TOWN CLERK'S REPORT
ANNUAL TOWN MEETING, MARCH 6, 1944
A meeting duly warned of the inhabitants of West Bridge- water qualified to vote in election and Town affairs was held in the Town Hall at West Bridgewater, Monday, March 6, 1944, at nine o'clock in the forenoon, and the following is a record of the doings of said meeting:
The meeting was called to order by the Town Clerk in the absence of the Moderator, and after Article 1 of the Warrant had been read by the Town Clerk, that is to elect the following officers for the Town by Ballot, the Town Clerk declared the meeting opened to elect the following: One Town Clerk for one year; One Moderator for one year; One Assessor for three years; One Select- man for three years; One member of Board of Public Welfare for three years; One Treasurer for one year; One Water Commissioner for three years; Two School Committee members for three years, two Trustees of Public Library for three years; One for two years to fill vacancy; One Tree Warden for one year; Two Constables for one year.
The Election Officers were duly sworn in by the Town Clerk to the faithful performance of their duties and were as follows: Frank Dufault, Carleton Payne, Harold Bourne, Anna Peterson, Helen Ross, Dorothy Williams, Grace Keenan, Mary Pratt, Lulu Gardner, Ellen Brown, Elmer Hunt.
The ballot box was inspected by the police officer in charge and found to be empty. The register was then set at zero. One thousand two hundred ballots were delivered by the Town Clerk and receipt given for same.

At 8:00 o'clock P. M. the polls were declared closed. There were 548 ballots cast as shown on the indicator of the Ballot Box.

ADJOURNED TOWN MEETING, MARCH 13, 1944
At 8:30 P. M. the required number had not arrived and upon motion the meeting was adjourned to Monday, March 20, at 8:00 o'clock P. M.
Following a vote taken at Adjourned Town Meeting, March 13, 1944, the postponed Town Meeting was called to order by the Moderator, E. Marion Roberts. In Memory of Francis Mahoney who served for Several years as a Registrar, and Daniel Lothrop who served on the Library Board of Trustees for many years, both of whom passed away in 1943, the Moderator requested all to rise and remain in silent contemplation.
With reference to the By-Law requirements of 10% of the voters being present at the meeting in order to constitute legal quorum which caused a great deal of adjournments when the re- quired number were not present, the Town Clerk visited the At- torney General's office and learned because of technical require-

ments which we failed to provide them with the By-Law never was legally approved by them, although we had a letter to that effect from that office.
Consequently we have at present no particular number gov- erning the quorum and the meetings since have proceeded upon Moderator and Selectmen being satisfied that the number present constitute a quorum.
The meeting proceeded as follows:

To choose Officers for the ensuing year not elected on the Ballot.
The following named were by vote of meeting chosen:

to time in anticipation of the revenue of the Financial year begin- ning January 1, 1944, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
On motion this article was carried.

ARTICLE 6
To see if the Town will vote to raise and appropriate, or trans- fer from unappropriated available funds in the Treasury, a sum of money for Chapter 90 Highway Maintenance or take any action relative thereto.
James A. Hemenway at this point offered a substitute Motion for the above.
Substitute Motion:
That the sum of $1,000.00 be raised and appropriated to meet the Town's share of the cost of Chapter 90, Highway Maintenance and that, in addition the sum of $2,000.00 be appropriated from surplus Revenue to meet the State's and County's share of the cost of the work, the reimbursements from the State and County to be restored, upon their receipt, to the Surplus Revenue Account.
Upon Motion the Substitute was carried. Maker of original Motion accepted the Substitute.
ARTICLE 7
To see if the Town will vote to raise and appropriate or trans- fer from surplus revenue in the Treasury a sum of money for the purchase of War Bonds or other Bonds that are legal investments for Savings Banks in order to establish a post War Rehabilitation Fund in accordance with the provision of Chapter 3, Acts 1943.
On Motion this Article was carried.

ARTICLE 8
To see if the Town will vote to appropriate a sum of money $75.00 for a Clinic by the School Physician to immunize School Children and pre-school children against Diptheria.
On motion this article was carried.
ARTICLE 9
To see if the Town will vote to appropriate the sum of $50.00 for a "Well Child Conference".
Upon motion this Article was carried.
ARTICLE 10
To see if the Town will vote to raise and appropriate the sum of $100.00 for the use of Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension Service) and choose a Town Director as provided in Section 41 and 42 of Re- vised Chapter 128 of the General Laws and act thereon.
Upon motion this article was carried with the appointment of Clifford H. Carlson as the director.
ARTICLE 11
To see if the Town will raise and appropriate the sum of $2,162.06 for maintenance of Plymouth County Hospital under Provision of Chapter 111 Sec. 85 of the General Laws.
Upon motion this article was carried.
ARTICLE 12
To see if the Town will raise and appropriate the sum of $300.00 for Maintenance of Visiting Nurse Service in West Bridge- water.
Upon motion this Article was carried.

ARTICLE 13
To see if the Town will vote to raise and appropriate the sum of $50.00 for the purpose of preserving the Town Records.
Upon motion the Article was carried.
ARTICLE 14
To see if the Town will authorize the Town Treasurer, in his discretion, but with the approval (written) of the Selectmen or a majority thereof, to sell any land acquired by the Town through Foreclosure of Tax Title and to execute and deliver in the name and behalf of the Town all deeds necessary to effectuate any such sale.

ARTICLE 15
To see if the Town will vote to raise and appropriate an amount ($16.00) to pay a tuition bill at Bristol County Agricul- tural School for September, 1940.
Upon motion this Article was carried.
ARTICLE 16
To see if the Town will vote to authorize the Assessors to take from Surplus Revenue in the Treasury a sum of money not to exceed $1,500.00 to be used for the purpose of reducing the Tax Rate for the Current year.

ARTICLE 17
To see if the Town will vote to raise and appropriate the sum of $73.50 to pay one half of the retirement fee of Teachers on Military leave as required by Chapter 419 Acts of 1943.
On motion this Article was carried.

ARTICLE 18
To see if the Town will vote to transfer the surpluses remain- ing in the following departments on December 31, 1943 into Sur- plus Revenue Account; Federal Project Material Account, $436.96; New Spillway in Town River, $35.12; Commissary Account Salary $5.00, Expense $161.00; Total $638.08.

ARTICLE 19
To see if the Town will accept the Cemetery Trust Fund of $400.00 for the perpetual care of the Woodward Lot in Pleasant Hill Cemetery to be known as the Mary A. Clapp Trust Fund.

ARTICLE 20
To see if the Town will vote to revise the By-Laws in refer- ence to a quorum for the annual Town Meeting, by substituting the number of 100 registered voters in place of 10% of the regis- tered voters.
