REPORT
OF THE
CROSBY SCHOOL BUILDING COMMITTEE.
At the Town meeting, March 18th, 1895, it was voted to erect a Grammar School Building in the Crosby District, and an appropriation of $200, was made to secure plans and specifi- cations. The Committee appointed at that time, consisting of W. W. Kimball, Warren W. Rawson, George D. Moore, Walter L. Hill, Edwin Mills and Franklin Wyman, reported at the meeting of July 1st , and recommended the accept- ance of plans made by the architects Messrs. Gay & Proctor, and also recommended an appropriation of $38,000 for the erection of the Schoolhouse and $6,000 for the purchase of additional land on Winter Street. The Town made these appropriations and a Building Committee, consisting of Warren W. Rawson, George D. Moore, Edwin Mills, Walter L. Hill and William A. Muller, was appointed.
This Committee held its first meeting July 3rd, 1895, and organized with Warren W. Rawson as Chairman and William A. Muller as Secretary. Twenty-five meetings were held subsequent to this one and bids on the work from more than twenty contractors were received and considered ; the Com- mittee finally voted to award the general contract to T. S. Brown of Belmont ; the contract for heating and ventilating to Isaac Coffin & Co., of Boston ; the contract for plumbing to William Mills & Co., of Boston, and the contract for electric wiring to Reuben W. LeBaron of Arlington.

Having awarded the contracts your Committee found it was impossible to begin operations as there were growing crops on the land, and no provision had been made in the purchase by the Town to compensate the owner. Through the efforts of the Committee, however, $100 was secured to purchase the crops, and permission was given to take pos- session of the land. The work proceeded without any fric- tion between the builders and the Committee, and owing to the favorable contracts which had been secured, the Com- mittee saw that there would be a considerable unexpended balance of the appropriation, and, therefore, at the Town meeting of April 4th, 1896, requested authority to use any such balance in grading the Schoolhouse lot and in meeting the necessary expenses of the dedication. The Town granted this request, and although your Committee expended con- siderable in " extras " on the building and paid for the fol- lowing work ; grading the entire grounds, building a side- walk and placing the curbstone on Winter street, building asphalt and concrete walks, tinting the walls of the halls and school-rooms, the total expense of all amounting to $2521.17, there is still an unexpended balance of $42.50.
The Committee has approved all bills for work on the building, with the exception of one for the amount of $39, which it has refused to approve because of the unsatisfactory condition of the work.
The building was dedicated September 6th, 1896, and a copy of the programme is appended.

TRUSTEES OF THE ROBBINS LIBRARY,
To the Town of Arlington :
The Trustees of the Robbins Library submit their annual report :
During the past year there has been about the usual rate of increase in the use of the Library, 45,909 books and magazines having been taken out in 1897 as against 42,348 in 1896 and 38,579 in 1895. The Reading Room has been patronized more than ever, the average Sunday attendance being 20, the average weekday attendance 74.
A glass show-case has been placed in the Reading Room for the exhibition of articles of exceptional interest. A col- lection has been begun by the gift of a pewter flagon from Mr. Wm. R. Cutter of Woburn, which was originally given by Rebeckah Whitmore to " Ye 2ª Church of Christ in Cam- bridge [now Arlington], 1739." Mrs. A. T. Whittemore has loaned to the Library one flagon, four tankards and two pewter plates, which with the forementioned flagon formed part of the original communion service of the First Parish

church of this town. Through the kindness of Mr. Cutter the Library has come into the possession of sundry articles of historic interest relating to this locality, and among them more than a hundred manuscript sermons of the Rev. Samuel Cooke, the first settled minister of this precinct, " who played a great part in this community for more than forty years," from 1739 to 1783.
Mr. Winfield Robbins has continued his well-known gene- rosity by the gift of 31 volumes which have been received from time to time during the year. Among these were a New Testament in Mandarin Chinese and a Corean First Reader. Other books and public documents have been re- ceived from Mr. A. P. Stokes, Hon. S. W. McCall, C. H. McCormick, Edward Whymper, F. S. and C. H. Pratt ; also the "Advocate " from Mr. C. S. Parker, which continues to print our lists of new books. Complete sets of Carlyle, Emerson, Hawthorne, Holmes, Longfellow and Stowe have been recently added to replace worn or broken editions, also several new periodicals and magazines. Walker's Interna- tional Atlas and the Standard Dictionary have been added as reference books to the Reading Room at the Heights. During the past year the chimneys of the Library have been rebuilt and additional lights placed in the Reading Room. As more room was needed for our reference books a new series of shelves has been placed on the east and south sides of the Reading Room, with a continuous space on top for magazines. The old bookcases have thus been dispensed with and more floor space obtained. One of the greatest needs of the Library is that of a new printed Cata- logue for home use which shall supplement the excellent and complete card Catalogue.
As our last printed Catalogue bears the date of 1889, steps have been taken to issue a new Catalogue at the earliest possible moment.
