In any Limited Business-Recreational District
(a) No building or premises shall be erected, altered or used for any other purpose than
1. Churches, parish houses, convents and similar religious buildings.

3. Professional and business offices and financial institutions.
4. An enclosed building or arena for indoor athletic activities.
5. An exhibition or assembly hall used for art, scientific, cultural and business exhibitions or conferences, or indoor theatrical performances.

7. Accessory uses customarily incidental to a permitted use on the same lot.

Set-Back
(b) No part of any building shall be built within 50 feet from the street line on all streets.

(c) No building shall be built with a distance of less than 20 feet from any side or rear lot line.
Height
(d) No building shall exceed a height of 50 feet.
Area and Frontage of Lot
(e) No building shall be erected or placed on a lot containing less than 40,000 square feet or having a frontage of less than 150 feet on a street, but this provision shall not prevent the construction or placing of a per- mitted building on any lot in a Commercial Recreation District containing a smaller area or a less frontage, provided such lot, on the effective date hereof, does not adjoin any other land of the same owner, available for use in connection with said lot.

(f) A continuous landscaped strip not less than 10 feet wide shall be maintained between the street line and the balance of the lot, which strip shall be traversed by not more than two driveways, each not more than 30 feet wide and one additional driveway for each 200 feet of frontage in excess of 150 feet.
Off-Street Parking
(g) Off-Street parking spaces shall be provided in accordance with the provisions of Section 5B, but not less than the following:
For offices and financial institutions, one space for each 300 square feet of gross building floor area. For restaurants, one car space for each 30 square feet of floor area used for eating purposes.
For places of public recreation or assembly, one car space for each 3 persons admitted to such place at any one time.
All parking spaces shall be located on the same lot as the building which they serve and shall be located not less than 10 feet from any street line or side or rear lot line.
Any parking area open to the public later than one hour after sunset or earlier than one hour before sunrise shall be sufficiently lighted so as to provide a minimum of 2/10 lumens per square foot throughout the area of the lot. All lights shall be covered with a standard globe and shall be shaded in such manner that no disturbing glare is visible to adjacent pro- perty owners or to motorists using the public streets.
One car space shall be deemed to occupy not less than 300 square feet of the total area not occupied by buildings or other structures. No park- ing space shall be reduced nor shall the attendance be increased at any time so that there are fewer car spaces than one for every 3 persons in at- tendance.
Prohibited Uses
(h) No building or premises shall be used for boxing or wrestling contests, roller skating, public dancing or for a public motion picture theatre.
There shall be no loud speakers or other announcement devices audible off the premises.

ARTICLE 47
To see if the Town will vote to amend its Zoning Bylaws by inserting in the first sentence of Section 5, Industrial Districts, following the words "In an Industrial District", the words "or in a Limited Industrial District", so that the first clause of the first sentence will read "In an Industrial District or in a Limited Industrial District",
and further amend Section 5 by adding new paragraphs reading as follows:
Lot Size (c) In a Limited Industrial District no lot shall be less than 80,000 square feet in area nor have a frontage of less than 150 feet on any street.
Set-Back (d) In a Limited Industrial District no part of any building shall be built within 50 feet from the line of the principal street adjacent and accessible to the lot, nor within 20 feet from the line of any additional street adjacent to the same lot.
Yards (e) In a Limited Industrial District no building shall be built within a distance of less than 20 feet from any side or rear lot line.

Beginning at a point on the northerly side of Bay State Road at the Wakefield and Lynnfield town line, thence westerly along the northerly side of Bay State Road about 855 feet to land of the Commonwealth of Mas- sachusetts, thence northerly by land of the Commonwealth of Massachu- setts about 782 feet, thence southeasterly by the Wakefield and Lynnfield town line about 1227 feet to the point of beginning, the area described containing about 8.3 acres.

ARTICLE 49
To see if the Town will vote to amend its Zoning Bylaws and Zoning Map by changing from a Single Residence District to a Business District the tract of land described as follows:
Beginning at a point in the Easterly side line of a private way known as Del Carmine Street in the Southerly line of the existing Business District on the Southerly side of Water Street; thence Southerly along the Easterly side line of Del Carmine Street and the present Business District 200 feet to a point; thence turning at a right angle and running Westerly 150 feet to a point; thence turning at a right angle and running Northerly about 245 feet to the present Business District on the Southerly side of Water Street.

Kenneth W. Thomson reported for the Planning Board, stating that a hearing, duly advertised, was held on the subject matter of Article 49, and that the Planning Board recommended favorable action.
On motion by Mr. Thomson:
Voted: To amend the Zoning Bylaws and Zoning Map by changing from a Single Residence District to a Business District the tract of land described in Article 49.
The vote in the affirmative was substantial and the Moderator declared that, having received the necessary two-thirds vote, the motion was carried.
ARTICLE 50
To hear and act on a report of the Town Planning Board on the status of the Master Plan for which an appropriation was made under Article 44 in the warrant for the 1959 annual town meeting.

Miss Ruth Woodbury of the Planning Board read the report which stated that the Consultant's work on the Master Plan is now complete.
The "Master Plan", copies of which, with maps and descriptions, were distributed to the meeting attendants outlined the Planning Board's recom- mendation for the future growth of the town: zoning requirements, and desirable action by various town boards and town meeting action to ac- complish desirable action in the fields of schools, recreation, conservation, business center, civic center, commuter service, thoroughfare plan, zoning.
The report was well received.
On motion by Finance Committee:
Voted: That the report be accepted as a report of progress.
ARTICLE 51
To see if the Town will vote to accept the provisions of General Laws, Chapter 40, Section 8C, as amended, establishing a Conservation Commis- sion, and direct the Selectmen to appoint seven (7) members thereto within 60 days after the adoption of this article.

ARTICLE 53
To hear and act upon the report of a committee appointed under authority of Article 7 of the warrant for the special town meeting of June 19, 1961 for the purpose of a continuing study of the town's parking require- ments.
-Town Parking Committee.
A comprehensive report by the committee of their work to date in- cluded a statement that the committee feels that the most urgent parking problem was in the Central Business District which extends from the Ar- mory and the High School on the South, to the Library and Post Office on the North, and from North Avenue on the West, to Crescent Street on the East. Therefore, our efforts to date have concentrated in this area. We all feel we have reached a stage where we are compelled to give more thought to where we are going, and not just where we have been.
Wakefield's Master Plan is about completed. The town was first ad- vised, by the consultant preparing this Master Plan, on July 27, 1961, that a possible answer to the town's parking problems might be found through the establishment of a redevelopment Authority.
The committee recommended the passage of Article 54, sponsored by the Town Parking Committee, to establish a Redevelopment Authority.

Voted: That the Town determine that there is a need for a redevelop- ment authority in the Town of Wakefield for the purpose of engaging in urban renewal and assembly and redevelopment projects, and that it is in the public interest that such an authority be organized in Wakefield, as provided by General Laws, Chapter 121, Section 26 QQ as amended.
(This vote was reconsidered later in the meeting and not voted).

To see if the Town will vote to provide cooperative and complimentary facilities to mental health out-patient clinics and for payment for services to be rendered for such clinics in accordance with the provisions of General Laws, Chapter 40, Section 5, Clause 40C, the same to be expended under the direction of the School Committee; and to raise and appropriate a suf- ficient sum of money to carry out the purposes of this article.
