the present arrangement, governed more by the caprice of the abutter than by the necessity of the street. They are not laid where most needed nor are they laid to any established grade or line.
On account of sewer construction the appropriation for streets has been small. Sewer work now being complete, the appropriation should be increased to keep up with the growth of the town. No frills, repairs or makeshifts of any kind should be tolerated by the taxpayers. We should have solid, substantial and long lived work-the least ex- pensive in the long run.
A special appropriation should be made for surface drains and catch-basins.
The street department needs a yard in the centre of the town for storage purposes.
Greenwood bridge must be replanked and the iron work painted the coming year.
Brick sidewalks on Main, Lincoln, Water and Smith streets will have to be relaid. This work should be done this spring.
