The Committee in the performance of their duties in pre- paring this report, so far as it respects the Almshouse and its management by the present Warden and his wife, feel that they shall not have done their whole duty without expressing their belief that the pauper inmates under their care, have been well provided for and kindly treated, and that order and regularity has been maintained in the house, and the improve- ments on the farm judiciously made.

By the will of the generous donor, the late John Kenrick, Esq., $4,000 of the above sum is to be kept as a permanent fund, to be loaned by the Town at the rate of five per cent. per annum, and the whole of the interest to be distributed to the industrious poor of Newton, who are not supported by the town.
Before closing this report, your Committee wish briefly to state that the records upon which their report is based, were found to be correctly, neatly kept, and well vouched. They would recommend that the Town take some action whereby their Auditors can have sufficient time to analyse and prepare their report. The finances of the town having become so extensive and complicated, that in their opinion, eight days, at least, ought to be allowed to properly prepare their report for the press, and as much more time to print the same. Consequently, in order to have the report circulated seven days before the annual meeting, the accounts should be closed up four weeks at least, before the same.
They would also recommend that the Chairman, or some member of the Board of Selectmen, for the time being, should constitute one of the Auditors.

In accordance with a standing order of the Town, the Selectmen respectfully present the following estimate of the expenses of the Town for the ensuing year.

In making the above estimate, the Selectmen have put down as small a sum for each item as, in their opinion, will defray the actual expenses of the Town for the ensuing year ; and believe, that by strict economy in the expenditures of each department, the town may be enabled to pay an amount of its debt nearly equal to the sum set down in the estimate.
The item of Interest is put down Two Hundred Dollars less than last year for the reason that the town debt has been reduced, as will appear by the Report of the Auditors.
For Highways, Culverts and Railing, the estimate is $500 less than last year, but is, in the judgment of persons best acquainted with the condition of the Highways, to be sufficient to keep them in good repair the ensuing year. This reduc- tion seems the more reasonable when it is remembered that a large sum has been expended within the last three years upon culverts and railings, and therefore a very small part of the sum estimated, will be needed for the last-named purposes the coming year.

The estimate for New Roads is less than half that of last year, and is based upon what is at present known to be required for the straightening and widening, by order of the County Commissioners, of the road commencing near the house of C. E. Bowers in Newtonville, running thence by the house of Henry Jenison, Nathan Crafts, Mrs. Cordelia Fuller and James C. Kent to Waltham line, at an estimated cost of about $1,200, leaving a balance sufficient to construct all other roads now laid out, requiring an expenditure for building the same the coming year.
