Sewer Commissioners' Report.
TO THE CITIZENS OF WAKEFIELD :-
Your Commissioners herewith submit their fifth annual report for the year ending January 31, 1905.
FINANCES.
CONSTRUCTION.
The balance unexpended, as given in our last report was $1598.40 ; this is retained, being pledged for settlement of contract.
In March 1904, $1700 was appropriated, which, with other receipts amounting to $112.13 make the total $1812.13; there has been expended $1474.22, leaving a balance of $337.91, which reverts to the treasury.
MAINTENANCE.
Appropriation, $2100, other receipts amounting to $107.57, make a total of $2207.57 ; there has been expended $1785.04, tranferred to the Richardson Street Sewer account for cement $27.30, leaving a balance of $395.23 to revert to the treasury.
RICHARDSON STREET SEWER.
Appropriation, $3750, other receipts $142.11, transfer from Maintenance Account for sale of cement $27.30, make a total of $3891.91; there has been expended $3446.76, leaving a balance of $445.15 which reverts to the treasury.
CONSTRUCTION.
On May 3, 1904, the town voted to construct a sewer in Richardson street, the necessary preliminary work being completed, on May the work was advertised and bids called for, the following being received : (see table)

The contract was awarded to James L. Bryne, the lowest bidder, who after filing the required bond, commenced work on June 1st, and completed his contract August 22nd, when the sewer was ready for use.
An under-drain was laid the entire length which discharges into the general sub-drain outlet.
The street grade for a length of five hundred feet had to be raised to afford adequate protection to the pipe, the expense being borne by this department.
CLAIMS.
Ten claims for land damages have been settled during the year and releases have in all cases been taken ; five other claims are now before us ; in three awards have been made but are not yet accepted ; suit has been entered in one and in another the claim was not allowed.
MAINTENANCE.
This work is largely routine and precautionary in its nature; monthly inspections of the entire system are made, manholes cleaned, pipes inspected, covers re-set and fre- quent flushing done with the intent to keep the sewers in good condition and repair at all times, believing that the troubles and disorders to which sewers are subject and liable are best remedied.
This season we have placed in each manhole a wooden in- vert cover to prevent the material which gets through the holes in the covers from getting into the invert and pipe. They have proved of great benefit and have accomplished their purpose.
In cooperation with the Water Department we have con- nected twenty-six man-holes with the water mains, these connections made at advantageous points enable us to flush the entire system and have greatly simplified and lessened the cost of this work.

The system today is in good condition and the department equipped with the necessary tools and appliances for its work.
HOUSE CONNECTIONS.
This work has been caried on during the season, beginning in March and ending in December, the method has been the same as in previous years, the department, with one or two exceptions, furnishing all labor and material; material is bought of the lowest bidder and furnished at cost.
The number of buildings now connected is about 47 per cent. of the entire number in the sewered district ; a record of every connection is kept and each will be shown on the general plans in this office.

The Board of Health submits the following report :

On October 5th, 1904, a petition was received from the residents of Valley street, asking that steps be taken to clean out the Saugus river.
The matter was looked into by the board and on October 7th, 1904, a hearing was given the petitioners.
The board, believing that the health of the community was endangered by the nuisance caused by the overflowing of the stream, voted to commence the work at once, which was done at a cost of $115.75.

Report of the Library Trustees.
TO THE CITIZENS OF WAKEFIELD : - -
Another year has been added to the history of the Beebe Town Library during which the Trustees have endeavored to use to the best advantage the funds at their disposal and to make the Library as useful as possible to the greatest possible number. The work of the Library is performed under many difficulties. The work of administration is dly hampered by lack of space, for which it is hoped a partial remedy, at least, may be found the coming year. The shelf room available for new books is also fast filling up, especially now that some attempt is made at classification on the shelves. Some relief in this latter direction has been found by fitting up with stacks a room in the upper story of the building, placed at the disposal of the Trustees by the Selectmen, and removing thereto the United States and Massachusetts public documents and numerous volumes of duplicates. These public documents, some four hundred volumes, while in small demand, are yet valuable and necessary to the Library and worthy of preservation and they are now well stored for the time being. These Gov- ernment publications are a mine of information, which could be made available by card cataloguing. In this room also have been arranged the duplicate copies of Wakefield Town Reports for past years, which are now readily accessible when wanted.
All the above but emphasizes the need for a building, in which shall be found ample room for all the varied work of a modern, up-to-date, free public library. The times do not yet seem ripe for this, but the Trustees have faith that
