REPORT OF AGENT FOR SUPPRESSION OF GYPSY AND BROWN TAIL MOTH


To the Honorable Board of Selectmen:


Gentlemen:


As agent for the suppression of the Gypsy and Brown Tail Moths I submit the following:


Am glad to report we have not been able to find a Brown Tail Moth web this year. Parasites and diseases seem to have them under control. There is at least a 10% increase of Gypsy moths. There should be a thorough scouting of the town to locate the bad spots before the hatching season, about May 15. This should be followed by spraying the roadsides bordering these colonies. Considerable feeding of the Elm Leaf Beetle was noted the past summer. All elms should be sprayed this coming summer.


A new disease probably to most of us is the Dutch Elm Bark Disease. During the summer an E. R. A. project was in operation taking samples from the tops of our Elms that showed signs of this disease. Samples were taken from about 1000 trees. 264 were sent to Amherst and a negative report was received on all. There is no known preventive and the only way to stop the spread is to remove the tree and burn the wood. The Elm is our very best long-lived shade tree and we can all do our part by watching for the following signs and if found reporting at once to this Department. Dead spikes at the tops, yellow curled or wilted leaves. The season for these signs is from June to August. I recommend an appropriation of $1,200.00.

REPORT OF THE FISH AND GAME WARDEN


To The Honorable Board of Selectmen:


Gentlemen:


As Fish and Game Warden the following report is submitted for the year ending December 31, 1935:


During the year forty-seven complaints were received and inves- tigated. A total of 248 hours of patrol work was done in Tewksbury. During the year salvage work was carried on at the Ames Pond taking a large number of various kinds of fish and placing some in various ponds in Tewksbury and vicinity. This work being done by men con- nected with the Department of Fisheries and Game.


1,500 Brown Trout ranging from six to eight inches in length were placed in the Shawsheen River.


144 Pheasants were liberated in covers in Tewksbury.


The matter of receiving more game from the Department of Fish- eries and Game has been taken up with the State Authorities and it is expected that Tewksbury will receive a larger amount during the year 1936.

REPORT OF TREE WARDEN


To the Honorable Board of Selectmen:


Gentlemen:


As Tree Warden I submit the following:


During the year brush was cut on all accepted streets in the town.


A W. P. A. project is now in operation removing dead and over- hanging limbs. About 2500 trees have been pruned to date. This work is done under supervision of this Department. This is some- thing our trees have need for years but we were unable to do it owing to lack of funds.


In order to cut brush on all of our streets and pay for super- vision of W. P. A. Projects we should have an appropriation of $1200.

REPORT OF TRUSTEES OF THE TEWKSBURY PUBLIC LIBRARY


The Trustees of the Public Library respectfully submit the fol- lowing report:


The report of the auditor will give in detail the expenditures of the Library.


Monthly meetings of the Trustees have been held with exception of July and August.


The past year the current issues of the magazines have been allowed to go in circulation immediately instead of being held a month on the reading table. The same rule applying to 7-day books applies to magazines.


Very generous donations of books from Mrs. Charles Trickey, Mrs. Edwin Osterman and Miss Natalie Patten have been gratefully ac- cepted by the Trustees.


We wish to thank the Librarians for their faithful and courteous service and the patrons of the Library for their co-operation.

I respectfully submit the annual report of the Tewksbury Police Department for the year ending December 31, 1935.

Seven arrests were made for out-of-town departments. Eleven summons were served for other departments; nineteen sets of Regis- tration plates were removed through the revoking of same by the Registrar's Office. A total of 554 complaints were received and inves- tigated by the department. It should be noted at this time that word has been received from Frank A. Goodwin, Registrar, that in the future the checking of headlights, licenses and registrations and other complaints referring to automobiles including all accidents must be done by the local department. as registry inspectors are to work in the suburban towns on fatal accidents only. In the past it has been customary to call for one or more inspectors to assist the town de- partment in the above-mentioned work.


At the last town meeting it was voted by the people to purchase an automobile for the Police Department. In 1935 a Ford Tudor Sedan

was purchased, equipped with the following: a Sterling siren, hot water heater, a police stop light, sleet chaser and a set of heavy duty chains. The purchase of this car has not only increased the efficiency of the department but it has proven a great saving to the tax-payer. Its operation during the year since its purchase, has travelled in ser- vicing the people a distance of 18,402 miles. A total number of 19,728 miles has been covered in patrol work and in servicing the people.


Through the co-operation of the Board of Selectmen, the Police Department now has its headquarters in the upper part of the Town Hall, which enables the department to transact Town business there.


We wish to acknowledge the splendid co-operation extended to us by the Board of Selectmen and the Citizens of our Town.


I wish to express my appreciation to the members of the Police Department for their whole-hearted co-operation during the year.

REPORT OF LOCAL ADIMNISTRATOR


To the Honorable Board of Selectmen:


During the year 1935 the Federal Government expended the sum of $42,223.15 for wages paid to workers in the Town of Tewksbury.


We completed 26 water holes during the year; widened and grav- elled three roads, namely: Kendall Street, Rogers Street and Marston Street; a combined Tree, Beautification and Pest Control Project; rough graded the area to be used as an Athletic Field at the new High School, also constructed two double tennis courts and built a road from Pleasant Street into the Athletic Field. The Women's Sew- ing Unit has been running continuously, employing from 12 to 18 women in making children's garments which are distributed from the Commissary to Welfare recipients. This work and money has provided employment for some 64 to 85 families during the year. All workers who were on ERA have now been transferred to the WPA.


Our WPA work program includes projects approved for grading and making a lawn in front of the High School; grading the play- ground areas of the High School, the Foster and the North Schools; Tree Trimming project; Farm to Market Roads; Grubbing, Sub-Grad- ing and gravelling of Vernon Street Extension (which has been com- pleted) ; and a Water Survey to determine the necessity of an adequate and safe Water Supply and the cost of such a System. We have sub- mitted projects covering the following: 29 Water Holes, Revision of Welfare Records, 19 Streets; which we can get approved upon com- pletion of the fore-going active projects.

The circulation of books remains about the same.


The circulation of magazines has increased owing to the new ruling by the Trustees that all magazines shall be put into circulation as soon as received.


Three donations of books, seventy volumes in all, have been re- ceived during the year from the following patrons: Mrs. Charles Trickey, Mrs Edwin Osterman and Mr. Harold J. Patten.


We are very grateful for these donations.


Several books have been purchased on request and several have been borrowed on request from the State Library.


The Library is open on Wednesdays from 7 to 8:30 and on Saturdays from 2 to 9. Legal holidays excepted.


All patrons are urged to co-operate with the librarians by return- ing their books promptly.
