CONCLUSION


As the foregoing pages indicate, the year 1940 has been an unusually busy one for the Town Clerk's department. In addition to the extra work caused by the Presidential Primaries and Presidential Election, the Town Clerk was called upon to prepare and conduct the Selective Service Registration on October 16, 1940, and the activities of the Federal Government's various Social Security boards is causing an increased demand for reference to birth and marriage records.


I desire to extend thanks and appreciation to the School Committee for their cooperation, and to the school of- ficials, and teachers, and other citizens who so ably assisted in the task of registration on October 16.


Owing to the amount of detail work in copying and recording vital statistics, particularly the amount of typing necessary, and, as the Town does not provide for a permanent clerk to assist the Town clerk in this work, and, in view of the increasing demands by the various social security agencies, I recommend that a sufficient sum for that purpose be provided.

ments here. These departments have shown a fine spirit of co-operation during the past year with the board.


The Chairman wishes to express his appreciation to the other members of the board for the co-operative and friendly spirit that existed during the year.


Sitting as a Board of Survey, the Selectmen approved several lay-outs of new developments, including those of Crosby off Sherman Road and Oakland Construction Company off Oak Street, the DeVries lay-out off Vernon Street and that of DeCristofaro in the old Walton pro- perty off Main Street. The development off Vernon Street resulted from sale of this tract of land, acquired through tax title foreclosure, to Mr. John DeVries. Sale of this land and development of this and other property was instrumental in bringing over $500,000 of building valua- tion to the town.


Mr. James M. Henderson, whose term as a member of the Contributory Retirement Board expired in June, was re-appointed as a member of that Board.


At the request of the Governor the name of Edward J. Connelly was presented to him and Major Connelly was appointed as Chairman of the Public Safety Committee for Wakefield. Later in the year Major Connelly resigned this position due to pressure of other duties and Mr. J. Theodore Whitney was appointed to succeed him in this position.


Quarters were provided in the Lafayette Building for use by the Selective Service Board for the Wakefield- Reading district.


New traffic regulations as amended were adopted and published both in the Wakefield Daily Item and in pam- phlet form, the latter being available for distribution by the Selectmen


On or about August first, two additional regular patrol. men were appointed to the Police Department, funds for same having been provided at the town meeting held in July. This brings the total complement of the Police Department up to seventeen men, which the Board be- lieves to be more nearly in proportion to the population of the town and which will bring about improved police service.


The Board wishes to express its thanks and apprecia- tion to the heads and members of all departments under its jurisdiction, for their accomplishments during the year.

I earnestly recommend the purchase of a camera for the use of the Police Department. The one that I am recommending will cost $181.30 with equipment. It now

costs the department on an average of $50.00 a year to have photographs taken, that are absolutely necessary for the successful prosecution of important cases in court, and this does not include many other photographs which are desirable and should be taken at the scene of a crime or an accident. Pictures could and would also be taken that would be desirable and valuable to the Legal Department of the Town in defending the Town in civil cases that are frequently brought against it.
