Article 14. Will the town adopt the following By- law? "No bill board or other advertising device shall be erected in view of the highway more than fifty feet from the place of business advertised, unless approved by the Board of Selectmen."

The Superintendent of Schools spoke of the possibility of Federal assistance in regard to. repairs or additions on the high school building which might go beyond or- dinary repairs and it was voted that the Moderator ap- point a committee of four citizens to act with the School Committee in regard to expenditures of money for build- ing and material during the year. The Moderator ap- pointed: J. Lyman Wadsworth, Chairman, Howard A. Delano, Archie F. Merritt and Henry J. Tolman.
Voted that the rental rates for use of Town Hall be printed in next annual report and that all rentals be item- ized.
Voted to instruct the town officers to fully comply with the recommendations in the report of the Director of the Division of Accounts.
Voted that the town officers be instructed to put into the articles of the warrant for the next town meeting the question of whether or not to install the Standard System of Accounts with an expression of opinion from Advisory Board.
Voted to authorize the Board of Health to conduct a diphtheria immunizing clinic.
Article 18. To see if the town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to tinie in anticipation of he revenue of the financial year beginning January 1, 1935, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Voted: That the town treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow

Article 21. To bring in their votes for a Town Clerk, one Selectman, one Assessor, and one member of the Board of Public Welfare, for three years; a Treasurer, a Collector of Taxes, an Auditor, a Surveyor of Highways, five Constables and a Tree Warden for one year; one member of the School Committee for three years; one member of the Board of Health for three years; one Trustee for the Ridge Hill Library for three years, and to vote "yes" or "no" in answer to the following ques- tion:

SPECIAL TOWN MEETING Monday, October 21, 1935
Pursuant to a warrant under the hands of the' Select- men, duly executed and return thereof made, by John T. Osborn, a Constable of Norwell, the qualified voters met at the Town Hall, Monday October 21, at 7.30 p. m. and took the following action on the articles contained there- in:
Article 1. To choose a Moderator.
Chose Cecil E. Whitney, Moderator. by ballot. He was sworn by the Town Clerk.
It was ascertained that a quorum was present.

Article 2. Will the town vote to use all the town land bordered by Central Street and extending along Main Street to a point twenty feet from the West side of the present Fire House, for a Town Hall and Town Offices, to be built by those empowered under Para- graph 17 of the will of Florence M .Cushing, and, upon the completion of such building, permanently and ex- clusively hold the land for that purpose and authorize the Selectmen to accept the building for the Town of Norwell.
It was voted to use all the town land bordered by Cen- tral Street and extending along Main Street to a point twenty feet from the West side of the present Fire House. for a Town Hall and Town Offices, to be built by those empowered under Paragraph 17 of the will of Florence M. Cushing, and, upon the completion of such building, permanently and exclusively hold the land for that pur- pose and authorize the Selectmen to accept the building for the Town of Norwell.
Article 3. Will the town vote to discontinue the In- firmary or act on anything relating thereto.
It was voted to. discontinue the Infirmary.
Article 4. Will the town vote to authorize and em- power the Board of Selectmen to sell the Infirmary build- , ing, stables and outbuildings, together with such furn- ishings as there may be in said buildings or act on any- thing relating thereto.
Voted that the Selectmen be authorized to sell the above named buildings and property.
Article 5. To see if the Town will vote to raise and appropriate a sum of money for the purpose of financing the construction of High School Addition and improve- ment of Heating System and authorize and direct the Selectmen to accept on behalf of the Town, for use in carrying out such project, Federal grant of money pur-

suant to the Emergency Relief Appropriation Act of 1935; and authorize a committee to construct said pro- ject and contract with respect thereto; and authorize the treasurer, with the approval of the selectmen, to borrow such sums as may be necessary to meet any appropria- tion made; or take any action relative thereto.
It was voted by a two-thirds vote of the voters present and voting, two hundred voting "yes", sixty-two voting "no."
That, for the purpose of constructing an addition to the High School and improvement of the Heating Sys- tem and to enable the Town to secure the benefits of the Emergency Relief Appropriation Act of 1935, there be raised and appropriated the sum of $49,500.00 and the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $49,500.00 and to issue bonds or notes of the Town therefor, under auth- ority of and in accordance with the provisions of Chapter 404 of the Acts of 1935, said bonds or notes to be payable in not more than twenty years at such term and maxi- mum rate of interest as may be fixed by the Emergency Finance Board.
All monies received by way of grant from the Federal Government on account of this project shall be applied first to meet the cost of construction thereof (including preliminary expenses), and any balance thereof shall be applied to payment of the loan herein authorized. The amount hereby authorized to be borrowed shall be re- duced by the amount of the grant received and applied to the cost of the project.
The Selectmen are hereby authorized and directed to accept on behalf of the Town, for use in carrying out the project, a Federal grant of money pursuant to the Emerg- ency Relief Appropriation Act of 1935, and the Commit- tee are authorized to proceed with the construction of said project and enter into all necessary and proper con- tracts and agreements in respect thereto, all subject to

applicable Federal regulations; and the Selectmen and the Committee are authorized to do all other acts and things necessary or convenient for obtaining said grant, for making said loan, and for constructing said project."
Article 6. To appoint a committee to carry out the provisions of Article 5.
It was voted that the Moderator appoint a committee of five citizens to act with the Selectmen and School Committee as a building committee. The Moderator appointed, Lyman Wadsworth, Chairman, Mrs. Amy W. Sylvester, Paul Molloy, Ralph Gordon, Charles H. Pike.
Article 7. Will the town vote to accept Chapter 149 of the Acts of 1931 entitled An Act Authorizing The Town of Norwell To Supply Itself And Its Inhabitants With Water, and amendments thereto, or take any action relative thereto.
It was voted to lay this article on the table.
Article 8. To see if the Town will vote to raise and appropriate a sum of money for the purpose of financing the construction of a water distribution system and auth- orize and direct the selectmen to accept on behalf of the Town, for use in carrying out such project, a Federal grant of money pursuant to the Emergency Relief Ap- propriation Act of 1935; and authorize a committee to construct said project and contract with respect thereto; and authorize the treasurer, with the approval of the selectmen, to borrow such sums as may be necessary to meet any appropriation made; or take any action relative thereto.

Article 10. To see if the town will authorize the Se- lectmen to petition the Director of Accounts of the De- partment of Corporations and Taxation for such an audit of the town's accounts as may be necessary to install an accounting system, and to install an accounting system, in accordance with the provisions of Chapter 44 of the General Laws.
Voted that the Selectmen be authorized to petition for' an audit of the town accounts and installation of an ac- counting system the same to be done in 1936 as of Janu- ary 1, 1936.
Article 11. To see if the town will vote to authorize the selectmen to appoint a town accountant in accord- ance with Section 55, Chapter 41, General Laws, and to fix the compensation of said accountant and that the of- fice of town auditor be abolished after December 31, 1935.
Voted: That the Selectmen be and hereby authorized to appoint a town accountant in accordance with the pro- visions of Section 55, Chapter 41, General Laws, and that the office of town auditor be abolished after Decem- ber 31, 1935.
Voted that the compensation of Accountant be fixed at a sum not to exceed $300.
Article 12. Will the town vote to authorize the School Committee to sell the outbuildings and well tile at the Centre Primary School and the outbuildings of the Ridge Hill School.
Voted that they be authorized to do so and that any action taken heretofore be ratified.
Voted that the meeting be dissolved.
