SPECIAL TOWN MEETING, JANUARY 6, 1936
Pursuant to a warrant under the hands of the Seiect- men, duly executed and return thereof made by John T. Osborn, a Constable of Norwell, the qualified voters met at the First Parish Church at the time stated and took the following action on the articles contained in the war- rant :
Article 1. To choose a Moderator.
Cecil E. Whitney was chosen Moderator, by ballot, and was sworn by the Town Clerk.
Article 2. Will the town vote to instruct the Select- men to endeavor to have the P. W. A. grant extended for use on its new school building ?
Voted : Not to ask for extension.
Article 3. Will the town vote to erect its new. build- ing entirely by funds raised by the town ?
Voted : That the new building be built by funds raised by the town.
Article 4. Will the town vote to erect its new school building on the present site or take any action relative thereto ?
Voted: To instruct the building committee to bring in one or more sites for the proposed school building.
Article 5. Will the town vote to appoint a building committee consisting of the school committee and four other members or take any action relative thereto.

Voted : That the Moderator appoint a building com- mittee. He appointed, J. Lyman Wadsworth, chairman; A. R. Gordon, Charles H. Pike, William D. Jacobs, Mrs. Gertrude L. Dyer, Benjamin Loring, Mrs. Nellie L. Spar- rell.
Article 6. Will the town give the committee any in- structions ?
Voted: That the committee be instructed to bring in plans for a building that will be fireproof with the others.
Article 7. Will the town vote to raise a sum of money for the use of the new building committee to enable them to inspect buildings of the type needed in this town or take any action relative thereto?
Voted: To appropriate $100.00 for this purpose.
Article 8. Will the town vote to raise a sum of money for the use of the building committee in hiring an archi- tect to draw tentative plans or take any action relative thereto.
Voted: To lay this article on the table.
Article 9. Will the town vote to raise a sum of money to pay for the services of the architect in connection with the formerly proposed addition to the old school building?
Voted: To appropriate $2400.00 to pay the archi- tect's bill.
Article .10. Will the town vote to have the Moderator elected for the year at the regular March election ?
Voted : That the Moderator be elected for the year at the March meeting.
Voted: That the thanks of the town be extended to the Town of Hanover for use of its school building.
Voted: That the thanks of the meeting be extended to the First Parish for the use of its building.

ANNUAL TOWN MEETING, MARCH 2-7, 1936
Pursuant to a warrant, duly executed and return made by John T. Osborn, a constable of Norwell, the qualified voters met at the First Parish Church on Monday, March 2, at 7 p. m., and took action on twenty-one articles in the warrant as follows :
Article 1. To choose a Moderator.
Cecil E. Whitney was chosen Moderator, by ballot, and was sworn by the Town Clerk.
Article 2. To hear the reports of the several boards of officers and committees of the town and act thereon.
The building committee, by its chairman, Mr. Wads- worth, made a report of its findings and action taken in regard to new school building and asked for unanimous consent to have Mr. Deane given the privilege of the floor to explain the tentative plans which they had in view and the probable cost of the work. After much discus- sion in regard to the location, and other matters, the fol- lowing votes were passed :
Voted: Not to build on the old site-92 in favor, 188 against.
Voted : That the same committee be continued and have charge of the construction of the new building.
Voted: Not to use fireproof construction.

Voted: On motion of Mr. Deane to accept the pro- vision of Chapter 63, Acts of 1936.
Voted: On motion of Mr. Deane to build the new building on the land across the way, now owned by Mrs. Ada Sydloski and that the committee be authorized to acquire this land for the above purpose.
Voted: That the building committee be instructed to give citizens of Norwell, so far as possible, work on the new building.
Voted : That the report as printed be accepted.
Article 3. To make necessary appropriations to defray the expenses of the town, and for other purposes and to raise such sums of money as the town shall deem exped- ient for the following purposes :
Public Welfare, Old Age Assistance, Support of Schools, Vocational Training, Highways, Article 4, Streets (General Purposes), Pine Street, Sign Boards, Removing Snow, Snow Plow, Notes, Interest, State and County Taxes, Town Officers, Town Hall, Incidentals, School and District Nurse, Transportation of Nurse, Dental Clinic, County Hospital, State Aid, Board of Health, Electric Lights, Tent Caterpillar, Gaffield Park, Tree Warden, Mowing Bushes, Squares and Triangles, Spraying Elms, Gypsy Moth, Fire Department, Fire Equipment, Mosquito Control, Insurance, James Library, Ridge Hill Library, Soldier's Relief, School Physician, Memorial Day, Sealing Weights and Measures, Inspec- tion of Animals, Washington Street Cemetery, Plym- outh County Aid to Agriculture, Care of Veterans Graves, and Town Forest.

Article 7. To see if the town will vote to raise and ap- propriate the sum of $450 for the purpose of maintain- ing, during the ensuing year, the mosquito control works as estimated and certified to by the State Reclamation Board in accordance with the provisions of Chapter 113, Acts of 1931.

Article 8. Will the town vote to raise and appropriate a sum of money for supplies for Works Progress Admin- istration Projects and expenses of distribution of Sur- plus Commodities, so-called.

Article 9. To see if the town will vote to rescind the vote passed under Article 5 of a special town meeting held October 21, 1935, authorizing an appropriation and a loan for the purpose of constructing an addition to a school building.
It was voted that the action taken under Article 5 of the Special Meeting October 21, 1935, authorizing an ap- propriation and loan for constructing an addition to school building be rescinded.
Article 10. To see if the town will vote to raise and appropriate a sum of money for the purpose of acquiring land for and the construction of a new school building and originally equipping and furnishing the same, and to appropriate the amount of $40,000, received from fire in- surance on account of the loss by fire of the high school and town hall, and authorize the treasurer, with the ap- proval of the selectmen, to borrow an additional sum under any general or special law authorizing the bor- rowing for said purpose, or to take any action relative thereto.

"It was voted by a unanimous vote of those present and voting, no one voting in the negative:
That there be raised and appropriated the sum of $130,000.00 for the purpose of acquiring land for and the construction of and originally equipping and furnishing a school building and to meet said appropriation there be transferred from available funds represented by insur- ance money received on account of the loss by fire of the high school and town hall the sum of $40,000.000, and the treasurer, with the approval of the selectmen, be and hereby is authorized to borrow under authority of Chap- ter 44, General Laws, the sum of $50,000.00, and may also borrow $40,000.000 under authority of chapter 63 of the Acts of 1936, and to issue bonds or notes of the town therefor, said bonds or notes to be payable in accordance with the provisions of chapter 44 of the General Laws and chapter 63 of the Acts of 1936, so that the whole loan or loans shall be paid in not more than twenty years or at such earlier dates as the treasurer and se- lectmen may determine."
Article 11. Will the town vote to appoint a commit- tee to bring in Zoning By-Laws at a future meeting or take any action relative thereto.

Article 14. To make allowances to town creditors. No Bills were presented.
Article 15. Will the town give any instructions to town officers.
Voted: To instruct the Selectmen to direct the ceme- tery committee of the Washington Street Cemetery to es- tablish rules and regulations for the cemetery and to es- tablish prices for the lots in the cemetery, to file the prices rules and regulations with the town clerk and cause them to be published in the next annual report.
Voted: That the Selectmen be instructed to write a letter of appreciation to the Trustees of the Florence Cushing Fund, expressing the thanks of the citizens of the town of Norwell for her generous bequest and their appreciation of the beautiful building which is being erected. And that they be instructed to pass suitable res- olutions for record.
Article 16. Will the town vote to list all applicants for town work and see that the work is divided equally among all eligible applicants in all town departments or act on any thing relative thereto.

at the Grand Army Hall on Saturday, March 7, 1936, at 11:00 A.M. The Moderator, Cecil E. Whitney, acted as presiding Election Officer. The other Election Officers on duty were Herbert A. Lincoln, Ralph H. Coleman, Carl- ton O. Litchfield, William O. Henderson, Blanche Pinson, Floretta Whiting, Margaret Crowell. The polls were open at 11:00 A. M. and closed at 6:00 P.M. Six hundred names were checked on the voting lists and the ballot box regis- ter and the number of ballots cast agreed. On being canvassed and counted in open meeting they were found to be for the following persons, and the result announced by the Moderator:

EIGHTY-SEVENTH ANNUAL REPORT
STATE ELECTION, NOVEMBER 3, 1936
Pursuant to a warrant under the hands of the Select- men duly executed and return thereof made by John T. Osborn, a constable of Norwell, the qualified voters of Norwell, met at the Cushing Memorial Town Hall on Tuesday, the third day of November, at eleven o'clock in the forenoon and took the following action: Clifton S. Deane, chairman of the Selectmen, was the presiding election officer. Herbert A. Lincoln, Ralph H. Coleman. Amos H. Tilden, Carlton O. Litchfield, Wm. O. Hen- derson, Floretta Whiting, Alice C. Merritt, Mary De- Marchi and Marion Brainard were election officers. The polls were opened at 11 a. m., and closed at 8 p. m. 899 ballots were cast, seventeen of these being absent vot- ers' ballots. The ballot box register and voting list check agreed. On being canvassed and counted in open meeting the result of the balloting was announced as follows:
