TOWN OF HARWICH WATER WORKS REPORT


At a town meeting held December 27, 1935, it was voted to supply itself and inhabitants with water


This action and the procedure in building the water works was taken under a special authorization act of the Legislature being Chapter 165 of the Acts of 1935. This was a usual water works act with all the necessary provi- sions for construction and operation of the water works.


The Selectmen, after due investigation and considera- tion, engaged Whitman and Howardof Boston, well known engineers in these lines, as engineers for the proposed work.


An application was made in due form to the Federal Emergency Administration of Public Works, commonly called the P. W. A., for a grant of 45 per cent of the total cost of the work under date of June 25, 1935. It was planned to lay about fifteen and one-half miles of water mains, ob- taining water from wells, with a pumping station and ele- vated pressure tank, at an estimated cost of $260,000. Of this amount, the Federal grant, applied for, and later grant- ed, was $117,000, the Town furnishing the remainder.


It was necessary to apply to the Massachusetts Emer- gency Finance Board for approval, their approval being duly obtained.


Proposals for the purchase of the water bond issue were obtained and the bonds were sold to First Boston Corp. at 2 per cent interest, with premium and accrued interest amounting to $82,927.


We were then prepared to find a good supply of water and proceed. After due preliminary examinations by the engineers, it was decided to buy about twenty acres of

land in the valley north of Chatham Rd., about one and one- third miles easterly from the Town Hall ; there to build wells and the pumping station. Bids for the construction of wells, from careful specifications, were obtained and opened Janu- ary 13, 1936. Six bids were received, based on unit prices, the canvass of bids for same being as follows :

The Selectmen awarded the contract to the lowest bidder, C. Repucci and Co. This contract was for four wells, commonly called gravel packed wells, with such experiment- al pumping as required. This work was pursued and com- pleted on April 2, 1936, the tests being satisfactory in every respect. The wells are 52 inches in diameter and average about 32 feet deep, being in uniformly coarse and clean sand -the wells running north and south through the valley about 200 feet apart. Experimental pumping under sus- tained draft was done and continued at a high rate (much higher than will ever be required for the water supply) from March 13 to March 18, the level of the water in the valley dropping less than two feet and quickly recovering its eleva- tion. The wells are sealed at the top with an eight inch slab of concrete and twenty-four inches of tamped clay-the pur- pose to exclude surface water. The location, the wells, and the water supply were approved by the State Department of Public Health as to both quality and quantity, after chemi- cal and bacterial analyses, as being excellent water, good and satisfactory in every respect, as per their letter of April 2, 1936.

The State and Federal authorities having now ap- proved both the water supply and the finances being avail- able, the Selectmen felt authorized to proceed with the con- struction of the complete water supply system as per the original plan as laid out. Careful specifications and contract, having been prepared for pipe connecting wells, furnishing and laying water mains of various sizes with hydrants valves etc., building pumping station with pumping equipment, grading grounds, building elevated tank, laying house ser- vices with meters, fittings etc., bids were obtained and opened on April 23. 1936. Eight bids were received, based on unit prices, the canvas of bids for same being as follows :

The pumping station work, and the elevated tank were sublet, with the approval of the Town and the P. W. A. au- thorities, as were certain other special parts of the work. It was arranged not to lay mains in the State highway, Main St., and the summer section of the Town at Harwichport, during the summer season, work in these particular sections being done in the spring and fall. The work proceeded with as little friction as is usual in such cases, and was completed within the life of the contract as specified, viz :- December 24, 1936. The amount of pipe laid is as follows :

The cast iron pipe was furnished by the United States Pipe and Foundry Company, Matthews hydrants were used, and Trident meters Special Bitumastic pipe lining was specified and used for the 6 inch pipe accelerating flow of water and lengthening its life The house service pipe is ce- ment lined, with lead lined couplings and fittings. Special work of an interesting character was done at Herring River, West Harwich, at the bridge crossing, convenient addition being made to the south of the bridge to carry the pipe, and packing and outer casing provided to prevent freezing. It is fair to compliment the contractor, the engineers, and the resident engineer in getting through the work without an accident, and getting the streets resurfaced with painstak- ing and, as we believe, generally in good shape-the hard street paving being sublet to Louis A. Byrne. Proper per- mits were obtained from the Commonwealth, Department of Public Works, for needed locations along the State high- way.


It was necessary to make proper "grid-iron" con- nections along the shore line at the ends of the many streets leading to the water at Harwichport to proceed through some 50 pieces of private property. This was done with- out litigation and practically without expense, and our en- gineers and town counsel, who labored particularly in these matters, are to be credited with saving the Town from considerable possible expenditure and the thanks and ap- preciation of the Town is due to the several taxpayers who here gave free rights of way. We believe all necessary rights of way have been legally obtained.

grounds was sublet to Louis A. Byrne, of Dennis, and we have a very excellent brick pumping station in every re- spect, the design being very fitting, it being a well built permanent building (together with garage) and the grounds being well graded. It is designed to use the build- ing as headquarters for maintenance of the water system it having proper tools and work bench, and a good truck has been provided. Office space is provided for the super- intendent, the pump room, pumps and arrangements are both complete and agreeable, and all is well lighted. After thorough investigations and comparisons of probable cost of various sources of power for pumping, it was decided that it would be decidedly to the advantage of the Town to install a Diesel engine to furnish the power for pumping. A 60 horsepower Fairbanks Morse Diesel engine was in- stalled to drive a Pennsylvania centrifugal pump having a capacity of 500 gallons per minute. For stand-by or emer- gency purposes, a duplicate pump was installed which is driven by a 60 horse power Buda gasoline engine Both electric motor driven and gasoline engine driven air com- pressors and vacuum pumps were installed The pumping equipment was furnished and installed by F. A. Mazzur Co., Inc., of Boston.


The elevated tank, built by the Chicago Bridge and Iron Works, sub-contractors, is of steel, 250,000 gallons capacity, with ellipsodial bottom. The diameter is 40 feet and the height to the overflow line on the top of the tank is 165 feet above the earth surface at that point. The six legs and the concrete foundations are securely built to withstand both weight and tremor, and is a particularly strong structure. The usual chamber is provided at the base for connections, shut off, etc. The height of the tank is necessary in order to give sufficient water pressure-75 pounds per square inch-to the area supplied by the water works system. Lest this be discounted somewhat, we may

recite that the hills of Harwich and this whole vicinity are but forty to sixty feet above sea level and a high tank is absolutely necessary to give such water pressure from the hydrants as will accomplish the purpose as protection against fire, and gaining the approval of the New England Insurance Exchange (which has been obtained) and which is absolutely necessary to the material reduction in fire insurance rates which we are now entitled to. As for the immediate location of the tank, it was selected after due consideration, first, as had been determined by our en- gineers (and by several engineers who have stated the tank should be on Kildee Hill) in general and specifically as a matter of economy, the locus here being obtained for ten per cent of what the cost would have been to place it farther back. We have had a particular report on the possibility and reasonableness of embellishing or "dressing up" this tank with its long legs. We are told that it is probably impossible, without many thousand dollars expense, to build any kind of a "dress" or particular embellishment for so high a tank, and that no example of it can be pointed out to us, at least in New England. As to the general ap- pearance of the tank, it was duly considered and has been fully reported on, and with the painting of it an agreeable color, and bearing in mind the proper and necessary use to which it is put-and considering a reasonable economy- we believe it need not be criticised. Two 60 watt electric lights have been placed on the top of the tank at the sug- gestion of the Department of Commerce, for the twofold purpose of guidance to airplanes and mariners.
