ANNUAL TOWN MEETING WARRANT


FEBRUARY 1, 1937.


Barnstable, SS.


To either of the Constables of the Town of Harwich, in said County, Greetings :-


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the Inhabitants of said Town qualified to vote in Elections and Town af- fairs to meet in Exchange Hall in said Town on Monday, February 1st, 1937, at Nine o'clock A. M., then and there to act on the following Articles :-


Article 1. To choose on one ballot the following Town Officers and Committees : Town Clerk, Town Treasur- er, Tax Collector, one year; one Selectman, Overseer of Public Welfare and Board of Health, for three years; one Assessor, for three years ; three Herring Committee, for one year; one School Committee for three years; three Con- stables, for one year; one Trustee of Brooks Library, for three years; one Park Commissioner, for three years; a Moderator for one year; three Water Commissioners, one for one year, one for two years, one for three years.


Article 2. To choose all other necessary Town Of- ficers and Committees.


Article 3. To see if the town will vote to authorize the town treasurer with the approval of the selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1937, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for

a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 4. To hear the report of all Town Officers and Committees, for the year 1936.


Article 5. To see if the town will vote to raise and appropriate such sums of money as may be necessary to defray Town expenses for the ensuing year, and act fully thereon.


Article 6. To see if the town will vote to instruct its Selectmen to control, regulate and prohibit the taking of Eels, Clams, Quahaugs and Scallops, within the Town limits as provided in Chapter 91, Section 85, and acts and amendments thereto, to the revised Laws of Massachusetts, and to make any regulations in regard to such fisheries as may be expedient, and act fully thereon.


Article 7. To see if the Town will vote to erect and maintain one electric street light in front of the Pumping Station on Chatham Road.


Article 8. To see if the Town will vote to erect and maintain one street light on a pole near the residence of Jennie Ashley, Depot Street, West Harwich, and act fully thereon.


Article 9. To see if the Town will vote to install and maintain two electric lights on Wah-Wah-Taysee Road, Har- wichport, and two on Hiawatha Road.


Article 10. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and maintain two street lights on Harbor Road, West Harwich, one to be placed at the intersection of Riverside Drive and Harbor Road, and the other at the other end of Harbor Road.


Article 11. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and main-

tain two street lights to be placed on Forest Street, Har- wichport, between the Golf Club and the residence of Harold Eldredge.


Article 12. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and main- tain two street lights on Zylpha Road, Harwichport.


Article 13. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and maintain five street lights to be placed on the Lower Coun- ty Road in West Harwich; one at the intersection of Grey Neck Road and Lower County Road; one half way between Grey Neck Road and Pleasant Road; one at the intersec- tion of Pleasant Road and Lower County Road; one half way between Pleasant Road and Chase Street; and one ai the intersection of Chase Street and Lower County Road.


Article 14. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and main- tain a street light on the third pole on Chase Street in West Harwich, near the intersection of Pleasant Road. By re- quest.


Article 15. To see if the Town will vote to continue the construction of the bituminous sidewalk on the south side of Lower County Road, Harwichport, from the shop of. Walter Emery to Hiawatha Road.


Article 16. To see if the Town will vote to raise and appropriate the sum of One Thousand Dollars ($1,000 .- 00) to build a sidewalk on the East side of Pleasant Lake Avenue, to be hardened with bituminous concrete or hot- mix; to start at the North side of "Exchange Building" and extend northerly as far as money will go.


Article 17. To see if the Town will raise and appro- priate the sum of Twenty-seven Dollars Fifty Cents ($27.50) to cover the cost of installing four electric lights under

each of the balconies in Exchange Hall, providing illumina- tion for Cape musical organizations when playing from the floor.


Article 18. To see if the Town will raise and appro- priate the sum of Two Hundred Fifty Dollars ($250.) to defray the expenses of the Junior Community Band and other Cape musical organizations, in giving free band or orchestral concerts at Brooks Park, and act fully thereon.


Article 19. To see if the Town will vote to raise and appropriate the sum of One Hundred Dollars ($100.) to reset and repair eleven headstones in the old cemetery at the Centre, which were broken by miscreants during the past year.


Article 20. To see if the Town will vote to discon- tinue as a Town Way that portion of Belmont Avenue, be- ing in that part of said Town of Harwich called West Har- wich, lying south of the southerly line of intersection of Chase Avenue, the said portion being located between the Hotel Belmont property on the east, and property belong- ing to James R. Strong on the west.


Article 21. To see if the Town will vote to extend construction of its Town Water System, from the present dead-end at junction. of Oak and Park Streets, westward through Park Street to the Harwich-Brewster Road, so call- ed, thence southerly through said Harwich-Brewster Road, connecting with the existing Water System at Main Street in Harwich Centre, near the Exchange Building; and raise and appropriate a sufficient sum of money therefor.


Article 22. To see if the Town will vote to extend construction of its Town Water System from Parallel Street near the present High School location, along Sisson Road toward South Street, and raise and appropriate the sum of Forty-seven Hundred Dollars ($4700.00) therefor.

Article 23. To see if the Town will vote to raise and appropriate the sum of Twenty-six Hundred Dollars ($2,600.00) to extend the Water Main from near the George Fottler homestead to a point called Uncle Venie's Road at Kozy Korner.


Article 24. To see if the Town will vote to raise and appropriate a sum not to exceed Five Hundred Dol- lars ($500.00) to be paid to the Cape Cod Hospital for the establishment and maintenance of a free bed in the Hospital for the care and treatment of persons certified by the Se- lectmen to be residents of the Town and unable to pay for such care and treatment, in accordance with Section 74 of Chapter 111 of the General Laws, or take any action in relation thereto, and act fully thereon.


Article 25. To see if the Town will vote to raise and appropriate the sum of Three Hundred Dollars ($300 .- 00) for the purpose of improving the beach at South Har- wich.


Article 26. To see if the Town will vote to raise and appropriate the sum of Eleven Thousand Four Hun- dred and Sixty-two Dollars ($11,462.) to purchase and equip a 500-gal. Fire Pumper, and to build and equip a Fire Sta- tion; said pumper and station to be located in West Har- wich, and to act fully thereon.


Article 27. To see if the Town will vote to raise and appropriate the sum of One Thousand Three Hundred and Seventy-five Dollars ($1375.) for the purpose of in- stalling a new centrifugal 500-gal. pump on No. 1 fire pumper, and act fully thereon. By request.


Article 28. To see if the Town will vote to raise and appropriate a sum of money not to exceed Fifteen Hun- dred Dollars ($1500.) under the provisions of Sub-Section 21 of Section 1 of Chapter 371 of Acts of 1921, and any

and all amendments thereof and additions thereto for the employing of a nurse through the Harwich Visiting Nurse Association, Inc.


Article 29. To see if the Town will vote to raise and appropriate the sum of Twenty-five Hundred Dollars ($2500.) to be used under the direction of the Selectmen for the promotion of public recreation and amusement in the form of Baseball, in accordance with Legislative Acts of 1930, Chapter 12, Section 1, and any acts and amend- ments thereto.


Article 30. To see if the Town will vote to raise and appropriate the sum of Three Hundred Dollars ($300.) for the benefit of Chase Library, West Harwich.


Article 31. To see if the Town will vote to raise and appropriate the sum of Three Hundred Dollars ($300.) for the benefit of the Harwichport Library Association.


Article 32. To see if the Town will vote to raise and appropriate the sum of Six Hundred Dollars ($600.) for the use of Harwich Post No. 292, American Legion, in the proper observance of Memorial Day and Armistice Day, and for other purposes. By request.


Article 33. To see if the Town will vote to raise and appropriate the sum of Twenty-five Dollars ($25.00) for the expense of an officer finding and disposing of unlicensed dogs, and act fully thereon.


Article 34. To see if the Town will vote to raise and appropriate a sum of money for the improvement of Harwich-Orleans Road; said money to be used in conjunc- tion with any money which may be allotted by the State or County, or both, for this purpose; or take any other ac- tion in relation thereto.


Article 35. To see if the Town will vote to transfer the Surplus War Bonus Fund in the amount of One Thou-

sand Eighty-one Dollars and Forty-five Cents ($1,081.45) to the Public Welfare Fund, and act fully thercon.


Article 36. To see if the Town will vote to raise and appropriate a sum of money for jetty work between the Chatham and Dennis lines, the same to be expended under the direction of the Water Ways Department, and act fully thereon.


Article 37. To see if the Town will vote to pay the Water Commissioners a salary and act fully thereon.


Article 38. To see if the Town will vote to raise and appropriate the sum of One Thousand Dollars ($1,000.) to be expended in connection with W. P. A. work, said money to be expended under the supervision of the Select- men.


Article 39. To see whether the town will establish a planning board under the provisions of General Laws, Chapter 41, Section 81A, as added by Chapter 211 of 1936; the board to consist of five members, the first elections to be for one to five-year terms and thereafter one each year for a five-year term. ·


Article 40. To see whether the town will vote to accept the provisions of General Laws, Chapter 41, Sec- tions 81F to 81J, inclusive, as added by Chapter 211 of 1936.


Article 41. To see if the town will vote to appro- priate the sum of Twelve Hundred Dollars ($1200.) for the preparation of a zoning system under the direction of the planning board, or act in any manner thereon.


Article 42. To see if the town will vote to raise and appropriate the sum of One Hundred Fifty Dollars ($150.) for tuitions to Trade Schools. By request.


Article 43. To see if the Town will vote to transfer the unexpended surplus overlay of Twelve Hundred Eighty-

one and 53-100 Dollars ($1,281.53) to the Reserve Fund, and act fully thereon.

And you are directed to serve this Warrant by post- ing attested copies thereof one in each Post Office in said Town, seven days, at least, before the time of holding said meeting. The Polls will be open at 9 o'clock A. M. on Monday, February 1, 1937, and may be closed at 2 o'clock P. M.

REPORT OF THE SCHOOL COMMITTEE


The following reports embody the yearly account of the work of the Harwich School System and are presented for the consideration of the Town.


The Committee would like to make mention of the fact that we are aware that the transportation problem has not been satisfactorily solved. The uncertainty of what con- ditions in the High School were to be, the over-crowded con- ditions on the buses and the length of time away from home for the younger children are all conditions which the Com- mittee hopes to remedy in the coming year. To this end we are asking the taxpayers to make a larger appropriation.


The opening of the New High School will necessitate a further increase in the expense of operating the schools but since the service to be rendered to the young people of our town is in keeping with the best traditions of modern education and better prepares them to cope with an ever more complex world, we feel that the citizens will feel a pride in making that service possible.


We wish to thank the personnel of the School Depart- ment for making this year one of harmony and accomplish- ment and to thank the citizens for their support and loyalty which makes the future brighter for the youth of Harwich.
