To Garritt Barry, a Constable of the Town of Arlington, in said County, Greeting : In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Arlington who are qualified to vote in elec- tions and town affairs, to assemble in the
TOWN HALL, On MONDAY, the Twenty-third day of MARCH, current,
at half past seven o'clock, P. M., then and there to act on the following Articles, viz :-
Art. 1. To choose a Moderator to preside at said meeting.
Art. 2. To see if the Town will make an appropriation for Memorial Day in addition to the sum named in Art. 26 of the March 2, 1896, meeting, or act in any manner relating thereto. (This Article is inserted at the request of C. S. Parker and others.)
Art. 3. To see if the Town will adopt the provisions of an Act of the Legislature of the year 1895, entitled: An Act relative to the watering of streets in towns, Chap. 186, viz :-
Any town the population of which exceeds three thousand, which shall adopt the provisions of this act at its annual town meeting or at a special meeting called for said purpose, may annually appropriate and expend money for watering its public streets, and may provide that its Board of Assessors may assess upon the estates abutting on the streets so watered the whole or any por- tion of the cost of such watering; and the amount of such assessments upon each estate, unless previously paid, shall be certified by such Board of Assessors to the Collector of Taxes of the town, who shall include the same in the next tax bill issued for an annual tax upon such estate, and the same shall be a lien upon such estate, and shall be considered as constituting a part of, and shall be levied, collected and paid or abated in the same manner as the town taxes on real estate.

at six o'clock, A. M .; then and there to act on the following Articles, viz :-

Art. 3. To elect a Town Treasurer and Collector for the ensuing year.

Art. 12. To elect two Auditors and five Constables for the ensuing year.
Art. 13. To elect one Sewer Commissioner for three years.
Art. 14. To elect one Park Commissioner for three years.
Art. 15. To elect one member of the Board of Health for three years.
Art. 16. To elect all other necessary Town Officers for the ensuing year.
Art. 17. To bring in their ballots, " Yes," or " No," in answer to the question, "Shall licenses be granted for the sale of intoxicating liquors in this town?" in accordance with Sec- . tion 5 of Chapter 100 of the Public Statutes of Massachusetts.
All town officers who are by law required to be chosen by ballot, except the Moderator, are to be voted for on one ballot. The polls will be opened as soon as possible after the organization of the meeting and kept open until five o'clock, P. M.
Art. 18. To hear and act on the reports of the Selectmen and other Town officers and Committees heretofore appointed.
Art. 19. To determine what action the Town will take in regard to lighting the streets the ensuing year.
Art. 20. To act on the List of Jurors as revised by the Selectmen.
Art. 21. To see if the Town will cause one of the church bells to be rung daily (Sunday excepted) at twelve o'clock, M. and nine o'clock, P. M.
Art. 22. To make an appropriation for the Robbins Li- brary for the ensuing year.
Art. 23. To make an appropriation for the Public Schools for the ensuing year and determine in what manner the same shall be expended. .
Art. 24. To determine in what manner the Town ways, highways and bridges shall be repaired the ensuing year.
Art. 25. To determine what sum of money the Town will raise by general tax, to defray Town expenses, interest and State Aid, and make an appropriation for the same.
Art. 26. To see if the Town will appropriate the sum of one hundred and fifty dollars for the proper observance of Memorial Day, the same to be expended under the direction of Francis Gould Post 36, G. A. R.

Art. 27. To see if the Town will authorize the Town Treasurer, under the direction of the Selectmen, to borrow money for any necessary purpose, in anticipation of the col- lection of taxes the current year, the same to be repaid directly from the proceeds of said taxes.
Art. 28. To see what action the Town will take in regard to extending its water pipes and making an appropriation for the maintenance and extension of its water service.

Art. 29. To see if the Town will vote to extend the water main on Mystic street from the present terminus to the Win- chester line, and make an appropriation for the sanie.

Art. 30. To see if the Town will authorize the Committee on Crosby School Building to use the unexpended balance of appropriation to dedicate the building and grade and fence the school-house lot.

Art. 34. To see if the Town will vote to apply to the Metropolitan Water Board to be admitted into the Metropol- itan Water District, under the provisions of Section 3 of Chapter 488 of the Acts of the year 1895.

To see if the Town will vote to accept and estab- lish as a town way, the way called Elmore street, as laid out by the Selectmen, described as follows: Commencing at a point on the easterly line of Ashland street, at a stone bound 18.51 feet southerly from the range of the underpinning on the north side of house standing on Lot No. 5, on the west side of Ashland street; thence by a curve to the left, with a radius of 50 feet, 51.80 feet to a stone bound; thence south 52° 08' E., 432.56 feet to a bound ; thence by a curve to the left, with a radius of 17.9 feet, 44.61 feet to a bound on the westerly line of Oakland avenue. The above-described line is the northerly line of Elmore street, which is laid out 40 feet wide, with a curve at the intersection of the south line with Ashland street, with a radius of 14.85 feet, and a curve at the intersection of the south line with Oakland avenue, with a radius of 50.20 feet ; as shown on a plan on file at the Town Clerk's office, dated Jan. 24, 1896, and made by J. O. Goodwin, Surveyor.
Art. 36. To see if the Town will vote to accept and estab- lish as a town way, the way called Oakland avenue, from Park avenue to Appleton street, as laid out by the Selectmen ; described as follows : Beginning at a point on the easterly line of Park avenue, at a stone bound, at the intersection of Park avenue and Oakland avenue, thence north 70° 43' 20" east, 500 feet to a stone bound ; thence by a curve to the left, with a radius of 444.14 feet, 439.69 feet to a stone bound ; thence north 14º east, 443.23 feet to a stone bound; thence by a curve to the left, with a radius of 394.41 feet, 207.16 feet to a bound ; thence north 16° 05' 40" west, 260.6 feet to a bound ; thence by a curve to the right with a radius of 425 feet, 268.08 feet to a bound on the southerly line of Appleton street. Said described line passing 73-75 feet south-easterly from corner board at south-easterly corner of house of Alfred Bicknell, on Lot 13, Block 9, and 26.10 feet south-westerly of underpinning at north-west corner of house of Samuel J. Lombard on Lot 17, Block 2. Said described line being the easterly line of Oakland avenue, which is laid out fifty feet wide, as shown on a plan on file at the Town Clerk's office, dated Jan. 24, 1896, and made by J. O. Goodwin, Surveyor.
Art. 37. To see if the Town will vote to accept and estab- lish as a town way the private way called Robbins Road, laid out by the Selectmen, described as follows: Beginning on the south-westerly line of Massachusetts avenue at a bound 220.61 feet south-easterly from the bound at the angle in the south-westerly line of Massachusetts avenue near the black- smith shop of Thomas Higgins, thence the line runs in a south-westerly direction, making an angle with the south- westerly line of Massachusetts avenue of 80° 34', 1427.82 feet to a bound. The above-described line is the north-westerly side line of said street, and the south-easterly side line is parallel thereto and 45 feet distant therefrom. As shown on a plan on file in the Town Clerk's office, entitled "Acceptance Plan of Robbins Road," dated January, 1896, and made by H. S. Adams, C. E.
Art. 38. To see if the Town will hear and act upon the report of the committee of fifteen, appointed to take into consideration the question of Arlington's Water Supply, at the adjourned meeting held Nov. 2 Ist, 1895.

Art. 39. To see if the Town will appoint a committee of twenty-one, to whom all articles in the warrant involving the appropriation of money shall be referred, to consider and report at the adjourned meeting.

Art. 40. To see if the Town will authorize the Selectmen, at their discretion, to sell or dispose of the spring, and all land and rights connected with the same, now owned by Town, and formerly owned by the late Walter Fletcher.
Art. 41. To see if the Town will authorize the Selectmen to purchase a certain parcel of land on Mystic street, formerly owned by Edmund Dwight, for a gravel pit, and make an ap- propriation for the same.
