REPORT OF TOWN CLERK
ARTICLE 9
To see if the Town will vote to raise and appropriate a sufficient sum of money for the original construction of public ways or the extension or widening therefor, including land damages and cost of pavement and sidewalks laid at the time of said construction or for the construction of stone, block, brick or other pavement of similar lasting character under specifications approved by the Department of Public Works, or authorize the Treasurer to borrow with the approval of the Selectmen and issue notes or bonds of the town therefor .- Board of Selectmen.

ARTICLE 10
To see if the Town will vote to raise and appropriate a sufficient sum of money for the construction of curbing and sidewalks on various streets of the town .- Board of Selectmen.

Voted: That the Town raise and appropriate the sum of $16,929.00 for the construction of curbing and sidewalks on the easterly side of Vernon Street, construction to be as follows:

ARTICLE 11
To see if the Town will raise and appropriate a sufficient sum of money for sewers for sanitary and drainage purposes from Stedman Street across private land to Converse Street and authorize the Board of Select- men to purchase or take by right of eminent domain, necessary easements therefor .- Board of Selectmen.
Motion by Finance Committee:
That action under Article 11 be deferred and that the Board of Se- lectmen be instructed to make a further study of the matter covered by this article.

To see if the Town will vote that the Care of Dumps now in charge of the Health Department be transferred to the Highway Department and that a sufficient sum of money be raised and appropriated to provide for the expenses of same for the balance of the year 1950 .- Board of Select- men.
Motion by Finance Committee :
That the Care of Dumps now in charge of the Health Department be transferred to the Highway Department, and that the sum of $1,950.00 be raised and appropriated to provide for the expense of same for the bal- ance of the year 1950, to be apportioned as follows: Salary $1,461.50. Other Expense $488.50.
Amendment by Philip J. Flanders:
That the amount for salary be increased by adding $283.78, so that the total for salary shall be $1,745.28.

ARTICLE 13

Round a deed of the land described in Article 4 of the warrant for the Special Town Meet- ing to be held June 26, 1950, for use as a park or for other public pur- poses, such use to be determined at a later date by a majority vote at a town meeting.
The Finance Committee recommended favorable action on Article 4.
On motion by Chairman Philip J. Flanders for the Board of Select- men :
Voted: That the Town accept with appreciation from John J. Round a deed of land as described in Article 4 for use for park or other public purposes, such use to be determined at a later date by a majority vote at a town meeting, and that the land be placed under the jurisdiction of the Board of Selectmen.

Strong of land as described in Article 1, and that this land be placed under jurisdiction of the Board of Selectmen until such time as the voters decide at some future annual town meeting the purpose for which this land is to be used. The vote in the affirmative was unanimous.

To see if the town will vote to appropriate a sufficient sum of money for necessary supplies for the Police Department and for payment of moving expenses, funds for same to be taken from the Excess and De- ficiency Account .- Board of Selectmen.

Voted: That the Town appropriate the sum of $230.00 to carry out the purposes of Article 2, funds for same to be taken from the Excess and Deficiency Account.
ARTICLE 3
To see if the Town will appropriate a sufficient sum of money and authorize the Board of Selectmen to pay John L. Clark, a police officer, disabled in the performance of his duty, a sum equal to his salary from the 28th day of October, 1950 to December 31, 1950, the same to be taken from the Excess and Deficiency Account, and paid to the said John L. Clark in weekly installments .- Board of Selectmen.
On motion by Lewis Day:
Voted: That the Board of Selectmen be authorized to pay Police Offi- cer John L. Clark a sum equal to his salary from October 29 to December 31, 1950, inclusive; said John L. Clark being unable to perform his regular work due to injuries received in performance of his duties; and appropriate the sum of $549.30, to be taken from the Excess and Deficiency Account, said payments to be made to John L. Clark in weekly installments.
ARTICLE 4
To see if the Town will vote to appropriate a sufficient sum of money to pay pension of Charles T. George who has been retired from the Fire Department, said retirement to take effect November 4, 1950, funds there- for to be taken from the Excess and Deficiency Account .- Board of Se- lectmen.
On motion by Lewis Day:
Voted: That the Town appropriate the sum of $330.00 to pay a pension from November 5 to December 31, 1950, inclusive, to Lieutenant Charles T. George of the Fire Department, who is retiring under the Veterans' Act; said retirement to take effect as of November 5, 1950, and funds for same to be taken from the Excess and Deficiency Account.
ARTICLE 5
To see if the town will vote to amend its by-laws by adding thereto the following Chapter 16:
CIVIL DEFENSE
Be it ordained by the Town of Wakefield as follows:
Section 1. DEPARTMENT OF CIVIL DEFENSE. There is hereby established a department of civil defense (hereinafter called the "depart-

ment"). It shall be the function of the department to have charge of civil defense as defined in Section 1, Chapter 639, Acts of 1950 and to perform civil defense functions as authorized or directed by said chapter or by any and all executive orders of general regulations promulgated thereunder, and to exercise any authority delegated to it by the governor under said Chapter 639.
Section 2. DIRECTOR OF CIVIL DEFENSE. The department shall be under the direction of a director of civil defense (hereinafter called the "director") who shall be appointed as prescribed by law. The director shall have direct responsibility for the organization, administration and operation of the department, subject to the direction and control of the appointing authority, and shall receive such salary as may be fixed from time to time by the appointing authority. The director may, within the limits of the amount appropriated therefor, appoint such experts, clerks and other assistants as the work of the department may require and may remove them, and may make such expenditures as may be necessary to execute effectively the purposes of Chapter 639, Acts of 1950.
The director shall also have authority to appoint district co-ordina- tors and may accept and may receive, on behalf of the Town, services, equipment, supplies, materials or funds by way of gift, grant or loan, for purposes of civil defense, offered by the federal government or any agency or officer thereof or any person, firm or corporation, subject to the terms of the offer and the rules and regulations, if any, of the agency making the offer. The director shall cause appropriate records to be kept of all matters relating to such gifts, grants or loans.
Section 3. CIVIL DEFENSE ADVISORY COUNCIL. There is here- by established a civil defense advisory council (hereinafter called the "council"). Said council shall serve without pay and shall consist of the director of civil defense, such other department heads and such other persons as the authority appointing said director may deem necessary. Such member of said council as said appointing authority shall designate shall serve as chairman of said council. Said council shall serve subject to the direction and control of the appointing authority and shall advise said appointing authority and the director on matters pertaining to civil defense.
Section 4. POLICE AID TO OTHER CITIES AND TOWNS IN EVENT OF RIOTS OR OTHER VIOLENCE THEREIN. The police de- partment is hereby authorized to go to aid another city or town at the request of said city or town in the suppression of riots or other forms of violence therein.
Section 5. TERMINATION OF BY-LAW. This ordinance (by-law) shall remain in force during the effective period of Chapter 639, Acts of 1950 and any act in amendment or continuation thereof or substitution therefor.
Section 6. DEFINITION. All references to Chapter 639, Acts of 1950, as now in force, shall be applicable to any act or acts in amend-

ment or continuation of or substitution for said Chapter 639 .- Board of Selectmen.

To see if the Town will vote to appropriate a sufficient sum of money for the operation and expenses of the Civil Defense Department .- Board of Selectmen.

Voted: That the Town appropriate the sum of $400.00 to carry out the purposes of Article 6, funds for same to be taken from the Excess and Deficiency Account.
ARTICLE 7
To see if the Town will vote to appropriate a sufficient sum of money to cover the cost of emergency repairs in the school buildings of the town, the same to be taken from the Excess and Deficiency Account and/or other available funds .- School Committee.
