ARTICLE 10


To see if the Town will vote to appropriate a sufficient sum of money to pay for snow removal for the remainder of the year 1950 and for the purchase of any necessary materials, the same to be taken from the Excess and Deficiency Account, and/or other available funds .- Board of Public Works.


On motion by Finance Committee :

ARTICLE 11


To see if the Town will vote to appropriate a sufficient sum of money for the purpose of making a study of the heating, plumbing and lighting facilities and requirements of the Town Hall, the same to be taken from the Excess and Deficiency Account, and/or other available funds .- Board of Public Works.


Motion by Finance Committee:


That the Town appropriate the sum of $200.00 for the purpose of studying heating, lighting, and plumbing facilities at the Town Hall; funds for same to be taken from the Excess and Deficiency Account.


Amendment by John J. Round, Jr .:


That the Moderator appoint a committee of five to study facilities and recommend desirable changes in the town hall; said committee to report at the next Annual Town Meeting.

To see if the Town will vote to appropriate a sufficient sum of money by transfer from the Excess and Deficiency Account to pay for Sewer Connections in various streets of the town .- Board of Public Works.


On motion by Finance Committee :


Voted: That the Town raise and appropriate the sum of $8,000.00 from the Excess and Deficiency Account to carry out the purposes of Article 13.


ARTICLE 14


To see if the Town will vote to authorize the Board of Public Works to establish a road machinery fund based on hourly rental for the use of motorized equipment of the Public Works Department when used on vari- ous projects carried on under the direction of said department, the amount of said charge not to exceed the amount allowed by the State for the use of similar equipment, or act in any other manner in relation thereto .- Board of Public Works.


On motion by Finance Committee:


Voted: That the subject matter of this article be referred to a Special Town Meeting to be held during the month of November, 1950.


ARTICLE 15


To see if the Town will vote to amend the town zoning by-laws by changing from a general residence district to a business district, the prop- erty of Walter E. Peterson, located in Wakefield, Mass., and bounded and described as follows: Southwesterly by Route #128, 1,000 feet; North- westerly by B. & M. R. R. 500 feet; Northerly by Lynnfield-Wakefield line 250 feet; Northeasterly by line of New England Power Company lines loca- tion 1,250 feet; Southeasterly by Foster's Lane 800 feet .- Raymond J. Beane and others.


Chairman Arthur E. Harding of the Town Planning Board read the report of the Planning Board which stated that a public hearing had been held pursuant to a notice published in the Daily Item, and that sev- eral citizens spoke in opposition to the proposed change in the Zoning By-Law, and that the Planning Board voted, unanimously, after the meeting to recommend indefinite postponement.


Motion by Mr. Harding:


That action on the subject matter of Article 15 be indefinitely post- poned.

That the Town amend the Town zoning by-laws by changing from a general residence district to a business district the property located in Wakefield, Massachusetts, and bounded and described as follows:

To see if the Town will vote to appropriate a sufficient sum of money to provide funds for the payment of Veterans' Benefits, the same to be taken from the Excess and Deficiency Account .- Board of Selectmen.

Voted: That the Town appropriate the sum of $3,500.00 for the pur- pose of providing funds for the remainder of the year for Veterans' Bene- fits, the same to be taken from the Excess and Deficiency Account.


ARTICLE 3


To see if the Town will appropriate a sufficient sum of money to pay additional bills incurred by the Board of Health for other expenses, the same to be taken from the Excess and Deficiency Account and/or other available funds .- Board of Health.


On motion by Finance Committee:


Voted: That the Town appropriate the sum of $750.00 to carry out the provisions of Article 3; $640.00 to be transferred from the Nurses' Sal- ary Account, Health Department; and $110.00 to be transferred from the Excess and Deficiency Account to Health Department Other Expense.


ARTICLE 4


To see if the Town will appropriate a sufficient sum of money for the purpose of furnishing transportation for school pupils, same to be taken from the Excess and Deficiency Account or other available funds. - School Committee.


On motion by Finance Committee :


Voted: That the subject matter of Article 4 be indefinitely postponed.


ARTICLE 5


To see if the Town will vote to establish a Road Machinery Fund, to which shall be credited all receipts received from the use or rental of road machinery, the proceeds to be appropriated by vote of the Town for road machinery purposes, or take any other action relative thereto .- Board of Public Works.


On motion by Finance Committee:


Voted: That the Town vote to establish a Road Machinery Fund, ef- fective as of January 1, 1951, to which shall be credited all receipts for the use or rental of Road Machinery, such rental charges not to exceed the current rental rate charged by the Commonwealth of Massachusetts for State-owned equipment; appropriation from said fund to be made by vote of the Town for road machinery purposes.

Voted: That the Town appropriate the sum of $230.00 for the pur- chase of a combination scrubbing and floor-polishing machine, funds for same to be taken from the Excess and Deficiency Account.


ARTICLE 7


To see if the Town will vote to transfer a sufficient sum of money from the Highway Department Other Expense Account to establish a Road Machinery Account for the purpose of purchasing, repairing, and operat- ing road machinery or take any other action relative thereto .- Board of Public Works.


On motion by Finance Committee:


Voted: That the Town appropriate the sum of $1.00 to establish a Road Machinery account for the purpose of purchasing, repairing and operating road machinery, the said sum to be provided by transfer from the Highway Other Expense account.


ARTICLE 8


To see if the Town will vote to amend the town zoning by-laws by changing from a general residence district to a business district, the prop- erty of Walter E. Peterson and a parcel of land known as the Ernest R. Stewart property, located in Wakefield, Massachusetts, and bounded and described as follows:


Southwesterly by Route #128, 1,000 feet, more or less; Northwesterly by B. & M. R. R., 500 feet, more or less; Northerly by Lynnfield-Wake- field line, 250 feet, more or less; Northeasterly by line of New England Power Company lines location, 1,250 feet, more or less; Southeasterly by a way known as Foster's Lane, 800 feet, more or less, to the point of be- ginning .- Walter E. Peterson and others.


Arthur E. Harding, chairman of the Town Planning Board, read the report of the Planning Board, submitted as required by By-Law; said re- port noting that a hearing, duly advertised, was held, to consider the subject matter of Article 8, in the Lafayette Building at 7.45 P. M., No- vember 17, 1950, at which Walter E. Peterson, and Patrick H. Tenney, his attorney, spoke in favor, and two citizens spoke in opposition; and that the Planning Board duly and unanimously recommends that action on the subject matter of Article 8 be indefinitely postponed:

That the subject matter of Article 8 be indefinitely postponed.

ARTICLE 1


To see if the Town will vote to transfer the balance remaining in the appropriation for Highway Department Tar and Sand Account to the Highway Department Snow Removal Account or what the Town will do about it .- Board of Public Works.


On motion by Lewis Day, for the Finance Committee:


Voted: To transfer the unexpended balance of $2,494.07 in the Tar and Sand Account of the Highway Division of the Public Works Department to the Snow Removal Account of the Highway Division of the Public Works Department, $400. of said amount to be used for the purchase of materials.


ARTICLE 2


To see if the Town will vote to appropriate a sufficient sum of money to pay a pension to Joseph L. Surrette recently retired from the Moth and Tree Department for the balance of the year 1950, the said sum to be transferred from the Excess and Deficiency Account, or other available funds, to the Moth and Tree Department Other Expense Account .- Board of Public Works.


On motion by Finance Committee:


Voted: To appropriate the sum of $240.82 to pay a pension to Joseph L. Surrette from November 15th, 1950, the date of his retirement, to De- cember 31st, 1950, the same to be taken from the Excess and Deficiency Account and transferred to the Moth and Tree Account of the Depart- ment of Public Works.


ARTICLE 3


To see if the Town will appropriate a sufficient sum of money to pay for emergency repairs to the Town Hall, the same to be transferred from the Excess and Deficiency Account or other available funds .- Board of Public Works.


On motion by Finance Committee:


Voted: To appropriate the sum of $1,300.00 to pay for emergency re- pairs to the Town Hall, the same to be taken from the Excess and De- ficiency Account and transferred to the Town Hall Account of the Board of Public Works, and that the Moderator appoint a committee of at least seven citizens to study what the Town should do about rebuilding, remodeling, repairing or replacing the Town Hall, the said committee to file its report and recommendation with the Town Clerk not later than March 1, 1951.

ARTICLE 4


To see if the Town will vote that the increase of 7% in the salaries and wages of the town employees as specified and voted under Article 5 of the Annual Town Meeting of the year 1949 and continued in effect under vote passed under Article 1 of the Town Meeting of January 4, 1950, be continued in effect from January 1, 1951 until the close of the Annual Town Meeting for the year 1951 and appropriate a sufficient sum of money therefor, the same to be raised in the 1951 tax rate .- Board of Selectmen.


On motion by Finance Committee :


Voted: That the increase of 7% in the salaries and wages of the Town employees, as specified and voted under Article 5 of the Annual Town Meeting of the year 1949 and continued in effect under vote passed under Article 1 of the Town Meeting of January 4, 1950 and under vote passed under Article 5 of the Annual Town Meeting of the year 1950, be con- tinued in effect from January 1, 1951 until the close of the Annual Town Meeting for the year 1951.


ARTICLE 5


To see if the Town will vote to authorize the Board of Selectmen to increase the amount of insurance now carried by the Town to protect it and its employees in the operation of its motor vehicles and appropriate a sufficient sum of money therefor, the same to be raised in the 1951 tax levy .- Board of Selectmen.


On motion by Finance Committee:


Voted: That the Moderator appoint a committee of five citizens to investigate the entire matter of the Town's insurance protecion to ascer- tain whether the Town has proper and adequate coverage, said committee to report its recommendations at a future Town Meeting, but not later than the annual Town Meeting of 1951, said report to be filed with the Town Clerk not later than February 20, 1951.


ARTICLE 6


To see if the Town will vote to authorize the Board of Selectmen to pay police officer John L. Clark a sum equal to his salary from January 1, 1951 to the end of the Annual Town Meeting for the year 1951, the said John L. Clark being unable to perform his regular work due to injuries received in the performance of his duties, and appropriate a sufficient sum of money therefor, the same to be raised in the tax levy for the year 1951, said payment to be made to the said John L. Clark in weekly install- ments .- Board of Selectmen.


On motion by Finance Committee :


Voted: To authorize the Board of Selectmen to pay Police Officer John L. Clark a sum equal to his salary from January 1, 1951 to April 2, 1951 inclusive, said John L. Clark being unable to perform his regular work due to injuries received in the performance of his duties, and appropriate the sum of $781.04, the same to be raised in the tax levy for the year 1951.
