Report of Finance Committee
The Finance Committee herewith respectfully submits its rec- ommendations for the year ending December 31st, 1910.
It is pleasing to note that in several of our Municipal Depart- ¡ments, principally the Poor, Light and Water, the financial show- ing is very much improved, due largely to increased receipts which effects a direct saving in the amount required to be raised from taxation. The changes recently made at the Light Plant,. which have had the Town's attention for some time, have effected economies and improved service, and the large increase in receipts of the past year, which we have been assured may be expected to further increase in the future, is a source of gratification and cause for drawing a deep breath of relief. It will also be noted that the Poor Department has made a very creditable showing during the past year, the receipts having increased nearly 100 per cent. It requires a certain amount of money to care for the less fortunate of our town's people and it must be apparent to all, upon consideration, that any permanent increase in receipts will result in a corresponding reduction in the amount required to be appropriated from taxation. The Water Department has also · made a very favorable showing in that it has met all financial obligations from the receipts of water consumers and has a bal- ance on hand of $2,900.
To offset the reductions noted in this report, as compared with previous years, attention is called to the amounts required for Metropolitan Parks, approximately $4,500, and for Sewer,. $21,250.
The maintenance of our School System, equivalent to about $7.00 of the Town's tax rate, should receive careful consideration

as it represents the largest individual amount that the Town is called upon to provide from taxation, viz .. $61,127.80, and $2,000 from tuition receipts, which does not include the bond and interest payments or the money invested in school. buildings. While this amount is large the Committee does not wish to convey the impression that our School Teachers, or other employes. serving the town in any capacity, are overpaid, yet when the valuation of the Town is taken into consideration, also the rela- tively small amount received from personal taxes, the burden falls- heavily upon many of our citizens.
In the judicious expenditure of money for our Highways', we have a perplexing problem to meet as, under present conditions, the wisdom of utilizing the Town's money for macadam construc- tion to any large extent is an open question. In communities where the lack of revenue is not so pressing as in Wakefield large expenditures for macadam work have been made, but to keep a street in the condition in which it was originally placed is almost despaired of the world over. This phase of the question is receiving universal consideration, and until some method or prep- aration is evolved which will tend to bind and hold firmly the construction material so that it will withstand the wear and tear given the highways by motor vehicles especially, any extensive new work is not recommended. We would call, however, the attention of those having our streets in charge to the large amount of tar that the Town manufactures in its Light Plant, in the hope that same may be utilized, possibly with the addition of a certain amount of pitch, in effecting an improvement in the lasting qualities of our streets. The Committee strongly urges the expenditure of a larger proportion of the amount appropriated for highway work on sidewalks. Last year we recommended that at least $1,000 be set aside for sidewalk repairs, and this year we have increased the amount to a sum of not less than $2,000 to be used for this purpose. We also recommend that $1,200 be set. aside for concrete sidewalks and edgestones. This is to continue the policy of placing in good repair all of our defective concrete and gravel walks, thereby reducing the possibility of accidents and consequent liability of the Town therefor.
