To see if the town will vote to continue the 7% temporary increase in salaries of employees, now in effect, or take any other action regarding increases in salaries of town employees and/or town officers, or what they will do about it .- Board of Selectmen.

Meeting called to order at 7:35 P. M. by Moderator Harry Marshall at the Town Hall. Patrick H. Tenney, Moderator at the High School, report- ed the meeting organized at the High School auditorium.


The two places at which the meeting was held were connected by means of a public address system and loud speaker so that the proceedings in both places were heard and participated in by all the voters present in both places.


The first order of business was the budget-item of Recreation and Unclassified.

On motion by Philip J. Flanders, chairman of the Board of Selectmen:


Voted: That the Town accept and adopt a report of the Board of Selectmen laying out as a town way under the Betterment Act in sub- stantially the same location as the private way known as Kimball Avenue, running northerly from Eastern Avenue to Cordis Street.

To hear and act upon a report on the Board of Selectmen, laying out a town way under the Betterment Act in substantially the same location of the private way known as Western Avenue, running westerly from Elm Street for a distance of approximately 350 feet .- Board of Selectmen.

To hear and act upon a report of the Board of Selectmen laying out a town way under the Betterment Act in substantially the same location of the private way known as Shetland Road running easterly and nor- therly from Keeling Road to Swansea Road approximately 450 feet .- Board of Selectmen.

Voted: That the Town accept and adopt the report of the Board of Selectmen laying out a town way under the Betterment Act in substan- tially the same location as a private way known as Shetland Road, run- ning easterly and northerly from Keeling Road to Swansea Road approxi- mately 450 feet.


ARTICLE 14


To see if the town will vote to raise and appropriate a sufficient sum of money for the original construction of public ways or the extension or widening therefor, including land damages and cost of pavement and sidewalks laid at the time of said construction or for the construction of stone, block, brick or other pavement of similar lasting character under specifications approved by the Department of Public Works or authorize the Treasurer to borrow with the approval of the Selectmen and issue notes or bonds of the town therefor .- Board of Selectmen.


The Finance Committee recommended that the Town raise and appro- priate $6,400.00 and further appropriate $33,000.00 by Bond Issue, ten-year term, for the construction of public ways to include any or all of the fol- lowing streets


Kimball Avenue, Western Avenue, Keeling Road, Shetland Road, work to be done under the Betterment Act.


On motion by Town Treasurer John I. Preston:


Voted Unanimously: That for the original construction of public ways hereafter named, including land damages and cost of pavements and side- walks, laid at the time of said construction, namely:


Kimball Avenue approximately 620 feet.


Keeling Road approximately 1,112 feet.


Western Avenue approximately 350 feet. Shetland Road approximately 450 feet.

and to pay the cost of said construction the sum of $6,400.00 be raised and appropriated and that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $33,000.00 and issue notes or bonds of the town therefor, payable in annual installments within ten years from their date or at such earlier times as the Selectmen and Treas- urer shall determine, said streets to be constructed under the Betterment Act.


ARTICLE 15


To see if the town will vote to raise and appropriate the sum of $15,000.00, to construct sidewalks on various streets in the town .- Board of Selectmen.

ARTICLE 16


To see if the town will vote to raise and appropriate the sum of $12,870.00 to construct curbing for sidewalks on various streets in the town .- Board of Selectmen.

ARTICLE 17


To see if the Town will vote to raise and appropriate a sufficient sum of money to rebuild and resurface sidewalks on various public highways in the town .- Board of Selectmen.

To see if the Town will instruct the Board of Selectmen to complete the rebuilding of Oak Street as far as Oak Avenue as per original plan including cement walks on one or both sides and raise and appropriate a sufficient sum of money to carry out the purposes of this article .- Board of Selectmen.

Voted: That the subject matter of Article 20 be indefinitely postponed, and referred to the Highway Department for further study.


ARTICLE 21


To see if the Town will vote to authorize the Board of Selectmen to install pipes in brook running easterly from 227 Nahant Street to other brook, said pipes to be installed for drainage purposes and authorize the Board of Selectmen to accept or purchase such easements as may be necessary for the installation of said drainage pipes, and raise and appro- priate a sufficient sum of money to carry out the purposes of this article. -Board of Selectmen.


On motion by Finance Committee:


Voted: That the Town raise and appropriate the sum of $900.00 to carry out the purposes of Article 21, and authorize the Board of Select- men to accept or purchase such easements as may be necessary therefor. The vote in the affirmative was unanimous.

$ 12,425.00 and raise and appropriate the sum of $12,425.00 to provide for payment therefor.

ARTICLE 23


To see if the Town will authorize the Board of Selectmen to accept on behalf of the Town, conveyances or easements from time to time, giving the Town the right to slope land back from the street lines and to con- struct retaining walls .- Board of Selectmen.


On motion by Finance Committee:


Voted That the Board of Selectmen be authorized to accept on behalf of the Town, conveyances or easements from time to time, giving the Town the right to slope land back from the street lines and to construct retain- ing walls, such authorization to extend until the next annual Town Meet- ing


ARTICLE 24


To see if the Town will vote to raise and appropriate a sufficient sum of money to pay the rental for the year to the Boston & Maine Railroad for the land occupied as a parking area at Tuttle, Chestnut and Murray Streets .- Board of Selectmen.


On motion by Finance Committee:


Voted: That the Town raise and appropriate the sum of $165.00 to carry out the purposes of Article 24.
