REPORT OF JOINT BOARD OF SELECTMEN AND BOARD OF PUBLIC WORKS.


The Joint Board of Selectmen and Board of Public Works herewith present their sixth annual report for the year 1909. The Board met March 13, 1909, and organized by electing J. Howell Crosby, Chairman, and Horace A. Freeman, Clerk.


Regular meetings have been held on the evenings of the second and fourth Saturdays of each month, at eight o'clock.


The Board is made up of three members of the Selectmen and three members of the Board of Public Works, sitting jointly.


The duties of this Board are indicated in Section 5 of Chap- ter 3 of the Acts of 1904, which reads as follows :


"Section 5. Upon the election of said Board of Public Works all the powers, rights, duties and liabilities of the Selectmen in said town, now existing or hereafter created by law, relating to highways, town ways, the laying out and discontinuance of ways, bridges, sidewalks, guide posts, monuments at the termini and angles of roads, public squares, playgrounds, shade trees, sewers, drains, street watering, street lighting, the assessment of damages and bet- terments, water pipes, gas pipes, conduits, poles, wires, street railways, the granting of locations, rights or licenses for structures upon, under or over highways or other ways, shall be exercised, enjoyed, performed and incurred by a Board consisting of the Selectmen and the Board of Public Works created by this act, sitting jointly as the Board of Survey."


The Act establishing this Board was accepted by the Town February 8, 1904, and the operation of the Board appears to have given good satisfaction to the Town.


STREET WATERING. Bids for street watering for the season of 1909 were received from five different parties, the prices varying from $85 to $95 per month.


Contracts were awarded to John L. Pichette, John Kelley and Timothy Ryan for $85 per month.


Other liquids and materials may be used besides water for sprinkling the streets as authorized by recent enactment of the General Court, which reads as follows :

JOINT BOARD


CHAPTER 289, ACTS OF 1909.


Section 1. Any city or town may sprinkle or spread on its public ways, or parts thereof, water or any liquid or material suitable for laying or preventing dust and preserving the surface thereof, and for sanitary purposes, and all statutes providing for watering such public ways shall apply to the use of such liquids and materials, including the appropriation of money, the expenditure thereof at the expense of the city or of the abutters, the assessment upon abutting estates, and the collection of such assessments and proceedings therefor.


The superintendent of streets has been authorized to use other materials beside water in sprinkling the streets at his discretion and for detail relative to the matter attention is called to his report.


The cost for the year is $3,700, the same being met by $1,000 by general tax levy, and the balance, namely, $2,700, by contribution of $200 and assessments on the abutters.


The assessment this year is 212 cents per front foot; last year it was the same. On those streets which were watered only half the time the assessment was placed at 114 cents per front foot.


STREET LIGHTING. The street lighting during the year ap- pears to have been satisfactory so far as the character of the light is concerned. The usual number of petitions for addi- tional lighis have been received and in most cases were granted.


During the year three incandescents have been discontinued and eight added, making a net increase of five. One arc and one 80 c. p. Tungsten incandescent were added.
