Of which number 265 were against persons claim- ing a residence out of the city.
Food and lodging have been furnished, during the year, to 1552 poor persons, mostly traveling in search of employment. These, with the prisoners confined in the watch house, in all numbering 2465, have been provided with food at a cost of $133.65, and although a large part of this sum should be charged to the pauper account, it has been included, as in former years, among the expenses of this department.
The appropriation for the Police Department the current year, was for salaries of marshal and assist- ants and pay of the watchmen, $5000.

A further sum of twenty-six dollars has been re- ceived into the treasury for police detailed from this office to attend at the theatre during the early part of the performances at that place.
Of the entire constabulary force of the city, twelve only have been in the public employ and pay. Of these twelve, nine are employed as night watch, being one more than was employed in 1858, leaving three men only as an active day force, upon whose vigilance has depended, in a great measure, the pre- servation of the peace and the protection of the lives and property of our citizens. Yet I cannot but con- gratulate myself that quiet and general good order has prevailed throughout the city during the current year.
Bringing to the service of the city neither previous experience nor that intimate knowledge of persons and places which is of such value in the administra- tion of a police force, and which service alone gives, I refer with confidence to the records of the office as voucher for the activity and fidelity of the members of the department, claiming for myself only, that without fear or favor, with honesty and fidelity, I have endeavored to discharge the duties of the office I have had the honor to hold. With a proper regard to the rights of parties accused, determining guilt before directing an arrest, I have the consciousness of having prosecuted in court every complaint of public interest which has been made to me, save only in one instance where the character of the complain- ant was too questionable to justify me in swearing to the truth of his complaint.

I should do injustice no less to my own feelings than to the officers who have been associated with me in this department, if I omitted to express my satisfaction with the manner in which they have performed their duties, at all times delicate, often unpleasant and difficult, and not always without danger. More especially do I feel indebted to my first assistant, James McFarland, for the unwearied zeal and fidelity exhibited by him in the service of the city, and I desire to make this public acknowl- edgment of my great indebtedness to him, as well as to testify to the government my high appreciation of his services to the city.
