TOWN OF WAKEFIELD

Sir:
In accordance with your instructions, I have made an audit of the general accounts of the town of Wakefield for the period from September 1, 1959, and of the collector's accounts for the period from May 8, 1960, the dates of the previous examinations, to August 28, 1961, and submit the following report thereon :
The financial transactions, as recorded on the books of the several departments receiving or disbursing money for the town or committing bills for collection, were examined and checked.
The town accountant's general and appropriation ledger accounts were analyzed and checked in detail. The receipts, as recorded, were checked with the treasurer's books, while the recorded payments were compared with the treasurer's cash book and with the selectmen's warrants. The appropriations, transfers, and loan authorizations, as entered, were checked with the town clerk's records of town meeting votes and with the finance committee's records of transfers authorized from the reserve fund.
A trial balance was taken off proving the accounts to be in balance, and, after the necessary audit adjustments were made, a balance sheet, which is appended to this report, was prepared showing the financial condition of the town as of August 28, 1961.
The books and accounts in the town treasurer's office were examined and checked. The recorded receipts were analyzed and compared with the departmental records of payments to the treasurer and with other sources from which money was paid into the town treasury, while the records of disbursements were compared with the accountant's books and with the approved treasury warrants.
The cash book was footed, and the cash balance on August 28, 1961 was verified by reconciliation of the bank balances with statements fur- nished by the several banks in which town money is deposited.
The payments on account of maturing debt and interest were verified by comparison with the amounts falling due and checked with the can- celled securities and coupons on file. The outstanding bonds and coupons on August 28, 1961 were listed and reconciled with a statement furnished by the bank of deposit.
The records of payroll deductions on account of Federal and State taxes, Blue Cross and Blue Shield, group insurance, and the teachers' retirement system were checked and reconciled with the several ledger controlling accounts, while the payments to the proper agencies and refunds to individuals were verified.
It is recommended that ledger accounts be maintained for the insurance payroll deductions entirely separate from the town's appropriation accounts, so as to ensure proper controls of the payroll deductions.
The records of tax titles and tax possessions held by the town were examined and checked. The amounts transferred to the tax title account were compared with the tax collector's records, while the recorded dis- claimers and foreclosures were verified. The reported redemptions and

sales were checked with the treasurer's cash book and the accountant's records, and the tax titles and tax possessions on hand were listed and reconciled with the controlling ledger accounts, and further verified by comparison with the records at the Registry of Deeds.
The savings bank books and securities representing the investment of the trust, investment, and retirement funds in the custody of the town treasurer, the library trustees, and the Wakefield Trust Company, as trustee, were examined and listed. The income was proved, and all trans- actions and balances were verified and compared with the books of the town treasurer and the town accountant, and, in the case of the retirement funds, with the records of the retirement board. The cash on hand in the retirement funds on August 28, 1961 was proved by reconciliation of the bank balance with a statement furnished by the depository.
The books and accounts of the tax collector were examined and checked in detail. The taxes, excise, and assessments outstanding at the time of the previous audit, together with all subsequent commitments, were audited and checked with the warrants issued for their collection. The recorded collections were checked with the payments to the treasurer, the abate- ments were compared with the assessors' records of abatements granted, the transfers to the tax title account were compared with the records of tax titles held by the town, and the outstanding accounts were listed and reconciled with the respective controlling accounts in the accountant's ledger.
The records of departmental and water accounts receivable were examined and checked. The commitments were verified; the recorded collections were checked with the payments to the treasurer, as shown by the treasurer's books; the abatements, as recorded, were compared with the departmental records of abatements granted; and the outstanding amounts were listed, checked with the available records in the several departments, and reconciled with the respective controlling accounts in the town accountant's ledger.
The books and accounts of the municipal light department were audited. The consumers' accounts were examined, and the outstanding gas, electric, and sundry accounts receivable were listed and proved with the depart- mental controlling accounts and with the town accountant's ledger. The departmental controlling accounts were analyzed and checked with the town accountant's ledger accounts, and the recorded collections were proved with the treasurer's and town accountant's books.
The electric light guarantee deposit account was checked with the records on file, and the balance on August 28, 1961 was compared with the controlling account in the town accountant's ledger, and reconciled with the cash in the banks as shown by examination of a savings bank book and by reconciliation of the checking account with a statement fur- nished by the depository.
Further verification of the outstanding tax, excise, assessment, depart- mental, municipal light, and water accounts was made by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the accounts, as listed, are correct.
