Meeting called to order at 7.35 o'clock, P. M., by Moderator Thomas G. O'Connell, who read the call for the meeting.


On motion by Harry Marshall:


Voted: That the reading of the balance of the warrant, with the exception of the constable's return, be dispensed with.

ARTICLE 1


To see if the Town will authorize the Board of Select- men to accept on behalf of the Town, conveyances or easements from time to time, giving the Town the right to slope land back from the street lines and to construct retaining walls .- Board of Selectmen.


On motion by Harry Marshall, for the Finance Committee:


Voted: That the Town authorize the Board of Select- men to accept on behalf of the Town, conveyances or easements from time to time, giving the Town the right to slope the land back from street lines, and to construct retaining walls, such authority to extend until the annual Town Meeting of 1941.


ARTICLE 2


To see if the Town will appropriate the sum of $5,000, the sum to be transferred from the fund appropriated under Article 17 of the Annual Town Meeting for a WPA project to excavate under the present High School, to the fund appropriated for general WPA projects .- Board of Selectmen.


On motion by Finance Committee:


Voted: That the Town appropriate the sum of $5,000 for general WPA projects, the sum so appropriated to be provided through transfer from the balance of the appropriation previously made for a WPA project to excavate under the present High School.

ARTICLE 3


To see if the Town will vote to appropriate the sum of $3,317 and transfer the sum from the unexpended balance appropriated under Article 17 of the Annual Town Meeting to the fund appropriated under the said Annual Town Meeting for Soldiers' Relief .- Board of Selectmen.


On motion by Finance Committee:


Voted: That the Town appropriate the sum of $3,317 for Soldiers' Relief, the sum so appropriated to be provided through transfer from the balance of the appropriation previously made for a WPA project to excavate under the present High School.


ARTICLE 4


To see if the Town will vote to transfer the sum of $312.50 from the appropriation of the Annual Town Meeting for Water Maintenance, other expenses, to the account for Water Interest .- Water and Sewerage Board.


On motion by Finance Committee :


Voted: That the Town appropriate the sum of $312.50 for Water Interest, the sum so appropriated to be provided through transfer from the appropriation at the annual town meeting for Water Maintenance "Other Expenses".


ARTICLE 5


To see if the Town will authorize the Water and Sewerage Board to purchase a motor-driven pump to be installed in the pumping station on Sexton Avenue, off Nahant Street, the price thereof to be taken from the Water Maintenance Account appropriated for the year 1940 .- Water and Sewerage Board.


On motion by Finance Committee:


Voted: That the Town authorize the Water and Sewer- age Board to purchase a motor driven pump, to be in- stalled in the pumping station on Sexton Avenue, off Nahant Street, at a cost not to exceed the sum of $800 to be taken from appropriation for Water Maintenance for the year 1940.


ARTICLE 6


To see if the Town will authorize the Water and Sewerage Board to construct sewers in the following locations :


1. The location as shown on a plan entitled, Plan Showing Proposed Sewer for Brook Avenue, on file in the Water and Sewer Department office, commencing at a manhole at Wiley Place at Station 6+64.43, thence south- erly in land of Town, 195 feet to angle; thence south- easterly in land of Town, 161 feet and in land of Camella and Edith Spinalla, 294 feet, also in Sumner Avenue, so-

called, a private way, 30.5 feet, and in land of Samuel Tropiano, 136 feet, and in land of Frank Palmerini and Chira Croce, 19.5 feet to an angle; thence northeasterly to Brook Avenue, 24 feet; thence northeasterly in Brook Avenue approximately 345 feet, and authorize the Water and Sewerage Board of the Town of Wakefield to take by eminent domain under the authority of Chapter 377, Acts of 1900, and any other authority thereto enabling them, or by purchase, an easement across the private way known as Sumner Avenue and in the land of owners herein mentioned, the center line of which is described as follows: Commencing in center line of Brook Avenue at the southerly end thereof, thence running southwesterly 24 feet; thence turning and running northwesterly in a straight course about 480 feet to the southeasterly line of land of Town of Wakefield at a point distant south- westerly 53 feet from land of Pica measured along said southeasterly land of Town of Wakefield, said easement taking is to be 10 feet wide over its entire length measured equally 5 feet from said center line on each side of the owners of the property through which said easement is to be taken. The owners, so far as known, are as above set forth in this part of this article.


2. In Lowell Street from the intersection of Main Street and northeasterly to Walton Lane, approximately 1,375 feet.


3. In a private way leading from Lowell Street, called Walton Lane, approximately 500 feet, commencing at the center line of Lowell Street and extending southwesterly in said Walton Lane, and to authorize the Water and Sewerage Board of the Town of Wakefield to take by eminent domain under the authority of said Chapter 377, Acts of 1900, an easement in the whole of said private way for the laying, constructing, repairing, maintaining and operating of the aforesaid sewer therein or purchase said easement and appropriate a sufficient sum of money to carry out the purposes of this article and provide the necessary money by authorizing the transfer from the unexpended balances in the Town Treasury remaining from the sums raised and appropriated under Articles 24 and 27 and the sum raised by bond issue under Article 26 of the Town Warrant of the Annual Town Meeting of 1940 .- Board of Health.


Motion by Harry Marshall, for the Finance Committee:


That the Town authorize the Water and Sewerage Board to construct sewers in locations as described in Article 6, and appropriate the sum of $24,218.00 for such construction, the sum so appropriated to be provided

To see if the Town will authorize the Water and Sewer- age Board to construct sewers in the following streets, namely: Walden road, so-called, for a distance of ap- proximately 960 feet and in Cristofaro Street for a distance of approximately 324 feet, as shown on a lay- out approved by the Board of Survey, Aug. 13, 1940, and filed with the Town Clerk, Wakefield, Mass., and authorize the said Water and Sewerage Board of the Town of Wakefield to take by eminent domain under authority of Chapter 377, Acts of 1900, an easement in the whole of said private ways for the laying, constructing, repair- ing, maintaining and operating the said sewer therein, or purchase said easement and appropriate a sufficient sum of money to carry out the purposes of this Article and provide the necessary money by authorizing the transfer from the unexpended balance in the Town Treasury remaining from the sum raised by Bond Issue under Article 26 of the Town Warrant of the Annual Town Meeting of 1940 .- Board of Health.

Subject: Registration for Selective Service To: Town Clerk, Town of Wakefield.


In accordance with the proclamation of the President of the United States, dated September 16, 1940, the registration of all male persons, whether citizens of the United States or not, other than those exempted by law, who have reached the twenty-first anniversary of the day of their birth but who have not reached the thirty-sixth anniversary of the day of their birth on or before October 16, 1940, will take place on October 16, 1940, between the hours of 7 A. M. and 9 P. M.


It is contemplated that approximately fifteen per cent of the total population will register.


In order for you to determine the number of registrars to provide for, it is estimated that registration of each registrant will take approximately ten minutes but it is anticipated that during the evening or after working hours there will be a rush which will require a greater number of registrars.


If more registrars are required than the normal election machinery provides, it is suggested that volunteers be obtained from your home Defense Committee and have them available for use should the occasion demand.


Selective Service Regulations will be delivered to your office as soon as available in sufficient number to provide each polling place with one copy.

Harry A. Simonds was appointed to act as Chief Registrar in Precinct one.


Herbert G. Leete was appointed to act as Chief Registrar in Precinct two.


Myron E. Wing was appointed to act as Chief Registrar in Precinct three.


In addition to the regular election officers, volunteer citizens, including a majority of the school teachers, served as assistant registrars to fill cards and issue certificates to the registrants.


The School Committee patriotically granted permission to the teachers to serve, and ordered the grade schools closed for the day.


According to Government regulations, all registrars served without pay.
