Moderator Thomas G. O'Connell announced the appointment of the following committee to serve under Article 2 of the warrant: William G. Dill, Herbert D. Anderson, Frederick G. Gorman, Cyrus M. Dolbeare, and D. Thomas Dinan.
ADJOURNED SESSION - MARCH 19, 1945
Meeting called to order at 7:37 p.m. by Moderator Thomas G. O'Connell, who called for a report of the Finance Committee for their recommenda- tion of the action to be taken under the item of Protection of Persons and Property under Article 7, as the amendment by Mr. Anderson for the appro- priation for Salaries of Regular Firemen and/or substitutes therefor, made at the previous session on March 12, was referred back to the Finance Committee with instructions to report back at some session of this meeting.
Frederick W. Bliss, chairman of the Finance Committee, reported that the committee held a hearing pursuant to the vote of the Town Meeting and, as a result, voted to recommend that the Town increase the member- ship of the Regular Firemen by adding two permanent men, and, conse- quently, he offered the following amendment:
That the appropriation under Fire Department for Salaries of Regular Firemen and/or substitutes therefor be increased by adding thereto the sum of $3,795.00, making the total for said salaries $31,226.69.
Further amendment by Mr. Anderson:
That the amendment of the Finance Committee under appropriation for Fire Department for Salaries of Regular Firemen and/or substitutes therefor be further amended by increasing the amount to be appropriated therefor by $1,897.50, making the total for said salaries $33,124.19.

Resolve offered by William E. Eaton:
Resolved: Whereas on July 4, 1845, the Boston and Maine Railroad inaugurated train service to and from Boston to South Reading, (now Wakefield), and that July 4, 1945 will mark the 100th anniversary of such service, Therefore, with a desire to commemorate this notable and historic anniversary, the Town of Wakefield in meeting assembly, hereby authorizes, its Moderator to appoint a committee of five of its citizens, one of which shall be the said Moderator, to prepare and carry out, in behalf of the Town, a suitable program of recognition of a railroad train service that has continued for 100 years to the great advantage of the Town of Wakefield and its citizens.
A show of hands indicated the vote in the affirmative to be unani- mous, and the moderator declared that, hearing no objection, the resolution stands as introduced to the meeting.

Peterson for medical and hospital expenses incurred by him as the result of an injury suffered in performance of his duties as such police officer, said sum $239.65 being the amount recommended by the Board of Selectmen .- Board of Selectmen.

Voted: That the Town raise and appropriate the sum of $239.65 to indemnify Police Officer Walter E. Peterson for medical and hospital expenses incurred by him as the result of an injury suffered in performance of his duty as a police officer.
ARTICLE 18
To see if the Town will vote to raise and appropriate, or transfer from available funds in the treasury, a sum of money for the purchase of war bonds or other bonds that are legal investments for savings banks, in order to add to a post-war rehabilitation fund, in accordance with the provisions of Chapter 5, Acts of 1943 .- Board of Selectmen.

Voted: That the Town raise and appropriate from the Excess and Deficiency Account the sum of $50,000.00 to be invested in Government War Bonds, and authorize the Treasurer, with the approval of the Board of Selectmen, to purchase such bonds of the most appropriate series of War Bonds; such investment being for the purpose of adding to the post- war Rehabilitation Fund, established as provided under Chapter 5 of the Acts of 1943.

To see if the Town will vote to authorize the Board of Selectmen to purchase a motor boat for the use of the Police Department on Lake Quannapowitt and raise and appropriate a sufficient sum of money to carry out the purposes of this Article .- Board of Selectmen.

ARTICLE 24
To see if the Town will vote to authorize the Board of Health to exe- cute for a term of not more than three years a contract, for the collection of garbage, the contractor to be under suitable bond. Said contract to become effective at the expiration of the present contract which expires June 30, 1945, the Board of Health giving public notice by advertising for bids .- Board of Health.
On motion by Finance Committee:
Voted: That the Town authorize the Board of Health to execute a contract for the collection of garbage, said contract not to exceed a term of three years from June 30, 1945, and to be let only after giving public notice by advertising for bids.
ARTICLE 25
To hear and act upon a report of a special committee appointed under Article 21 of the Town Meeting of March, 1944. Said committee consisting of the Board of Health and four citizens to consider the general subject of refuse collection .- Bertha F. Ayscough, Secretary, Special Committee.
Wesley S. Goodwin reported for the committee that various cities and towns comparable in size to the Town of Wakefield had been contacted, and that in most of those places there is a rubbish collection program; that, as a result of a questionnaire mailed to every householder in Wake- field, over 2,000 replies were received and approximately 92% favor a rub- bish collection program, but that neither the equipment nor the man- power is available at present; and, finally, that the subject matter of this article be referred to a committee to be appointed by the Moderator, for further study and to report to the next Annual Town Meeting, or to any special town meeting called previous to the declaration of the tax rate for 1945, said report to indicate approximate costs and recommendations as to whether the collection be by contract or by a town department.
