REPORT OF COMMITTEE ON WELFARE ACTIVITIES
At the Annual Town Meeting last year it was voted:
"To appoint a committee to study the welfare situation and report at the next annual meeting, with any sugges- tions regarding welfare and taxation."
We considered the objects of the Committee's efforts, therefore, to be:
1-To initiate and encourage active public interest in the problem.
2-To present concrete suggestions for the more effec- tive distribution of our appropriations for relief.
3-To improve local tax conditions.
It is obvious from the consideration of these objectives that the Committee was not in any sense a fault-finding agency. Our investigations during the past year (which included consultations with the Welfare Board, the Tax Collector, officials of the State Welfare Board and others) showed:
1-That in general the relief situation in Nowell is ex- cellently handled.
2-That many towns, including Norwell, have found difficulty in collecting amounts due them from other towns and from the State and Federal gov- ernments. This difficulty we believe arises primar- ily from the increasingly heavy burden (due to rapidly changing conditions) thrown on the time and energies of the local board.

3-That tax collections have improved. All taxes re- quired by law to be paid during 1938 were col- lected, without resort to any confiscation of tax titles.
Your committee therefore recommends:
1 The employment of a full-time permanent secretary- clerk for the Town offices, who shall be available during working hours to furnish information and to relieve Town officials of routine detail and cor- respondence. It is the belief of this committee, based on the experience of other towns, that such a secretary-clerk would more than pay for herself, even without Federal reimbursement which is specifically provided for the administration of Old Age Assistance.
2-The establishment of an employment service in the Town office, to be managed by the secretary.
3-That consideration be given to the possibility of in- augurating some form of group or cooperative ac- tivity for the marketing of local products.
4-The coordination of the efforts of all charitable and relief agencies in Norwell.

NINETIETH ANNUAL REPORT
WILLIAM J. LEONARD MEMORIAL LIBRARY
During 1939 the library circulated 2,512 volumes. The quality of the circulation has noticably improved this year owing to the fact that the increased appropriation made it possible to buy promptly many of the best books of current interest as attention was called to them by publishers' "Best sellers" lists, the higher grade motion pictures and the requirements for book reports and other needs of the schools.
One hundred and two books have been added by pur- chase and 36 by gift, including a valuable donation from the State Library Division. A number of classics and other valuable books not frequently called for were given to the library, but lack of room has made it impossible to put them on the shelves at present. There is an urgent need of more shelf room also to accommodate the new books which a library must constantly be adding if it is to main- tain the interest and fulfill its mission to the community.
The library is open during the school year on Wednes- days from 2:30 to 4 and from 7 to 8 p. m. In the summer vacation it is open during the evening hour only. It is free to all citizens of the town.

[Chap. 416, Act of 1939]
An Act requiring the licensing of recreational camps, overnight camps or cabins and trailer camps.
Be it enacted, etc., as follows:
Chapter one hundred and forty of the General Laws is hereby amended by inserting after section thirty-two, as appearing in the Tercentenary Edition, the following five new sections, under the caption Recreational Camps. Over- night Camps or Cabins and Trailer Camps :- Section 32A. No person shall conduct, control, manage or operate, di- rectly or indirectly, any recreational camp, overnight camp or cabin or trailer camp unless he is the holder of a license granted under the following section.
Section 32B. The board of health of any city or town. in each instance after notice and a hearing, may grant, and may suspend or revoke, licenses for recreational camps. overnight camps or cabins or trailer camps located within such city or town, which license, unless previously sus- pended or revoked, shall expire on December thirty-first in the year of issue. The fee for such license shall be fifty cents. Such board of health shall at once notify the state department of public health of the granting of such a li- cense, and said department shall have jurisdiction to in- spect the premises so licensed to determine that the sources of water supply and the works for the disposition of the sewage of such premises are sanitary. If upon inspection of such premises said department finds the sources of water supply to be polluted or the works for the dis- position of the sewage to be insanitary, or both of such conditions, said department shall forthwith notify such board of health to that effect by registered mail and said board shall forthwith prevent the use of any water supply

found by said department to be polluted. Unless such licensee shall, within thirty days following the giving of · such notice, correct the conditions at such premises to the satisfaction of both said department and such board the license so granted shall be suspended or revoked by such board. Any license so suspended may be reinstated by such board when the conditions at such premises, as to sources of water supply and works for the disposition of sewage, are satisfactory to said department and such board. The board of health of a city or town may adopt, and from time to time alter or amend, rules and regulations to enforce this section in such city or town.
Section 32C. Every board of health shall from time to time examine all camps and cabins licensed by it under authority of section thirty-two B, and if, upon such exami- nation, such camp or cabin is found to be in an unsanitary condition, said board of health may, after notice and a hearing, suspend or revoke the license.
Section 32D. Whoever conducts, controls, manages or operates any camp or cabin licensed under section thirty- two B shall post in a conspicuous place near the entrance to every such camp or cabin a copy of the rules and reg- ulations adopted thereunder, as most recently altered or amended.
Section 32E. Whoever conducts, controls, manages or operates any camp or cabin subject to sections thirty-two A to thirty-two C, inclusive, which is not licensed under section thirty-two B, shall be punished by a fine of not less than ten nor more than one hundred dollars.
