TOWN WARRANT.
COMMONWEALTH OF MASSACHUSETTS,
MIDDLESEX, SS.
GREETING :
To ALONZO S. HARRIMAN, a Constable of the Town of Arlington, in said County,
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of
Arlington, who are qualified to vote in elections and town affairs, to assemble in the Town Hall,
on Monday, the seventh day of March next,
at 6 o'clock A. M., then and there to act on the following articles, viz. :-
ART. I. To choose a Moderator to preside in said meeting.
ART. 2. To elect a Town Clerk for the ensuing year.
ART. 3. To elect a Town Treasurer and Collector for the ensuing year. ART. 4. To elect one Selectman for the term of three years.
ART. 5. To elect one Assessor for the term of three years.
ART. 6. To, elect four members of the School Com- mittee, viz. : three for three years, and one for one year.
ART. 7. To elect one Water Commissioner for three years.
ART. 8. To elect one member of the Board of Trustees of the "Pratt Fund" for the term of five years.
ART. 9. To elect one member of the Board of Com- missioners of the "Sinking Fund" for the term of three years.
ART. 10. To elect two trustees of the Robbins Li- brary for the term of three years.
ART. IT. To elect one member of the Consolidated Board of trustees of "Soldiers' Monument and Robbins1 . Fund " and of Cemeteries. for three years.
ART. 12. To elect two Auditors and five Constables for the ensuing year.
ART. 13. To elect one Sewer Commissioner for three years.
ART. 14. To elect one Park Commissioner for three years.
ART. 15. To elect one member of the Board of Health for three years.
ART. 16. To elect all other necessary Town Officers for the ensuing year.
ART. 17. To bring in their ballots, "Yes," or "No," in answer to the question, "Shall license be granted for the sale of intoxicating liquors in this town?" in accord - ance with Section 5 of Chapter 100 of the Public Statutes of Massachusetts.
All town officers who are by law required to be chosen by ballot, except the Moderator, are to be voted for on one ballot. The polls will be opened as soon as possible after the organization of the meeting and kept open until five o'clock, P. M.
ART. 18. To hear and act on the reports of the Select- men and other Town officers and Committees heretofore appointed.
ART. 19. To act on the list of Jurors as revised by the Selectmen.
ART. 20. To see if the Town will cause one of the church bells to be rung daily (Sundays excepted) at twelve o'clock, M. and nine o'clock, P. M.
ART. 21. To make an appropriation for the Robbins Library for the ensuing year.
ART. 22. To make an appropriation for the Public Schools for the ensuing year and determine in what man- ner the same shall be expended.
ART. 23. To determine in what manner the Town ways, highways and bridges shall be repaired the ensuing year.
ART. 24. To determine what sum of money the Town will raise by general tax, to defray Town expenses, in- terest, debt and State Aid, and make an appropriation for the same.
ART. 25. To see if the Town will appropriate the sum of one hundred and seventy-five dollars for the proper ob- servance of Memorial Day, the same to be expended under the direction of Francis Gould Post 36, G. A. R.

ART. 26. To see if the Town will authorize the Town Treasurer, under the direction of the Selectmen, to bor- row money for any necessary purpose, in anticipation of the collection of taxes the current year, the same to be repaid directly from the proceeds of said taxes.
ART. 27. To see if the Town will adopt Section 11 of Chapter 481 of the Acts of Massachusetts of the year 1894, and also sections 12 and 13 of said Chapter, relative to the regulation and inspection of buildings. Said sections are as follows :-
Section 11. With the exception of Boston each city or town which has adopted chapter two hundred and forty-three of the acts of the year eighteen hun- dred and seventy-two, or section one of chapter one hundred and four of the Public Statutes, or which adopts this section, may, for the prevention of fire and the preservation of life, by ordinances or by-laws not repugnent to law and applicable throughout the whole or any defined part of its territory, regulate the inspection, materials, construction, alteration and use of buildings and other structures within its limits, ex- cepting such buildings and structures as are owned or occupied by the United States or the Common- wealth, and excepting also, bridges, quays, and
wharves, and may prescribe penalties not exceeding one hundred dollars for each violation of such regula- tions.
Section 12. In a town which has adopted chapter three hundred and seventy-five of the acts of the year eighteen hundred and seventy, or section two of chap- ter one hundred and four of the Public Statutes, or which adopts this and the following section, no dwell- ing house or ot ter structure, more than eight feet in length or breadth and seven feet in height, except de- tached houses or structures situtted more than one hundred feet from any other building, and wooden structures erected on wooden wharves, shall be built within such limits as the town may from time to time prescribe, unless made of and covered with some in- combustible material, or unless a special license in writing is granted therefor by a majority of the Se- lectmen for reasons of public good or necessity, and is recorded in the records of the town.
Section 13. Any building or structure erected in violation of the provisions of chapter three hundred and seventy-five of the acts of the year eighteen hun- dred and seventy. or of section two of chapter one hundred and four of the Public Statutes, or in viola- tion of the preceding section, shall be deemed a com- mon nuisance, without any other proof thereof than proof of its use ; and the Selectmen may abate and remove any such building or structure in the same manner as boards of health may remove nuisances under sections twenty-one, twenty-two and twenty- three of Chapter eighty of the Public Statutes.

ART. 28. To see if the Town will authorize the Town Treasurer, under the direction of the Selectmen, to issue new bonds or notes of the Town, for the unexpired term or terms of said bonds or notes, in place of those now held by the Sinking Fund Commissioners or take any other action thereon.

ART. 29. To see if the Town will appoint a committee to investigate and ascertain as to the expediency of build- ing a hose house and the expense and location thereof, in the easterly part of the Town, and report at an adjournment of this meeting, or at a future Town meeting. (This article is inserted at the request or W. W. Kimball and others.)
ART. 30. To see if the Town will vote to lay out and establish as a town way the way called Cleveland street, as laid out by the Selecimen, said way being bounded and described as follows :- Beginning on the northeastly side line of Massachusetts avenue at a mark on a stone post, distant 261.99 ft. from the southeasterly side line of Win- ter street, measured on the said northeasterly side line of Massachusetts avenue : thence the liue runs worth 55º E. 1602.10 ft. to a stone bound on the southwesterly side line of Broadway.
The above described line is the northwesterly side line of said street, and the southeasterly side line is paral el thereto, and 45 ft. distant therefrom. Said above lines are more fully shown on two plans entitled " Plan and Pro- file of Cleveland street, Arlington, Mass., for Acceptance." Scale 40 and 6 ft. to an inch, dated January, 1898, and made by H. S. Adams, C. E., on file in the Town Clerk's office.
ART. 31. To see if the Town will vote to lay out and establish as a town way, the way called Laurel street, as laid out by the Selectmen, said way being bounded and described as follows :- Beginning at a stone bound on the southeasterly side line of Cleveland street, distant 103; ft. northeasterly from the northeasterly side line of Massachu- setts avenue, measured on said southeasterly side line of Cleveland street ; thence the line runs south 35º E. 200 ft. to a stone bound on the northwesterly side line of Marathon street, distant 1048.08 ft. northeast from the northeasterly side line of Massachusetts avenue, measured on said northwesterly side line of Marathon street.
The above described line is the southwesterly side line of said Laurel street and the northeasterly side line is parallel thereto and 4; ft. distant therefrom. Said above described lines are 'more fully shown on a plan entitled "Plan and Profile of Laurel street, Arlington, Mass , for Acceptance." Scale 40 and 6 ft. to an inch, dated Janu- ary, 1898, and made by H. S. Adams, C. E., on file in the Town Clerk's office.
ART. 32. To see if the Town will vote to lay out and establish as a town way, the way called Marathon street, as laid out by the Selectmen, said way being bounded and described as follows :- Beginning at a stone bound on the northeasterly side line of Massachusetts avenue, distant 507.51 ft. southeast from the southeasterly side line of Winter street, measured on said northeasterly side line of Massachusetts avenue ; thence the line runs N. 55º E. 1661.78 ft. to a stone bound on the southwesterly side line of Broadway.
The above described line is the northwesterly side line of said street, and the southeasterly side line is parallel thereto and 45 ft. distant therefrom, The above lines are more fully shown on two plans entitled "Plan and Profile of Marathon street, Arlington, Mass., for Acceptance." Scales 40 and 6 ft. to an inch, dated January, 1898, made by H. S. Adams, C. E., on file in the Town Clerk's office.
ART. 33. To see if the Town will appoint a committve of twenty-one, to whom all articles in the warrant invole- ing the appropriation of money shall be referred, to con- sider and report at the adjourned meeting.
ART. 34. To see if the Town will take any action for the purpose of increasing, purifying and protecting its water supply.
ART. 35. To see if the Town will make an appropria- tion for extending and improving its water works.

ART. 36. To see if the Town will make an appropria- tion for park purposes.
( This article is inserted at the request of the Park Commissioners.
ART. 37. To see if the Town will appropriate a sum not exceeding one hundred dollars to br expended under the direction of the Selectmen, for the purpose of enforc- ing or causing to be enforced in said Town the penalties provided by law against any person or persons guilty of .1 violation of any law. in relation to the sale of intoxicating liquor.

ART. 38. To hear and act upon the report of the com- mittee appointed to consider and report upon the matter of purchasing the land lying between Academy street and the Library lot, as a site for a new Town House.
ART. 39. To see if the Town will vote to purchase as a site for a new Town House. the estate formerly of Jesse P. Pattee, containing about one and one-half acres, and the estate now in the occupation of Alvin Robbins, con- taining about fifty-three thousand and fifty-eight square feet. on the southwesterly side of Massachusetts Avenue, comprising the lands lying between Academy street and the Library lot, and make an appropriation therefor
ART. 40. To see what action the Town will take in regard to lighting the streets after December 31st, of the present year. the time of the expiration of the existing con- tract with the Somerville Electric Light Company.
ART. 41. To'see what action the Town will take in regard to providing additional school accommodations in the Locke district and making the necessary appropriation for the same.
ART. 42. To see what action the Town will take in regard to providing additional school accommodations in the Cutter district and making the necessary appropriation for the same.

ART. 43. To see if the Town will make an appropria- tion for connecting the Russell School building with the sewer, for painting and repairing the building and refur- nishing rooms therein.
(Titl- article is laserted at the request of the School Committee.) ART 44. To see if the Town will vote to change the name of Glen Road to Brantwood Road, from its junction with Brantwood Road to its junction with Jason Street.
ART. 45. To see if the Town will vote to accept the bequests given to it under the will of the Itte Samuel C. Buckman, and take any other action relative thereto.
ART. 46. To see if the Town will appropriate any part of the Sinking Fund in liquidation of the debt matur- ing the present year.
ART. 47. To see if the Town will vote to sell at par to the Trustees of the Town Funds, any of its bonds here- after issued, and to authorize the Sinking Fund Commis- sioners to sell to said trustees at par any bonds of the Town held by them.
ART. 48. To see what action the Town will take with reference to the moneys which shall be received by it from the Commonwealth, by reason of any taking, by the Com- monwealth, under Chapter 520 of the Acts of the year 1897. of a portion of the Town Sewers.
ART. 49. To see if the Town will authorize the Se- lectmen to appoint an Inspector of Wires, and make the necessary appropriation.
ART. 50. To see if the Town will vote to lay out and establish as a town way the way called Ashland street, as laid out by the Selectmen, said way being bounded and described as follows :- Beginning at a point on the south- westerly side line of Appleton street, distant eighty-one (81) feet southeasterly from a stone bound near the junction of Appleton and Vine streets, measuring in a southeasterly direction on said southwesterly side line; thence the line runs south 7 degrees west 352.04 ft. to a point; thence the line runs by a curved line to the right, of 250.87 ft. radius. 186.13 ft. to a point ; thence the line runs south 49 degrees 30 minutes 30 seconds west 272.78 ft. to the southeasterly side line of Florence avenue. The above de- scribed line is the northwesterly side line of said street, and the southeasterly side line is parallel thereto and 50 ft. distant therefrom. The intersection of said Ashland street with Florence avenue to be by a curved line of 20.15 ft. radius. 48.35 ft. long ; the intersection of said Ashland street with Cliff street to be by a curved line of 20.02 ft. radius, 41.3 ft. long; the intersection of said Ashland street with Elmore street to be on the northerly side of said Elmore street by a curved line of 50 ft. radius, 51.80 ft. long ; and on the southerly side of said Elmore street with a curved line of 14.85 ft. radius, 27.71 ft. long.
Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk on or before said day and hour of meeting.
