In making up the above estimate, the Selectmen believe that they have put down each item as low as it is safe to esti- mate it, except that of reduction of Town debt, which is a matter of opinion, on which the tax payers may differ. The item of Interest is put down larger than last, and necessarily so, for the debt is larger.
The expense of New Roads must be large this year, again, as the Road laid out by the County Commissioners, leading from Newton Centre to near William Wiswall's, (known as Beacon Street,) must be built during the coming Summer- the two years that the Town were allowed, expiring next October. This road alone will cost about $4000.00. The balance of the estimate for new Roads will be needed to com- plete roads already under contract or laid out.

The estimate for Bridges is larger than usual, for it seems necessary to rebuild the bridge near the Eliot Mills, Upper Falls, - which was contemplated last year, but was not done, on account of the Town of Needham not being ready to join in the work, - and it is believed by the Board that it should be substantially built of stone, which is the most economical in the end.
The expenses of the Fire Department have been quite moderate, the past year,-and hoping it may be the same the year to come, we have estimated the expense the same as estimated last year.
Our item for Schools is larger than last year - a thousand dollars more - but thought by the School Committee to be no more than will be wanted.
The Almshouse expenses we have put a little lower than last year, though we hope and believe sufficient to meet the expenses.
The debt has been considerably increased the past year, which leads us to the conclusion that it will be best to make a larger grant, that the Town may pay off some of its debt, and so reduce it year by year, that future generations may not be taxed for its payment. This increase is partly owing to the building of the new School-House at Auburndale, which was not taken into the estimate submitted last year.
We propose a larger sum for Highways than has ever been raised before, partly because we have more road to take care of each year, and also large expense has been incurred in breaking out roads after the heavy snow storms. This clear- ing snow alone has cost a large sum, as will be seen by the Auditors' report.
We consider the amount recommended, to be as moderate as circumstances will allow, and enable the Town to pay any of its debt, which seems to us highly desirable.

POPULATION AND MORTALITY IN NEWTON, FOR 9 YEARS.
Some deaths among the foreign population of Newton, may have escaped the knowledge of the Registrar, but according to his best information, obtained by a careful investigation, the fol- lowing table is very near correct, viz :

It thus appears that for the 9 past years the average mortality per year has been about one death to 96 persons in town.
During three years, 1849, 1850 and 1851, the annual number of deaths in our State, compared with the population, was 1 in 53.
During the same years, in Suffolk County, the proportion of deaths to the population was 1 to 35. These facts show but a little over half the mortality in Newton, of the State at large ; and much less than half the mortality of Boston. We can here see the wisdom of those who select their homes in our pleasant villages ; and of the Sanitary Commissioners, appointed by Gov. Briggs, in selecting Newton, as a remarkably healthy town, with which to compare other places less favored.
In looking over our Registration of Deaths for a number of years back, we find that nearly one-fourth of the cases of mor- tality have been caused by Consumption ! We fear the Small Pox and Cholera : but what have they done compared with the ravages of this disease ? Comparatively nothing! This disease baffles the skill of our best physicians; consequently our only hope is in prevention. A large majority of those who fall by this disease, are females. When will the tyrant, Fashion, yield to rea- son and the laws of health ? Probably not till hundreds more have fallen victims ! When a less number of our houses are excess- ively heated by furnaces ; when our young Ladies will consent to have more sole under their feet; more sleeves upon their arms ; more bonnet upon their heads; give freer play to their lungs ; and, in good weather, ramble over our hills and valleys more,- then, in my opinion, will Consumption not stand so far before all other causes of death.
