On the first day of July last a new law went into opera- tion, providing, among other things, that an officer who receives a salary shall not receive fees, the effect of which is to deprive the city of the income it had received prior to that time from the services of the Marshal and Assistants. Had there been no change of the law, the appropriation would have been more than sufficient to cover the ex- penses of the department over what would have been received from the earnings. I respectfully suggest the importance of passing an Ordinance to meet this contin- gency. Under the present arrangement the city pays the men and the county gets the benefit of their services.
With pleasure I bear unqualified testimony to the zeal, faithfulness, and efficiency of Assistant Marshals Jackson and Braman and the Watchmen now in service of the city.

REPORT
OF THE
OVERSEERS OF THE POOR.
THE Board of Overseers of the Poor for the year ending January 1, 1861, submit the following report :
The whole number of persons who have received aid from the city during the year is 703. Of this number, 198 were residents of the city, 71 were from other towns within the commonwealth, 18 from other states in the union, 5 from Canada, 10 from England, 356 from Ireland, and 20 whose residence is unknown.
The whole number assisted by weekly allowances dur- ing the year was 16, of whom 12 were still receiving these allowances at the end of the year.
There were at the end of the year 31 persons at the Alms House, supported as paupers. There have been 8 persons sent to the Alms House during the year by sen- tence of court. Four births and two deaths have occurred at the Alms House during the year; 427 travelers have been accommodated with food and lodging; 54 persons have been sent to the State Alms House at Monson, and 1 to Rainsford Island.

The Board has been greatly indebted during the year to its Clerk, Mr. Samuel Banister, for his efficient services. His long experience, and his correct understanding of the statutes and of decisions of the courts, in relation to mat- ters coming within his department, render his services almost invaluable.
We can also report most favorably of the condition in which we leave the Farm. Everything about it looks thrifty and in good order, and indicates the care and effi- ciency of Mr. Drury.
