Article 19. To see if the Town will vote to establish by Town Ordinance or By-Law a new department to be known as The Civilian Defense Department under a Legislative Act Chapters 719 and 487 of 1941.

Article 20. To see if the Town will accept the Cem- etery Trust Fund of $100.00 for the perpetual care of Lot No. 41 in Pleasant Hill Cemetery, known as the John E. and Desire L. Gould lot.

Article 21. To see if the Town will accept the Ceme- tery Trust Fund of $200.00 for the perpetual care of the Alger-Evrard lot in Pleasant Hill Cemetery.

Article 22. To see if the Town will accept the Ceme- tery Trust Fund of $100.00 for the perpetual care of the Abbie B. Jones family lot in Pleasant Hill Cemetery.

Article 23. To see if the Town will vote to raise and appropriate the sum of $35.00 for Christmas decorations by illumination at the Monument, and appoint a com- mittee of three for the same.


The Finance Committee recommends this appropriation.


Article 24. To see if the Town will vote to appropri- ate from available funds in the Treasury a sum of money to be used by the Assessors to reduce the tax rate for the current year.


The Finance Committee recommends the appropriation of not over $15,000.00 from the Surplus Revenue to be used by the Assessors to reduce the Tax Rate for the current year.


Article 25. To see if the Town will vote to authorize and empower the Selectmen to accept and receive for and in its behalf from Thomas W. Prince, Trustee under the will of Edward Capen, late of West Bridgewater, de- ceased, certain money and property now in said Trus- tee's possession and to hold, manage, control, invest, re- invest and dispose of the same in accordance with the terms and provisions of said will as here-after modified and varied by the decree or decrees of the Probate Court for the County of Plymouth.


The Finance Committee recommends favorable action.


Article 26. To see if the Town will vote to transfer from the Federal Project 1941 Balance the sum of $500.00 to build a new spillway in the Town River to replace the present dangerous, damaged structure.


The Finance Committee recommends this transfer.


Article 27. To see if the Town will vote to transfer the surpluses remaining in the following departments on December 31, 1941 into Surplus Revenue Account : New Town Offices $102.00; West Street $300.00; State Aid Vocational Education $650.00. Total $1,052.00.

TOWN CLERK'S REPORT


ANNUAL TOWN MEETING, MARCH 2, 1942


A meeting duly warned of the inhabitants of West Bridge- water qualified to vote in election and Town affairs was held in the Town Hall at West Bridgewater, Monday, March 2, 1942, at nine o'clock in the forenoon, and the following is a record of the doings of said meeting:


The meeting was called to order by the Town Clerk, in the absence of the Moderator and after Article 1 of the Warrant had been read, that is to elect the following officers for the Town by ballot, the Town Clerk declared the meeting opened to elect the following: One Town Clerk for one year; one Moderator for one year; one Assessor for three years; one Selectman for three years; one Treasurer for one year; one Water Commissioner for three years; two School Committee for three years; one member of Board of Public Welfare for three years; Two Trustees of Public Library for three years; One Trustee of Public Library for two years to fill vacancy; one Tree Warden for one year; two Constables for one year; One Tax Collector for three years.


The Election Officers were duly sworn in by the Town Clerk to the faithful performance of their duties and were as follows: Louis Hayden, Elizabeth Smith, Mary Pratt, Lulu Gardner, Grace Keenan, Helen Ross, Dorothy Eckstrom, Albert Snow, Anna M. O'Shaughessy, Harold Garfield, Daniel Crowley, Ernest Fongeallaz, Lillian Earle, Francis Cheyunski, James Peterson.


The ballot box was inspected by the police officer in charge

and found to be empty. The register was then set at zero. One thousand two hundred ballots were delivered by the Town Clerk and receipt given for same.


At 8:00 o'clock P. M. the polls were declared closed. There were 711 ballots cast as shown on the indicator of the Ballot Box.

ADJOURNED TOWN MEETING, MARCH 9, 1942


Meeting called to order at 7.30 p.m. by Moderator E. Marion Roberts, who stated that as the required number of voters by Law viz. 10% of all the voters. The number lacking it was moved that the meeting be delayed a half hour. Upon voice vote the motion was carried. At 8:00 o'clock p. m. the number

still lacking 19 voters it was voted upon motion to postpone the meeting until Friday, March 13 at 7:30 P. M. The motion was carried and meeting adjourned to the time indicated.


Following a vote taken at Adjourned Town Meeting, March 9, 1942, the postponed Town Meeting was called to order by the Moderator, E. Marion Roberts. The reading of the War- rant, by H. E. Bryant, Town Clerk, was followed by a period of silence in memory of Howard B. Wilbur, who served as Moder- ator for 41 years.


Article 2.


To Choose Town Officers for ensuing year not elected on the Official Ballot.


The following named were by vote of meeting chosen:

To see if the Town will vote to authorize the Town Treas- urer with the approval of the Selectmen, to borrow money from

time to time in anticipation of the revenue of the financial year beginning January 1, 1942 and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


On motion this article was carried.

Article 6.


To see if the Town will vote to raise and appropriate a sum of money to be used in connection with Chap. 90, Highway Maintenance. Said appropriation to be used together with any sum that may be allotted thereto by State and County.


Moved and carried that the sum of $1,000.00 be appro- priated.


Article 7.


To see if the Town will vote to raise and appropriate a sum of money for the improvement of streets, said money to be used in conjunction with any money which may be allotted by the state or County, or both, for this purpose, or take any other action in relation thereto.


Moved this article be passed.


Article 8.


To see if the Town will vote to appropriate a sum of $50.00 for a clinic by the School Physician to immunize school chil- dren and pre-school children against diphtheria.


On motion this article was carried.


Article 9.


To see if the Town will vote to raise and appropriate the

sum of $2,000.00 for the purchase, for school purposes, of a plot of land, approximately 91/2 acres, opposite the Center School.


On motion this article was passed.


Article 10.


To see if the Town will vote to authorize the Moderator to appoint a committee of eight to study the School housing situ- ation.


On motion this article was carried.


Article 11.


To see what amount the Town will vote to raise and appro- priate for the use of Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension Service) and choose a Town Director as provided in Sections 41 and 42 of Revised Chapter 128 of The General Laws and act thereon.


On motion this article was carried, and Clifford Carlson was appointed as director.


Article 12.


To see if the Town will raise and appropriate the sum of $1,904.01 for maintenance of Plymouth County Hospital under provisions of Chapter 111, Section 85, of the General Laws.


On motion this article was carried.


Article 13.


To see if the Town will raise and appropriate the sum of $300.00 for maintenance of Visiting Nurse service in West Bridgewater.


On motion this article was carried.

Article 14.


To see if the Town will accept the provisions of paragraph A-7 in the ninth Clause of the Will of the late Anna Clifford Howard, bequeathing a fund to the Town of West Bridgewater in trust, to be known as the "William J. Howard and Anna Clifford Howard Scholarship", and the further provisions con- tained in paragraph A-16 in the ninth clause of said will be- queathing a fund to the trustees of the Public Library, in trust, said fund to be known as the "William J. Howard and Anna Clifford Howard Fund".


On motion this article was accepted. The sum of $4,835.92 to be used for the Scholarship, and $2,417.96 to be used for the Library.


Article 15.


To see if the Town will vote to raise and appropriate the sum of $50.00 for the purpose of preserving the Town Records.


On motion this article was carried.


Article 16.


To see if the Town will vote to raise and appropriate a sum of money for the placing of two Street Lights on Wall Street, West Bridgewater, near the Town Lines.


On motion this article was carried.


Article 17.


To see if the Town will vote to install one Street Light on River Street near the entrance to Memorial Park, and raise and appropriate a sum of money for the same.


On motion this article was carried, and the sum of eighteen dollars was voted for same.

Article 18.


To see if the Town will vote to authorize the Town Treas- urer, in his discretion, but with the written approval of the Board of Selectmen, or a majority thereof, to sell any land ac- quired by the Town through foreclosure of a tax title and to execute and deliver in the name and behalf of the Town all deeds necessary to effectuate any such sale.
