Article 3 taken up. (Reports of Town Officers and Committees.)


Deane S. Reynolds presented the report of the committee ap- pointed at the November Town Meeting of 1908, to investigate the needs of the Police Department in office and cell conveniences, and said report was received. File No. 639.


Frederick S. Mead presented the report of the committee ap- pointed at the November meeting of 1908, to consider and report on the matter relative to the purchase of land for town purposes, and said report was received. File No. 640.


Voted: That the reports of the various town officers as pre- sented in the printed Town Reports for the year 1908 be accepted.


Theodore Everett presented a report of progress of the Commit- tee on "High School Enlargement," and asked for further time. The report was received and the committee allowed further time.


Voted: That the various articles in the warrant calling for appropriations be now taken up, and that the recommendations made by the Committee of Twenty-One in their printed report, under those articles, be considered as now before the meeting, to be voted on with- out further motion, separately, and in the order in which they appear in said report. File No. 641.


Article 4 taken up. (Robbins Library Appropriation.)


Voted : That there be appropriated the sum of three thousand five hundred (3500) dollars, in addition to the dog tax, and the re- ceipts for fines and the sale of catalogues, for the maintenance of the Robbins Library for the year 1909, the same to be expended under the direction of its trustees.


Article 5 taken up. (School Appropriation.)


Voted: That the sum of sixty-six thousand (66,000) dollars be appropriated for the Public Schools for the year 1909; one thousand (1000) dollars to be expended for general repairs on school buildings, and the balance to be expended for the maintenance of said schools and in the payment of unpaid bills; the same to be expended under the direction of the School Committee.


Article 10 taken up. (Memorial Day Appropriation.)


Voted: That the sum of two hundred and seventy-five (275) dollars be appropriated for the proper observance of Memorial Day, the same to be paid to the Quartermaster of Francis Gould Post, and to be expended under the direction of the officers of Francis Gould Post 36, G. A. R.

1 Voted: That the sum of eight hundred (800) dollars be appro- priated to provide more adequate cell and office facilities for the Police Department, the same to be expended under the direction of the Selectmen.


Article 12 taken up. (Appropriation for water for public purposes.) Voted: That the sum of seven thousand (7000) dollars be ap- propriated and paid to the Water Works Department for water used for fire hydrants, street watering and public buildings during the year 1909.


Article 13 taken up. (Extensions of water mains.)


Voted, by a two-thirds vote: That the sum of two thousand dollars (2000) be appropriated for the extension of water mains; and for the purpose of raising the two thousand (2000) dollars there be issued four notes or bonds, each for the sum of five hundred (500) dollars, one payable in the year 1910, and one in each of the three. succeeding years; said notes or bonds to be signed by the Treasurer, and countersigned by the Selectmen, and to be designated on the face thereof "Water Loan of 1909," and to bear interest at a rate not ex- ceeding four per cent. per annum, payable semi-annually.


Article 14 taken up. (Construction of Permanent Sidewalks.)


Voted: That the sum of three thousand (3000) dollars be appro- priated for the renewal and extension of permanent sidewalks, not less than $1500 of that amount to be used for extensions carried out under the Sidewalk Act, Section 43 of Chapter 49 of the Revised Laws. Article 15 taken up. (Extension of Sewerage System.)


Voted: Thot the sum of one thousand nine hundred (1900) dol- lars be appropriated for the maintenance of the Sewerage System for the ensuing year.


Voted, by a two-thirds vote: That the sum of two thousand (2000) dollars be appropriated for the extension of the Sewerage System and for the purpose of raising the same there be issued two negotiable notes or bonds, the first for one thousand (1000) dollars, payable in the year 1910, and the second for one thousand (1000) dollars, payable in the year 1911, said notes or bonds to be signed by the Treasurer and countersigned by the Selectmen, and to be designated on the face thereof "Sewer Loan of 1909" and to bear interest at a rate not ex- ceeding four per centum per annum, payable semi-annually.


Article 16 taken up: (Appropriation for Highway Division.)


Voted: That the sum of $23 326.10 be appropriated for the maintenance and construction of highways during the ensuing year and for payment of unpaid bills, and that the street railway tax now in: the Treasury, amounting to $16,176.10, be hereby appropriated towards the payment thereof, and that the balance of $7,150.00 be raised by general tax.


Article 17 taken up: (Street water appropriation.)


Voted: by a two-thirds vote: That in addition to such subscrip- tions as may be obtained for the purpose, an appropriation of $3500 be made for street-watering or treatment for the prevention of dust on streets; that the sum of $200 now in the Treasury be hereby appro- priated toward the payment thereof; that $1000 of said sum be raised by general tax, and such balance as may be necessary not exceeding $2300, be raised by note of the Town for a term not exceeding one year, signed by the Treasurer and approved by the Selectmen; and the receipts from assessments levied in 1909 for street-watering or treatment for the prevention of dust be hereby appropriated toward the payment of said note.

Voted, on motion of Omar W. Whittemore: That the subject matter of street-watering or treatment for the prevention of dust, for the year 1910, be referred to the Joint Board of Selectmen and Board of Public Works, said Board to consider the advisability of establish- ing a more equitable method of assessments on abutters and report at the next Town Meeting.


Article 18 taken up. (Street-lighting appropriation.)


Voted: That the sum of $9,440.00 be appropriated for street- lighting for the ensuing year.


Article 20 taken up. (Rental of Lawrence Field.)


Voted: That the sum of $165 be appropriated for the rental of. Lawrence Field, to be used by the school children for athletic pur- poses, under the direction of the School Committee.


Article 21 taken up. (Grading of Locke School Playground.)


Voted: That the sum of $400 be appropriated for grading the playground of the Locke School, the same to be expended under the joint direction of the School Committee and the Building Committee of the Locke School Addition.


Article 22 taken up. (Block System for Assessors.)


Voted: That the sum of $300 be appropriated for the use of the Board of Assessors, the same to be expended under the direction of the Assessors, in the establishment of a block system of plans of the town for assessment purposes.


Article 24 taken up. (Acceptance of Woodland Street.)


Voted, by a two-thirds vote: That the Town accept and establish as a town way the private way known as Woodland Street, extending from Jason Street to Bartlett Avenue, as laid out by the Joint Board of Selectmen and Board of Public Works, under the provisions of law authorizing the assessment of betterments; said way being more particularly described in Article 24 of the Warrant; that the sum of $1350 be. appropriated for the construction of Woodland Street; $350 so appropriated to be raised by general tax in 1909, and the balance, $1000, be borrowed, and for the purpose of raising the $1000 there be issued two negotiable notes or bonds, each for the sum of $500, the first payable in the year 1910, and the second payable in the year 1911; said notes or bonds to be signed by the Treasurer and countersigned by the Selectmen, and to be designated on the face thereof "Woodland Street Loan," and to bear interest at a rate not exceeding four per cent. per annum, payable semi-annually.


Article 25 taken up. (Acceptance of Bartlett Avenue Extension.)


Voted, by a two-thirds vote: That the Town accept and estab- lish as a town way the private way known as Bartlett Avenue, extend- ing from Gray Street to Woodland Street, as laid out by the Joint Board of Selectmen and Board of Public Works, under the provisions of law authorizing the assessment of betterments, said way being more particularly described in Article 25 of the Warrant, that the sum of $1750 be appropriated for the construction of Bartlett Avenue from Gray Street to Woodland Street: $250 so appropriated be raised by general tax in 1909, and the balance, $1500, be borrowed; and for the purpose of raising the $1500 there be issued two negotiable notes or bonds, the first for $1000, and payable in the year 1910, and the other for $500, payable in the year 1911; said notes or bonds to be signed by the Treasurer, and countersigned by the Selectmen, and to be desig- nated on the face thereof, "Bartlett Avenue Loan," and to bear inter- est at a rate not exceeding four per centum per annum, payable semi- annually.

Voted: That the sum of six hundred (600) dollars be appropriated: for the construction of a storm drain on Bow Street.


Article 28 taken up. (Renewal of cement-lined water mains.)


Voted, by a two-thirds vote: That the sum of $5000 be appropri- ated for the renewal of main pipes, and that the said sum of $5000 be. borrowed, and in payment therefor there be issued ten (10) negotiable notes or bonds, each for the sum of $500, one payable in the year 1910, and one in each of the nine succeeding years; said notes or bonds to be signed by the Treasurer and countersigned by the Selectmen, and to be designated on the face thereof, "Water Pipe Renewal Loan of 1909" and to bear interest at a rate not exceeding four per centum per annum, payable semi-annually.


Article 29 taken up. (Gypsy and Brown-Tail Moth Appropriation.) Voted, by a two-thirds vote: That the sum of $7000 be appro- priated to be expended during the year ending November 30, 1909, un- der the direction and control of the Selectmen, in suppressing the gypsy and brown-tail moths in the Town of Arlington, in accordance with the provisions of Chapter 381 of the Acts of 1905 and amendments. thereto. That $1000 of said sum be raised by general tax in 1909, and the balance, $6000, be borrowed, and the Town Treasurer be author- ized to give the Town's note therefor, payable in not exceeding one year, bearing interest, signed by the Treasurer and countersigned by the Selectmen.


Article 30 taken up. (Purchase of land for town purposes.)


Voted, by a two-thirds vote: That the Selectmen be authorized and empowered in the name and behalf of the Town, to purchase by good and sufficient deeds conveying the same, the following described parcel of land: Beginning at a point on the southerly location line of the Boston & Maine Railroad, at the northwesterly corner of land of Commonwealth of Massachusetts: Thence, by said location line of the Boston & Maine Railroad in a northwesterly direction about 285 feet to land of estate of Ira L. Russell; thence in a southwesterly direction by land of said Russell and land of estate of Theodore Schwamb about 330 feet to other land of said estate of Theodore Schwamb; thence, southeasterly by land of said Schwamb and land of John Lloyd about 390 feet, to land of the Commonwealth of Massachu- setts . thence, by said land of the Commonwealth of Massachusetts in a northeasterly direction about 325 feet to point of beginning, containing about 2.6 acres. Said land to be used as a Town Yard. That they be authorized and empowered to pay therefor the sum of $3500.


That the sum of $3250 and the $250 already appropriated for the use of the Special Committee and unexpended be appropriated for the purchase of land for a Town Yard; that $250 so appropriated be raised by general tax in 1909, and that the balance, $3000, be borrowed, and in payment therefor, there be issued six (6) negotiable notes or bonds, each for the sum of $500, one payable in the year 1910, and one in each of the five succeeding years; said notes or bonds to be signed by the Treasurer and countersigned by the Selectmen, and to be desig- nated on the face thereof, "Town Yard Loan," and. to bear interest at a rate not exceeding four per centum per annum, payable semi- annually.

Article 7 taken up. (Town expenses, interest, debt and State aid.) Voted: That the sum of $12,000 be appropriated for the Sinking Fund, $10,000 to be taken from the income of tlie Water Works, and $2000 to be raised by general tax the current year, said amounts to be paid to the Sinking Fund Commissioners, December 1st.


Voted: That the sum of $14,450 be appropriated to meet notes maturing in 1909 and that said sum be raised by general tax the cur- rent year.

Article 6 taken up. (Repair of highways and bridges.)


Voted: That the town ways, highways and bridges be repaired during the ensuing year under the direction of the Board of Public Works.


Article 8 taken up. (Selectmen to be agents of the Town.)


Voted: That the Selectmen be appointed agents of the Town, to institute and prosecute actions in favor of the Town to appear and de- fend suits and legal proceedings against or involving the interests of the Town, with power to employ counsel therein and when necessary, in all other legal matters and business appertaining to town affairs during the year commencing March 1, 1909.


Article 19 taken up. (Authority of Collector of Taxes.) Voted : That the Collector of Taxes be authorized to use all means of collecting taxes for the year 1909 which a Town Treasurer may use when appointed a Collector of Taxes.


On motion of Frank W. Hodgdon the following vote and resolu- tion was unanimously adopted :-


Voted: Whereas, Mr. Peter Schwamb, late Chairman of the Board of Public Works, has served the Town for many years on the Board

.of Water Commissioners and its successor, the Board of Public Works, for the greater part of the time as Chairman of the Board, and has given a large part of his time to the work, which was very valuable to the Town, as he was enabled to give much expert advice which would otherwise have had to have been secured elsewhere. Now, there- fore, be it,


Resolved, That the Town hereby extends its thanks to Mr. Schwamb for the valuable services which he has rendered.


Article 31 taken up. (Special Committee on High School Enlarge- ment.)


Voted: That the subject matter of Article 31 be referred to the Special Committee on High School Enlargement, appointed at the November Town Meeting, to report at a subsequent meeting and that the said committee be given power to fill vacancies which may occur in its membership.


Article 9 taken up. (Commiteee of Twenty-One and its powers and duties.)


Voted : That a committee be appointed consisting of twenty-one citizens, other than town officers elected by ballot, to serve through- out the ensuing year and until the end of the annual meeting of 1910. The members of said committee to be selected as follows: Nine from the residents of the Russell School District, four from the residents of the Locke School District, four from the residents of the Cutter School District and four from the residents of the Crosby School Dis- trict. Said Committee shall choose its own officers and have power to fill vacancies.


To this committee, when appointed, are hereby referred all articles calling for an appropriation of money in any town warrant issued during its term of office.


Said committee shall, after due consideration of the subject mat- ter of said articles, report thereon in print or otherwise, such recom- mendations as it shall deem best.

Article 23 taken up. (In relation to the proposed layout of Gray Street.)


Voted: That it is the sense of this meeting that the Joint Board of Selectmen and Board of Public Works be requested to lay out and establish as a town way a street to be known as Gray Street, extend- ing from the present westerly end of Gray Street to Oakland Avenue, in accordance with the plans showing lines and grades approved by the Board of Survey, now on file in the office of the Town Clerk.


Article 32 taken up. (Town Grant.)


Voted: That the several amounts appropriated at this meeting for the purposes indicated by the various votes, and not otherwise pro- vided for amounting to $187,523.44, together with the sum of $4500 appropriated at the November meeting of 1908, making a total of $192,023.44, be raised by general tax the present year.


The Selectmen appointed Constables John Duffy and Charles F. Donahue to have charge of the in-coming turnstile No. 3057 and the. out-going turnstile No. 3056 respectively, who made a return in writ- ing at the close of the meeting, showing that 184 voters had entered' the hall through turnstile No. 3057 and that 71 voters had left the hall through turnstile No. 3056, and from those figures they deter- mined that 113 voters were in attendance at the close of the meeting.

TOWN WARRANT.

To Garritt Barry, a Constable of the Town of Arlington, in said. County. GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, who are qualified to vote in elections and town affairs, to assemble in the Town Hall, on Monday, the twenty-eighth day of June, current, at 8.00 o'clock P. M, then and there to act on the following articles, viz :-


ARTICLE 1. To choose a Moderator to preside at said meeting.


ART. 2. To hear and act on the reports of any Town officers or committees heretofore appointed.


ART. 3. To see if the Town will vote to erect a building on the Town Yard, recently purchased by the Town for the use of the Board of Health, in the disposal of garbage, make an appropriation therefor and determine in what manner the same shall be raised, or take any action thereon.

ART. 4. To see if the Town will vote to extend Henderson Street, and take and purchase land for said purpose, so as to connect with proposed highway in Somerville, make an appropriation therefor, and determine in what manner the same shall be raised, or take any action theeron.

ART. 5. To see if the Town will vote to allow the Board of Public Works the income from the Town Yard, recently purchased by the Town, said income to be used in the development of the property.
